The Russian authorities are looking for opportunities in a crisis to reduce the costs of preparing for the 2018 World Cup. At the same time, the prices for building materials due to the devaluation of the ruble and inflation increased significantly, but the general contractors are not able to go beyond the approved estimate. The journalist Vedomosti Elena Vinogradova found out what they save and how they fit into the budget.
The stadiums for the 2018 World Cup were designed five years ago, that is, long before the Olympics in Sochi. After it, it turned out that it was unprofitable to build for large sporting events - preparations for the Olympiad counted several large construction companies.
In total, 12 stadiums should be built or reconstructed for the 2018 World Cup. Of these, only one did not demand state investments: businessman Leonid Fedun spent 14.5 billion rubles to the Stadium for Spartak, he is already functioning.
According to Mikhail Khryapov, General Director of Stroytransgaz, due to the devaluation of the ruble, the cost of equipment increased by 50 percent, and the total estimate by 15 percent. Because of this, the contractors proposed changing the projects of the stadiums-they will still meet the FIFA criteria, but will become much more modest.
So, at the stadium in Rostov-on-Don, there were initially 45 elevators, and now their number has been reduced to 25. They also reduced the huge stylobate part, which was supposed to go beyond the boundaries of the stadium.
In Yekaterinburg, they used to plan such a large -scale reconstruction of the Central Stadium that only the entrance group was supposed to remain from it. Now the project has been changed - we are talking about reconstruction in the old walls.
Standard expenses for the construction of the stadium in Europe are 5000-6000 euros per audience in the reconstruction and 7000-8000 euros in new construction, [representative of Business Russia] Maxim Grishin recalled. If, before the devaluation of the ruble, the costs of Russian stadiums for the World Cup were based on the approved estimates higher, now even the most expensive objects [...] fit into this price corridor.
