The Supreme Court has given a favorable review of the bill proving criminal liability for abuse of the Russian anthem. This was reported by "Kommersant" with reference to TASS, which is claimed to have a copy of the review.

As stated in the document, if the Code of Administrative Offenses implies liability for violation of the procedure for the official use of each of the three state symbols: the coat of arms, flag and anthem, then the Criminal Code provides for punishment for abuse only over the coat of arms and flag. "Based on the equality of state symbols, we can consider the reasonable form of the introduction of the criminal law protection of the state anthem of the Russian Federation," the Armed Forces notes.

At the same time, the review contains a number of comments on the bill. In his text, the Sun indicates, the abuse of the anthem is defined as his "perversion, distortion or other change using swear words, obscene and insulting expressions." Meanwhile, the abuse is also possible in a “non -verbal way,” says the Sun, citing “the performance of the anthem, accompanied by a video of obscene content” as an example. Thus, the document still needs clarifications, the review says.

The development of the bill was reported in November 2013 . The document was prepared by the State Duma deputies from "Fair Russia", including Oleg Mikheev. For abuse of the anthem, the bill suggests a sentence of up to a year of the colony. This is the maximum sanction of Article 329 of the Criminal Code, which protects from abuse of Russian coat of arms and flag.
