Vladimir Kara-Murza Sr.: 20 years ago, from all television tapes on the Russians, the news collapsed from the small Stavropol town of Budennovsk that the detachment under the command of Shamil Basayev first captured the helicopter part, and then to leave under the cover of local civilians and the hospital of this city. And since then this is the line - June 15, which divided the first Chechen war into two parts: one part that the federals tried to dictate, and the second part that terrorists took upon themselves.

Abusupyan, what reputation and fame was Shamil Basayev in the republic to the terrorist attack in Budennovsk?
Abusupyan Gaitaev: At that time, the reputation of Shamil Basayev, to be objective, was probably still a warrior, a brave man. He was already known both in the republic and outside, in all North Caucasus republics, as an active participant, one of the leaders of volunteer detachments who fought in Abkhazia on the side of Abkhazov against Georgia. There he gained a reputation for a brave, decisive person who knows how to fight.
Vladimir Kara-Murza Sr.: And when did you personally meet him?
Abusupyan Gaitaev: It cannot be said that I met him. From 1991 to 1994, I worked in the prosecutor's office of the Chechen Republic. And somewhere in 1992-1993 numerous attacks on military units were made. Sometimes it was an imitation of attacks because they agreed with the employees of these military units ...
Vladimir Kara-Murza Sr.: There were staging.
Abusupyan Gaitaev: Yes, there was an imitation. It was even such that they first exported everything by mutual agreement, and then in order to write off it all, organized the so -called attack. Several dozen people gathered, noisy, shot up. And everyone was attributed to them. And this so -called "business" was engaged in serious people. And we conducted a check on these facts. And there was information that the Basayev detachment was also involved in the capture of weapons, uniforms. And my friend and colleague and I went to this military unit, talked with him. At first, ordinary employees of his detachment refused to testify. And he said: "Assign the day. Start with me, I will give you all the testimonies that you need." And all his subordinates will also testify. That is, in this case, he showed an example of the fact that it is necessary to testify to the authorities. He had such a position.
Vladimir Kara-Murza Sr.: Let's give the floor to Alexander Osovtsov , at that time a deputy of the State Duma from the Russian Choice faction.
Alexander Abrahamovich, we know that you later became a voluntary hostage, replacing civilians captured by the Basayev detachment. Was there an illusion that these are some kind of "Robingides", people of knightly principles? Or it was immediately clear that these are "scumbags", terrorists for whom human life is nothing?
Alexander Osovtsov: In my opinion, Vladimir, you are not quite accurately posed a question. For Robin Hood, human life was also nothing. Therefore, there was no illusion, there was an understanding that it was Robin Hood of the late twentieth century, for whom those whom he considers right ... Well, Robin Hood considered the peasants of Anglo -Saxon origin. And Basaev considered Chechens. Robin Hood believed that the Normans invaded England, led by Wilhelm, are enemies whose life is not only worth nothing, but who are subject to destruction.
Vladimir Kara-Murza Sr.: And now with us on the direct connection is our colleague Valery Yakov , now the editor-in-chief of the newspaper New Izvestia, and in those days-the Sobrik of the Izvestia newspaper at the front, in the combat zone in the Caucasus.
Valery, let's recall how the events developed. Because many forgot that the main goal of the Basayev detachment was the military unit, which was deployed in Budennovsk, which was accused of bombing peaceful cities and villages.
Valery Yakov: Not quite so. The fact is that after the press conference, I stayed in the hospital, asked Basayev to stay among the hostages and spent the night there, and in the morning went up to him and began to talk, I asked him about the real goal of this action. And he told me that they were moving to Moscow. They had a goal to get to Moscow. And in Budennovsk they were absolutely accidental. They drove a lot of checkpoints from Chechnya, where they simply paid money - and the trucks did not inspect, in which the militants were sitting. And after Budennovsk, the checkpoint turned out to be fundamental. And as he told me: "The cops were incorruptible, so we stayed here." That is, they demanded to show cars, and Basaev refused. And then the employees of the Budyonnovsky traffic police demanded that the cars drive to the police department. The column was launched, she arrived in the city. And already at the regional department of the police, the militants poured out of the car and began to shoot at the police, at civilians. That is, he had a goal - to get to Moscow. At least, he said so.
