On the evening of June 11, to consideration by the State Duma Sergey Naryshkin (EP), Vladimir Vasiliev (EP), Vladimir Zhirinovsky (LDPR) and Sergey Mironov (“Fair Russia”) a bill on amendments to the law “On Basic Guarantees of Electoral Rights” was introduced. It is about postponing the date of parliamentary elections from December to September 2016. There are no special doubts that the law will be adopted is not against only the Communists.
All for the party in power
The leader of the LDPR party Vladimir Zhirinovsky proposed to transfer the elections. The will of the people, in his opinion, will successfully fit on a single voting day - the third Sunday of September.
This will require changes in two regulatory acts. From the law “On the Basic Guarantees of Electoral Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation”, paragraphs will be excluded that share the regional and federal elections. The law “On the election of deputies of the State Duma” will be supplemented by the position by which the Duma of the 7th convocation will be elected in September.
On the afternoon of June 11, Igor Lebedev, deputy chairman of the State Duma, head of the Higher Council of the LDPR, told NT : “There is no bill. There is only an idea. Consultations are held between four parliamentary factions. When a consensus is reached, then maybe the bill will appear. ” Apparently, in the end, the consensus was achieved more rapidly than allowed the imagination of liberal democrat.
The deputy Dmitry Gudkov still sent a letter to the leader of the Communist Party of the Communist Party Gennady Zyuganov with a request to appeal to the Constitutional Court and check the initiative for the legality: it is the Communist Party of the Communist Party to file a corresponding request. Moreover, for the Communists, the transfer of elections to September, when their electorate is still in summer cottages, harvests the last crop and prepares the ground for the winter, the problem: the Communists already lose their electoral rating.

According to the May survey, Levada Center, 11 % of respondents would vote for the Communist Party-despite the fact that in 2011 they gained 19 % of the vote of Russians. The head of the political expert group Konstantin Kalachev notes that when postponing elections to September, the Communists will not be able to play criticism of the party in the regions - at the federal level they are “not ready to seriously oppose”. And some convenient topics for criticism - the same topic of housing and communal services - are not yet relevant in September.
“I know that Gennady Andreevich (Zyuganov.- NT ) met with parties and repeated our position: the elections should be in October-November so that the election campaign could be held,” commented the situation from the Communist Party Alexander Yushchenko. And immediately after the introduction of the bill, the Communist Party made a statement: if the law passes, the Communists will appeal it to the Constitutional Court. Gennady Zyuganov has already called the decision to transfer the elections “unlimited and unworthy”, who does not respect “neither the voter nor politicians”. In addition, the leader of the Communists believes that this can "destabilize the situation in the country."
The fears of the Communists are understandable - the September weekend of their electorate prefers not to be carried out not on electoral, but in personal plots. They may not reach the URN and young, potentially protest voters - gathering a child to school is often more important than exercising constitutional law. And many supporters of liberals simply will not have time to return from vacations. In a clear winner only a party in power.
When asked why the “Fair Russia”, whose rating sagged much more than that of the Communist Party, agreed to transfer the elections, political scientist Konstantin Kalachev answered concisely: “Having removed his head, they don’t cry through his hair.” When the rating falls from 13 % in the elections in 2011 to 2 %, according to the same May survey of the Levada Center, the SSRs do not have to count on something. “Fair Russia” today are loyalists who are ready to join any initiative if the corridor of opportunities for the heads of the party is opening in return, ”says Kalachev. For example, the SSRs can promise that single -mandates from “Fair Russia” will take place in the Duma.
With the assertion that in the summer the voters are not at all elections, Arkady Lubarev agrees, the head of the monitoring programs for electoral companies of the Independent Institute of Elections: “The turnout in the September elections has become less when regional elections were postponed to September. I talked with the election commissions, they will disapprovingly react to this - it is not convenient. The low turnout works for power. This is done for United Russia exclusively. All recently, the authorities have been preoccupied with the fact that it began to lose popularity. Last year, at the peak of Crimean events, popularity rose a little, but also not so high. And now it is inevitably reduced. Apparently, the authorities are afraid that the party will lose the majority, and does everything so that this does not happen. ”

