
On June 19, the winner of the competition for the right to purchase a controlling stake in Yemelyanovo Airport became known. The Krasnoyarsk Hydroelectric Power Plant company offered the regional authorities the maximum price and will now not only become the owner of the shares, but will also take upon itself the responsibility to solve one of the main Krasnoyarsk problems of our time - to build a decent passenger terminal. By the end of 2017, the history of one airport should be completed. But what will it really be like? Expensive pleasure The right to host the Universiade in 2019 has been received, projects have been drawn up, plans have been finalized. If there is no particular point in worrying about the fate of sports facilities, then the “air gate” to Krasnoyarsk has not been resolved for a long time. For those who followed the situation at least a little, it was obvious that there was a big behind-the-scenes struggle for the right to own and build. During the governorship of Lev Kuznetsov, the matter did not move forward - this is understandable: there were too many to whom Lev Vladimirovich was obliged and many to whom he could not refuse. Viktor Tolokonsky, who came to his place, took the matter seriously. Less than a year has passed since the government came up with an honest way to select a contractor. It was decided to organize a competition for the right to purchase 51% of the shares of ERA Group - this is the company that manages the airport facilities. The initial price of the issue is 2 billion rubles. However, the authorities set a condition: the winner will be obliged to build a new terminal by the end of 2017. 
Initially, there were a lot of applicants for participation in the competition. But by the application deadline there were only three left. These are PJSC Krasnoyarsk Hydroelectric Power Station, LLC Emelyanovo-Invest and LLC Aquamarine. Who they are - the devil knows. But the little box opened simply: well-known business structures declared themselves to be their subsidiaries. The first is controlled by the structures of Oleg Deripaska and is essentially the same “Basel Aero”. The second is controlled by the Airports of Regions Group of Companies, which in turn is part of the Renova company of Mr. Vekselberg. And, finally, the third - our neighbors - the backup of the Novaport company (owned by Roman Trotsenko). As a result of consideration of applications, the best offer was from PJSC Krasnoyarsk Hydroelectric Power Station. The amount that metallurgists are willing to pay for the stake was 4.05 billion rubles. Even more money will have to be spent on building a new terminal. And it went up in price even before the competition itself. “Now it’s difficult to say how much construction will cost an investor. Initially, we estimated it at 5.5 billion rubles. Now, in connection with the events taking place, there will be an additional 2 billion rubles on top, and maybe even more. All the equipment there is imported. But let me remind you that this is only a terminal. And all the communal infrastructure will be there. The cost of the project has changed quite a lot,” said the regional transport minister Sergei Eremin in early February at the height of the crisis. Do metallurgists have that kind of money and how responsibly do they approach their work in principle?