Vladimir Kara-Murza Sr.: What plan did they develop? With the battles to leave Budennovsk or gain a foothold there? What is the point of capturing the hospital?
Valery Yakov: The meaning of the action, as Basayev told me, was simple - get to Moscow and capture one of the government buildings. I think he was unlikely to hoped that he would be able to get to the Kremlin. And while in Moscow, to seek from the Kremlin, from the authorities stopping hostilities in Chechnya. And taking into account the fact that they were in Budennovsk, they walked through all the administrative buildings of the city, the police, driving away from everywhere absolutely unarmed people who did not expect an insidious attack on a peaceful city, which was far from the war. They collected many hostages, and they were driven to the end of the city. They saw a hospital there, which stood aside, in which it was easy to keep the defense. They drove everyone there and took up defense.
Vladimir Kara-Murza Sr.: And now we are in touch with Nikolai Lyashenko , who in those days led the Budynovsky district department of the internal affairs, and then became the mayor of Budennovsk.
Nikolai Andreevich, how did events develop when they ordered Basayev to park, to put his cars at the district department?
Nikolai Lyashenko: About fifteen twelve, traffic police officers called me and said that three military cars were coming, there were Russian flags on the cabs. In all likelihood, these cars were repulsed somewhere, well, trophy. And ahead of the police car. They carry "Cargo 200", as they reported to me. I gave the command to check. Subsequently, I found out that they were caught up on the outskirts of Kochubey, which leads towards Pyatigorsk, tried to stop. There was a small man with a green bandage on his head. Then we determined that it was Basaev. And the police demanded to check the cargo. They refused, and military vehicles drove on. Several crews were caught up in the village of Praskoveya-this is 5-6 kilometers from the city of Budennovsk. The road led to mineral waters. And the employees of the traffic police demanded again to provide a car for inspection. They refused again. According to the orders of the Ministry of Internal Affairs, which we had at that time, in case of refusal to provide cars for inspection, we had to ahead and block the column behind. And we went to the internal affairs department.
I was in the building of the internal affairs department at the workplace. He called Major Kardailsky at the duty unit: "Peter Vasilievich, well, what is there?" He said: "They drive up to the internal affairs department." - "And who is there?" He replied: "Three military vehicles are transporting the" cargo 200 ". They refused to provide for the inspection. Ahead of the police car." I said that I will go out and talk. Automators are in place. And he was just about to leave the office - and then it all started.
Vladimir Kara-Murza Sr.: Abusupyan, when this tactic appeared among Chechen resistance fighters-to seize civilians, which was then in Nord-Ost and was manifested in Beslan?
Abusupyan Gaitaev: As I understand it, this was the first such action. I also believe that the ultimate goal was not Budennovsk, but most likely, another city, perhaps even Moscow. And they wrapped them in Budennovsk because they were not allowed to go further. This action, probably, was still invented by Basayev. He was a supporter of the transfer of hostilities to the territory of the Russian Federation. From the very beginning, he all the time said that it was necessary to transfer to the territory of the Russian Federation so that the local population understands that this means that it spoke against its government. As I understand it, he had some kind of strategy. It seems to me that this is precisely his plan. In my opinion, both Dudaev and Maskhadov in this regard were less radical. That is, they had such plans and such tactics, in my opinion.
Vladimir Kara-Murza Sr.: Of course, there was no.
After capturing the hospital, the leaders of federal law enforcement agencies gathered in Budennovsk. Alexander, in your opinion, why was the management of the hostage salvation operation so mediocre?
Alexander Osovtsov: Because they were absolutely mediocre people who could not and knew nothing. One of the Chechen commanders - Deputy Basayev Aslambek - said with some bravado, but I think that the truth: "Honestly, we would better storm." In broad daylight, to storm the building of the Hospital Hospital, with hostages set by militants in each window, it was a deliberately meaningless, bloody story, which could not be brought to nothing other than losses among the hostages, as well as among attacking, and to the least degree among the militants. And this was obvious to any person who does not even understand anything in any assaults and special operations. But the problem was precisely that the so -called leaders of power structures, such as Stepashin and Erina, understood no more than me in them. That's what was the worst.