The right to torture
The violent reaction of human rights activists was caused by the bills “On institutions and bodies that execute criminal punishments of imprisonment” and “On the content of the detention of suspects and accused of committing crimes”. According to the explanatory note, they are developed "in order to implement the concept of the development of the penal system until 2020."
The head of the movement “For Human Rights” Lev Ponomarev, who went to the picket against the bill, dubbed these bills by the “Law of Sadists”. Gulagu.net project manager Vladimir Osechkin called the deputy initiative “Bloody Law”.
The main wave of criticism was caused by the article “Application of physical force”: if it is adopted, then the colonies will have the right to use the force “to suppress violation of the detention regime”, “in the performance of the responsibilities of escort” and “to overcome opposition to legal requirements”. Human rights activists indicate the blurry of formulations - for a violation of the regime, it can fall, for example, smoking in the wrong place. This will give overseers almost unlimited possibilities to use violence without any consequences for themselves.
However, the uninterum deputy Boris Reznik assures: the bill "limits the rights of the FSIN employees." His colleague in the faction Ernest Valeev was surprised at the discussion that unfolded around the document: “It is only a more detailed regulation of the use of physical force, special means and firearms.”
Human rights activist Vladimir Osechkin categorically disagrees with these arguments and gives as an example the conditions for the detention of the infamous penalty colony No. 6 of the city of Kopeisk, the Chelyabinsk region, in the penalty isolate. There, according to him, the prisoners were kept for a year and a half in penalties for refusing to do charging. And Osechkin considers the electric shock the most dangerous among the introduced special vehicles. “Nobody diagnoses convicts to diseases of the cardiovascular system. If the stun gun is applied to such patients, then this can lead to instant cardiac arrest and death. ”
Both opponents and supporters of the bill are in no hurry to associate it with the latest May events-a riot in the Nizhny Novgorod medical institution No. 3 and two protests in the Bashkir colony No. 2 in the city of Salavat. “This is simply the implementation of the general trend - a more free and uncontrolled use of force on the part of the warders,” said Igor Kalyapin, head of the committee against torture. Valeev is even sure that the emergence of the bill is due only to "improving the legislation so that these rules are unified for everyone."
It was not possible to find out the attitude of the FSIN to the bill entered-the press service of the NT department replied that they would fulfill this law in case of adoption and could not comment on its content. The Ministry of Justice, in response to the official request, indicated that the employee of the penal system "acts taking into account the situation."
The Committee on Security and Combating Corruption recommended the bill for consideration, but deputies will no longer have time to vote for it until the end of the spring session (July 12).

“I have introduced a bill on the cancellation of the very concept of“ foreign agent ”. It brought harm, but you can at least try to make amends, ”wrote Dmitry Gudkov, deputy of the State Duma on his Facebook page.
The explanatory note says that most of the 68 “foreign agents” recognized by such a Ministry of Justice do not engage in political activities: “Only 19 are conducting (conducted political activities). All the others conduct (conduct) of their activities such as charity (4), science and education (8), ecology (7), Protection of the rights of citizens (27), etc.” So, the title of "Ino -Agent" recently received the charity fund "Dynasty" Dmitry Zimin.
Dmitry Gudkov considered the Ministry of Justice to determine the “foreign agents” unjust: “It would be funny when it would not be so sad: the Chekhov man in a case in a crazy rage rushes around Russia, the clicks of the case clang, the level of nonsense goes off scale.”
Currently, the bill is under consideration by the Committee on Public Associations and Religious State Duma organizations.

Stalin and Hitler
Parliamentarians and issues of propaganda of Nazism are still worried. According to Rashkin, the bill applies only to civil servants. Historians, philosophers and political scientists can compare communism and Nazism quite calmly. One of the reasons for introducing such a bill is quite mercantile: “If a civil servant says that Nazism and communism are the same thing, then this means that the question of indemnities is raised, since we are the successors of the USSR.” To the remark that the action of the domestic law does not apply to foreign states, Rashkin fogfully replied: "Everything is interconnected." And he added: “We are talking about ideologies - they are absolutely opposite, and their equalization should be criminally punishable.”
At the moment, the bill has not yet been submitted to the lower ward - this will happen to the autumn session. So at least two and a half months in order to compare communism and Nazism with impunity, the civil servants definitely have.
