The State Duma failed the law on "aggressors"

According to the results of the first reading, the State Duma rejected the bill on the recognition of states imposing sanctions against Russia, “agressors” countries and ban citizens and companies in these countries work in Russia in the fields of audit, consulting and legal services. As noted, earlier the bill was criticized in a number of State Duma committees. The deputies explained that the executive branch in Russia has enough powers to respond to foreign sanctions, and therefore amendments to the legislation is unnecessary.

In particular, the Committee on Information Policy indicated that the ban on foreign individuals and legal entities to provide certain services belongs to the competence of the government. The adoption of the law was emphasized in the conclusion of the committee, "will lead to the difficulties of implementing its provisions in practice."

The government itself in the winter gave a sharply negative review of the initiative of Fedorov and its co -authors. The White House, in particular, indicated that the bill contradicts the Constitution regarding the distinction between the powers of the president and government, as well as a number of Russian laws. In addition, it was noted in the review, the “proposed definition of the“ aggressor country ”does not correspond to the definition of the“ aggression ”given in the resolution of the UN General Assembly.”