Vladimir Kara-Murza Sr.: Valery, is it known, after 20 years, who gave the first order about a meaningless assault?
Valery Yakov: I could not find out who gave this order, because everyone referred to each other. Vasiliev’s statement is known, who promised then that they would conduct a thorough investigation and find out who gave the order. Because there were several managers at the same time, and each had their own special forces, and this also had a problem. There was both the Alpha group from the FSB and the Vityaz group from the Ministry of Internal Affairs, there was special forces of the Federal Penitentiary Service. That is, they drove all the special forces that were. There was army special forces. Only Grachev did not fly, because he did not allow Yeltsin to fly there, because Grachev initially insisted on the assault on the hospital. Therefore, there was absolutely no coordination. And when it became clear that the assault failed, led to a decent number of victims both among the hostages and among the storming, then all the more all went into the shadows. Therefore, no one was interested in finding a real person who gave the order to storm the hospital.
Vladimir Kara-Murza Sr.: How wise was the decision that the official of the highest level-Viktor Stepanovich Chernomyrdin-entered into negotiations?
Valery Yakov: It was the perfect solution. At that time, there was no Yeltsin, he was in Canada. And the main person in the country was Chernomyrdin. And at the request of Kovalev, Gaidar turned and asked personally to intervene in this situation, because it became clear (and Kovalev at that time had already arrived with a group of deputies in Budennovsk) that the security forces were at a loss, and another assault that was preparing, will lead to even greater blood. And Viktor Stepanovich joined the negotiation process and, in my opinion, made a decision, amazing in masculinity, risking a political image, image of the authorities, and so on. Because at that moment he thought about hostages - almost 2 thousand people (no one knew, by the way, how many people were), how to save them, and not how to save the security forces, his personal renome, and so on. Probably, this was the last appeal in the fight against terrorism, when the authorities first of all thought not about how to punish the militants and save themselves, but about how to save the hostages. Therefore, Viktor Stepanovich took a simply amazing step. And I am still grateful to him, because I think that I, among other things, survived due to the fact that he did not allow to storm. And the assault was preparing. And bargaining around the decision took place until the last moment, until the column entered Chechnya. I know from one of the leaders this operation, how everything happened. Moreover, the buses in which we were transported were mined, and at any moment it was possible to stop the column and start storming.
Vladimir Kara-Murza Sr.: Nikolai Andreevich, with what feeling do your fellow countrymen recall the role of Viktor Chernomyrdin in the salvation of women from the maternity ward and who have already given birth to women with infants?
Nikolai Lyashenko: Indeed, residents of the city of Budennovsk and I personally highly appreciate the actions of Viktor Stepanovich. He acted very courageously, professionally and humanly. He came to us, and hundreds of residents of Budennovsk gathered in the city House of Culture, thanked Viktor Stepanovich, cried, hugged. He made, I think, the only right decision.
Vladimir Kara-Murza Sr.: What is more important in these situations-the destruction of terrorists or still the salvation of the lives of civilians?
Abusupyan Gaitaev: Of course, for me, as for any normal person, it is more important than the life of hostages. It is easy to reason, sitting on a soft sofa that it was necessary to destroy the bandits, and with them people, especially when your children and relatives have no relatives. But when there are their children, for relatives, mothers and fathers, of course, some political moments do not matter. For them, the most important thing is that their relative, son, daughter remain alive. Of course, I am for people to be saved first, and everything else is saved.
Vladimir Kara-Murza Sr.: How did the idea arise to replace the State Duma of civilians, so that they are released by terrorists?
