The Verkhovna Rada adopted a law allowing the stay in Ukraine of the Armed Forces of other states to conduct an international operation to maintain peace and security on the basis of a decision of the UN or the European Union, UNIAN reports . Troops can be entered exclusively at the request of Ukraine.

Foreign troops can be in Ukrainian territory a limited time until the goal of such a stay is achieved. The decision on the admission of peacekeepers is made by the National Security and Defense Council of Ukraine at the suggestion of the Foreign Ministry and the Ministry of Defense.

It is established that potential carriers of nuclear weapons and other types of weapons of mass destruction are allowed in accordance with the international treaty for short -term accommodation in Ukraine, provided that proper control from the Ukrainian side.

It is forbidden to admit to the territory of Ukraine units of the armed forces of states that did not recognize its independence and territorial integrity or make territorial claims to it, unleashing armed aggression against Ukraine.

The press secretary of the President of Russia Dmitry Peskov, commenting on the law adopted by the Rada, said that actions should be avoided, which could strengthen tension, Interfax reports .

"In the context of the unresolved situation in the south-east of Ukraine, it is certainly very important to avoid any actions and steps that provoke the escalation, will be on a par with provocative actions, the deficit of which, unfortunately, we do not observe from Kyiv," Peskov said.

Answering the question of journalists about whether Russian President Vladimir Putin can take advantage of his right to ask the Federation Council to allow "the use of force abroad," Peskov said: "The president can use his own constitutional law. This is his right."

In February, President of Ukraine Petro Poroshenko made a proposal to enter the UN or EU peacekeeping mission . Then he stated that it would be a “most effective, most optimal guarantor” in the current situation.

The idea of ​​the input of peacekeepers was criticized by Russia, as well as self -proclaimed Donetsk and Lugansk "people's republics". The latter said that Donbass needed only peacekeepers from Russia.

On March 16, Poroshenko introduced to the Verkhovna Rada a draft appeal to the UN Security Council and the European Council on the deployment of an international mission to maintain peace and security in the country .

On May 1, Peskov denied the previously made statement by Kiev that Putin agreed to the presence of peacekeepers in eastern Ukraine.

"Until all the texts of the Minsk agreements and their specific points are fulfilled, we believe that it is absolutely wrong to raise any other issues, including peacekeepers," Peskov said. At the same time, he emphasized that Russia "never disputed the idea of ​​peacekeepers," but he could not give consent to it without being a side of the conflict.