Alexander Osovtsov: She, in fact, was originally present. We gathered there, without saying a word, we did not call back, did not apply, we did not develop any plan. It’s just that all those who, in the most active form, immediately declared their sharply negative attitude to the Chechen war itself (well, almost all) came to Budennovsk. And again we did not discuss this idea there: let's offer. This phrase did not sound. This was an obvious idea of each of us in our heads initially. As one of us subsequently wrote - Mikhail Mikhailovich Molostyov - in his book: we were deputies of the State Duma of Russia, and in hostages were Russian citizens, in a broad sense - our voters. Then among us there was no deputy from this district. And as he put it at the end of this paragraph: "He called himself a load - climb into the body." If we, within the framework of our parliamentary powers in the parliament hall, could not allow war and prevent the armed terrorists to take our fellow citizens and our voters, which means we must go instead of them. All! It was clear to each of us initially.
Vladimir Kara-Murza Sr.: As I understand it, among the voluntary hostages were both journalists and politicians. And I remember, our correspondent Boris Koltsov showed us the paper that the security forces allegedly gave, and you had to sign it: "I voluntarily join the gang of Shamil Basayev." Was there such a document, Valery?
Valery Yakov: Yes, all this was. The fact is that there was a night press conference in the hospital, I stayed after a press conference in the hospital, and there were no journalists there. I spent the night there. And everyone was really waiting for the help of the deputies who flew there. And at night it was terribly scary. And to be honest, I sat there and regretted that I was staying. Everyone waited with horror storm and understood that if there was a second assault, then we have no chance to survive. Therefore, when in the morning a group of deputies, led by Sergei Kovalev, appeared in the hospital, we were just happy. Because it was clear that there was a chance to survive.
Throughout the day, I shot all negotiations from the hospital on the video camera, as Basaev spoke with Chernomyrdin, how they bargained about each bus, every hostage, and so on. In the end, they agreed that they would allow Basayev only if he would let everyone go, with the exception of a group of voluntary hostages, who would agree to take buses with terrorists and go towards Chechnya. And Basaev suggested those who were in the hospital, voluntarily join, who want to go with him, respectively, to reporters and deputies. Men who spent several days in this hospital as hostages, among them there were quite a few people who agreed instead of women to get into these buses and go.
And with us, journalists, the press service of the Ministry of Internal Affairs demanded to sign receipts. It was written there: "I, Yakov Valery Vasilievich, voluntarily join the gangs of Shamil Basayev and undertake not to make claims to the authorities in case of unforeseen circumstances." Not everyone agreed to sign. I signed it. Сразу же подписал Толя Баранов из газеты "Правда", подписал Леша Самолетов из "Вестей", Наташа Медведева из журнала "Огонек". И еще целая группа ребят, которые поняли, что подписывай – не подписывай, все равно это "русская рулетка": повезет – выживем, не повезет – доедем.
Владимир Кара-Мурза-старший: А Андрей Бабицкий, наш корреспондент, там был?
Валерий Яков: Андрей Бабицкий был, но Андрей Бабицкий не подписывал этой бумаги, потому что он ехал не в автобусе с нами, он ехал в легковой машине, они ехали позади колонны. Два или три человека ехали позади колонны. У них был спутниковый телефон. Колонна остановилась в степи, и по телефону, который был у Андрея Бабицкого, Сергей Ковалев дозвонился до Гайдара и попросил еще раз... Мы уже понимали, что готовятся штурмовать колонну. И еще раз попросить Черномырдина, чтобы этого штурма не допустили. Так что телефон Бабицкого сыграл позитивную роль в этой истории.
Владимир Кара-Мурза-старший: А были ли какие-нибудь закрытые распоряжения по райотделу внутренних дел Буденновска, чтобы или выпустить колонну, или ее не провоцировать?
Николай Ляшенко: По отделу внутренних дел распоряжения не было, так как в связи с прибытием министра Ерина Виктора Федоровича, руководителя Управления внутренних дел по Ставропольскому краю генерал-лейтенанта Медведицкого руководство ушло к ним. Это по приказам. А я, как начальник Буденновского отдела внутренних дел, был в их подчинении. Таких распоряжений я не слышал.
Владимир Кара-Мурза-старший: А мудро ли поступило руководство силовых структур, что хватило у них политического чутья не штурмовать автобусы и не подвергать риску депутатов и журналистов?
Абусупьян Гайтаев: Я думаю, что это было правильное решение. Безусловно, депутаты и журналисты, которые предложили себя в качестве заложников, – это герои. Потому что не было никаких гарантий, что они останутся живы. И учитывая некоторые особенности нашей действительности, вполне могло случиться так, что штурм этой колонны состоялся бы однозначно, и все эти люди бы погибли. Потому что тот отряд, который туда пришел, во главе с Басаевым, я думаю, они были в состоянии оказать серьезное сопротивление. И естественно, только полным уничтожением всей колонны возможно было разрешение этой проблемы. Естественно, решение не штурмовать колонну было правильным.
Вот тогда было возможно, что люди могли приехать и предложить себя в качестве заложников. Сегодня это невозможно. Беслан, Дубровка – это же все уже ушло. К сожалению, сейчас нет ни таких депутатов, ни таких милиционеров, ни таких людей, которые берут на себя ответственность за принятие решений.
Владимир Кара-Мурза-старший: Александр, по какому маршруту двинулась колонна? И где, как вы предполагали, будет риск штурма этих автобусов?
Александр Осовцов: Риск штурма был в любую секунду, потому что, как сказал господин Яков, автобусы были заминированы. Ну, мы этого не исключали, хотя и не знали тогда. А колонну все время сопровождали два вертолета. И зачем-то средь бела дня, в том числе, постоянно они выстреливали осветительные ракеты. Пару раз в полях пшеница от них загоралась. Так что ждали в любой момент. В первый день следования вдруг эти вертолеты резко приблизились и приземлились по обе стороны дороги, естественно, взяв колонну под прицел, и оттуда прибежал старший лейтенант, по-моему, принес пакет, где было сказано (причем называлось это "приказ Ерина", насколько я помню) Басаеву следовать другим маршрутом. Там должен был быть кусочек, буквально километров 15-17, по Северной Осетии. А руководство Северной Осетии отказалось пропускать колонну.
Вот тут и был самый нервный момент, потому что там была предписана трасса, по которой надо двигаться, и Басаев обсуждал это. Я ехал с ним в одном автобусе, поэтому, в том числе, и со мной обсуждал. И я ему тогда сказал: как угодно, но не так, потому что если будут штурмовать, то приготовятся заранее по тому маршруту, который сами же и назвали. Поэтому как угодно иначе. А дальше был звонок со спутникового телефона Андрея Бабицкого, потому что мы в этот момент заблудились, мы просто не знали, где мы, никто не знал. И когда эта ночь прошла, и мы сориентировались на местности, уже было чуть легче, потому что мы были уже вблизи Дагестана. А потом, когда попали в Хасавюрт, уже, конечно, стало понятно, что возможности штурма на территории Хасавюртовского района, в основном населенного чеченцами-аккинцами, уже минимальны.
Владимир Кара-Мурза-старший: Валерий, вспомните тот нервный момент, когда автобус Басаева свернул с оговоренного маршрута. Мы из Москвы следили за этим, я тогда вел "Новости". И мы почувствовали, что здесь какая-то интрига.
Валерий Яков: Действительно, ситуация была ужасно нервной. Потому что сразу закричали боевики, защелкали затворами. Заложники сидели вдоль окон, а боевики прикрывались каждым из нас. То есть они сидели по центру автобуса. Поэтому страшно стало, естественно, всем, включая и нас. Я снимал на видео всю эту суету в автобусе. И в тот момент я тоже чувствовал себя очень дискомфортно, потому что было понятно, что в эту минуту может произойти штурм. Тем более что перед тем, как сесть в автобус, я перед больницей встретился случайно с Сергеем Ивановичем Лысюком (был такой легендарный командир группы "Вымпел" МВД), и он мне сказал, что они выдвигаются брать колонну. И я тогда ему говорю: "Сергей Иванович, а я же буду в колонне". Он говорит: "Ну, будь поосторожнее". Я понимал, что штурм будет. И понятно, что было страшно. Но, честно говоря, боялись всю дорогу, потому что нас все время сопровождали.
И был еще момент – страшная жажда. Температура там была под 40, наверное, вода быстро закончилась, и мы до вечера ехали, изнемогая от жажды. Бутылка ходила по автобусу, и каждый по глотку делал: боевик – заложник, боевик – заложник... И ночью, когда колонну остановили в каком-то населенном пункте, подогнали к ней пожарную машину с водой, – это был момент всеобщего счастья. И это был шанс для силовиков, может быть, с помощью этой воды каким-то образом усыпить террористов. Мы в автобусе об этом говорили. Но им не воспользовались.
Владимир Кара-Мурза-старший: Я знаю, что все 20 последующих лет ищут по списку участников этого рейда отряда Шамиля Басаева. Николай Андреевич, вы в те дни получали приказ начать составлять картотеку, чтобы их потом объявить в розыск?
Николай Ляшенко: Эту работу проводили спецподразделения. Буквально неделю назад я прочитал в федеральной прессе о том, что задержали еще двоих боевиков. Мы, находясь в Буденновске, не делали поименный список. Это делали следственные органы и спецподразделения. В течение этих 20 лет я не раз слышал, что задерживали в различных частях России, привозили в Буденновск, судили в Ставрополе, свидетелей вызывали из Буденновска. Я знаю, что эта работа проводилась. Многих из них задержали и осудили.
Владимир Кара-Мурза-старший: А насколько юридически безупречно все это было организовано, что без предъявления обвинений потом этих людей по одному разыскивали, выдергивали и предавали суду? Басаев же был кандидатом в президенты, был вице-премьером. И его как раз никто не трогал.
Абусупьян Гайтаев: Басаева не трогали потому, что он был недосягаем. Реально привлечь его было невозможно. А что касается юридической безупречности уголовного преследования участников этого рейда, это достаточно простая ситуация. Если оперативным путем установлен человек, который принимал участие в этой акции, то, естественно, ведется работа по установлению его местонахождения. А в рамках уголовного дела, которое было возбуждено по этому факту, проводятся остальные мероприятия: розыск лиц, причастных к этой акции, и так далее. То есть тут все в рамках закона: устанавливается человек, его местонахождение, он задерживается, доставляется в тот орган, в чьем производстве находится уголовное дело, его допрашивают, предъявляют обвинение, направляют дело в суд. Тут никаких проблем нет.
Владимир Кара-Мурза-старший: Александр, вас на протяжении этих 20 лет вызывали, может быть, в надежде на то, что вы запомнили какие-нибудь имена и фамилии террористов, запомнили их в лицо?
Александр Осовцов: Нет, никогда. Ни один представитель правоохранительных органов официальным образом... Ну, и неофициальным тоже. Были разговоры с моими личными знакомыми. А у меня никто ни разу ничего не спрашивал. Хотя я в 1995 году, по крайней мере, этого ждал. Дальше ждать перестал. Но сейчас я удивляюсь, почему не вызывали.
Владимир Кара-Мурза-старший: А они по прозвищам друг к другу обращались? Или вы знали еще кого-нибудь, кроме Шамиля Басаева?
Александр Осовцов: Конечно, знал. Я сидел у окна, а рядом со мной как раз сидел Басаев. Я был его "персональным щитом". Но потом он пересел на место возле водителя. В экскурсионных автобусах это место для гида. А ко мне периодически кто-то подсаживался. Например, довольно долгое время просидел парень, который выяснял, сможет ли он приехать учиться в университет, в котором я тогда преподавал, после войны. У него был автомат, на ремне которого по-ученически ручкой были написаны имя и фамилия. Трудно было не запомнить такую яркую подробность. Ну и многое другое тоже, конечно, запомнил. Владимир Кара-Мурза-старший: Это были матерые террористы, судя по вашему рассказу.
Валерий, а вас вызывали в качестве свидетеля для каких-то следственных действий, чтобы выявить террористов-участников этого рейда?
Валерий Яков: Нет, меня не вызывали, но ко мне в редакцию "Известий" однажды приезжал старший следователь по особым поручениям Генеральной прокуратуры для того, чтобы изъять у меня фотосъемку. Но он изъял только те кадры, которые были опубликованы в газете. Ничего другого я ему не отдал.
Что касается террористов. Среди них действительно были довольно случайные люди. Вот меня, например, охраняла девушка террориста Дундаева. Ее нашли много лет спустя и дали лет 10-15. Но мне ее было искренне жаль, потому что я в дороге с ней разговаривал и узнал, что она вообще была не в курсе, куда она едет. Она работала медсестрой в детском саду, и ее забрали с собой. Она не стреляла ни разу. То есть ее использовали исключительно как медсестру. А когда мы приехали в Хасавюрт, долго стояли в городе, то она передала одному из заложников свой автомат, а сама ушла в город. И вернулась только перед самым отъездом с новыми туфлями. Она купила туфли, и была страшно счастлива по поводу обновки. Я все это снял на видео.
Кстати, если бы спецслужбы заинтересовали эти материалы, то я сделал фильм "Стокгольмский синдром" России", который пытался показать на наших телеканалах. Но его нигде не взяли. Мне удалось только в Швейцарии его показать. Так вот, в этом фильме довольно много боевиков присутствовало, и многих из них потом все-таки поймали. Кстати, то, что спецслужбы отловили в течение многих лет основную часть боевиков, – лишнее подтверждение того, что нужно любой ценой спасать вначале заложников, а потом методично искать, отлавливать и наказывать. Значит, когда хотят – могут.
Владимир Кара-Мурза-старший: А заслуженно ли были отправлены в отставку те руководители силовых ведомств, которые бездарно проявили себя в ходе буденновских событий? По-моему, Степашин и Ерин лишились своих постов.
Николай Ляшенко: Ну, я считаю, что правильно. Я, как начальник Буденновского ОВД, полтора года находившийся под следствием – разбирались, где я был, как действовал, по моим действиям проводилась экспертиза Академии МВД СССР. Ну, признали, что действовал правильно, грамотно. Хотя у меня нет высшего образования военного, а есть юридическое. Потом я был восстановлен. Начальник Управления внутренних дел генерал-лейтенант Медведицкий был отстранен, но через полтора года был восстановлен и руководил группировкой на Северном Кавказе.
А что касается Ерина и Степашина, то я видел, как они "руководили", и считаю, что в тот момент все-таки их вина в определенной мере была. Банда до Буденновска прошла 540 километров, 68 постов. Как они могли пройти? Где же оперативные службы? Как же просмотрели, что они прошли 540 километров? Через полтора-два года после этих событий министр внутренних дел Куликов Анатолий Сергеевич выступал и говорил: "Мы сейчас установили, что банда шла на Москву". И только в Буденновске их остановили.
Владимир Кара-Мурза-старший: А проявила ли первая чеченская война низкую квалификацию ее организаторов и идеологов?
Абусупьян Гайтаев: Да, разумеется. Это была первая в новейшей истории России война. А была именно война, потому что с применением авиации, артиллерии и так далее происходят только войны. Это была первая война на территории России. На тот момент, конечно, уровень армии был очень низкий. Более того, не было никакой мотивации, потому что было непонятно, за что российская армия сражается. Было очевидно, что люди не знали. У них не было идеи. И в первую чеченскую войну и сопротивление было более массовым. Население Чеченской Республики в основном не поддерживало федеральные войска. И все эти обстоятельства сложились так, что противостояние со стороны чеченцев было успешным. То есть низкая квалификация, отсутствие мотивации, отсутствие военной подготовки соответствующей, плюс высокий моральный дух противной стороны, сопротивление – все это привело к тому результату, когда в 96-м году российские войска были вынуждены покинуть территорию Чеченской Республики.
Владимир Кара-Мурза-старший: А можно ли сказать, что те, кто стал добровольными заложниками, в те дни были Кремлем записаны в некий список "неблагонадежных"? Что сейчас называется "пятая колонна". И впоследствии это сыграло свою роль в шельмовании и вашей фракции, Александр, и тех средств массовой информации, к которым принадлежал Валерий, и телекомпания "НТВ", когда в результате таких игр акционеров они были фактически разгромлены.
Александр Осовцов: Это была как бы последняя точка во внесении всех перечисленных в этот список. Потому что истерика и шельмование начались раньше – как только мы все перечисленные заявили позицию по поводу не поддержки войны. Причем никто тонкостей не учитывал, пожалуй, тогда впервые. Например, я не был активным сторонником чеченской независимости изначально. Собственно, потом им стал. Но я был категорически против именно войны. И я тогда сказал, что если бы лучше провели переговоры, в крайнем случае – могли бы организовать точечную спецоперацию, ну, куда ни шло. Но ведь размолотят всю республику. Я это пытался объяснить 11 декабря в Министерстве обороны и в Генштабе России. Но сам факт не поддержки был достаточен для того, чтобы перестали общаться, начали всячески вредить и "наезжать" изо всех сил. Вот тогда началось восприятие российской политики как черно-белой: вот "свои", вот предатели, вот патриоты, вот "пятая колонна".
Владимир Кара-Мурза-старший: Валерий, сыграло ли ваше участие в этой героической и, я считаю, благородной миссии потом свою роль в разгроме вашей газеты и переходе ее в чужие руки?
Валерий Яков: Ну, в определенном смысле, наверное, сыграло. Но это было позже. И после Буденновска, и после Первомайского, о котором я тогда тоже много писал, силовики, руководители ФСБ, МВД Куликов и Барсуков, Коржаков в том числе, довольно активно давили на газету, на Голембиовского Игоря Несторовича. И тогда Евгений Киселев встал в нашу защиту и показал мою съемку на НТВ, и тем самым как бы прикрыл меня от силовиков. Но это было чуть-чуть позже.
Что касается политического руководства страны, то Ельцин все-таки был масштабной фигурой, он был выше этих склок и этого давления. И журналистов, которые участвовали в этом рейде, которые заменили собой заложников, и меня в том числе, он наградил тогда медалями ордена "За заслуги перед Отечеством". Нас представили к ордену, но в результате закончилось все медалями. То есть Ельцин мучился от критики, которой мы тогда не жалели, но он терпел. А когда к власти пришли уже окончательно силовики, понятно, что психология ведения власти по отношению к заложникам и к подобным ситуациям была уже однозначной и понятной – она была силовой прежде всего.
Владимир Кара-Мурза-старший: А как быстро удалось залечить раны, которые нанес теракт в Буденновске? Мы помним, что Юрий Лужков новое здание больницы построил.
Николай Ляшенко: Город Буденновск называли "город черных платков". Действительно, 3-5 лет в городе люди себя чувствовали крайне неуютно. Общая беда, которая произошла в 95-м году, позволила нам определиться в жизни, порядочности, профессионализме. Мы видели в то время "Альфу", "Вымпел" и других людей, которые своими телами закрывали.
В Буденновске сейчас проживает более 40 национальностей. И я должен сказать, что там уважительное отношение друг к другу. Мы живем в мире, уважении и согласии. Да, Басаев был чеченцем, но мы знаем, что в этой банде были и другие национальности – и русские, и прибалты, и казахи, и так далее. Но террористы не имели национальности.
Сегодня город живет мирно. Юрий Михайлович Лужков оказал очень большую помощь Буденновску: в течение двух-трех лет была восстановлена больница, была большая программа оказания помощи Буденновску, было поставлено медицинское оборудование и многое другое. В целом жители Буденновска благодарны и Юрию Михайловичу, и федеральной власти. Город залечил раны, можно сказать. Мы понимаем, что политика и мир делаются не только далеко в Москве, но и здесь, на периферии, в городе Буденновске. И все делаем для того, чтобы жить мирно и уважительно друг к другу.
Владимир Кара-Мурза-старший: Мы пришли к выводу, что уроки самого громкого теракта времен первой чеченской войны еще требуют своего осмысления. И мы обязательно будем каждый год к этой дате возвращаться.
