
The debt of Ukraine to Russia, issued in the form of bonds of three billion US dollars, should be considered as official, not commercial. Employees of the International Monetary Fund came to such a preliminary conclusion, Bloomberg reports citing sources in the organization.
This expert opinion should be approved by the Executive Council of the IMF. In this case, bonds belonging to Russia will be excluded from the number of restructured ones.
On Monday, Ukraine, within the prescribed time, held the next half -year coupon payment of $ 75 million on this debt, Interfax said . Earlier, the head of the Ukrainian Ministry of Finance, Natalya Yaresko, said that the payment to Russia will be fully executed so that negotiations with private creditors on debt restructuring go in a more constructive way.
On June 16, Yaresko said that Ukraine was considering a debt to Russia at three billion dollars, issued in the form of Eurobonds, in a common package of debts planned for restructuring .
Negotiations with a group of creditors are going on daily, the minister emphasized. Ukraine intends to reduce the debt pressure on a payment balance of $ 15.3 billion in four years, as well as to reach a debt ratio to GDP not more than 71 percent.
“We are supported by the IMF and the“ large seven ”. If we cannot achieve a rational approach from creditors, we will be forced to resort to the suspension of payments. The suspension does not entail the termination of the IMF program, pressure on the population and banks, since these papers (state blessings of Ukraine. - Ed.) Do not lie in our banks,” Yaresko explained.
On June 15, President of Ukraine Petro Poroshenko called Viktor Yanukovych a Russian loan of three billion dollars, provided to Ukraine in December 2013. According to him, Yanukovych received this bribe from Moscow for abandoning European integration. Russia, who bought a three billion dollars from the government of Yanukovych, should be interpreted along with private creditors, Poroshenko said. Thus, he made it clear that if Kyiv decides to introduce a moratorium on the payment of external debts, this will affect the Russian loan.
The press secretary of the President of Russia Dmitry Peskov asked for explanations about Poroshenko’s statement. “We know that the President of Ukraine, at that time, Yanukovych, was overthrown as a result of an unconstitutional and illegal coup and, of course, when we hear such statements, first of all, we expect clarifications whether the current Ukrainian authorities refuse to be successful in relation to the obligations of Ukraine, including international ones, of which, first of all, we are interested in financial,” Peskov said.
“If 3 billion of the sovereign loan received by Ukraine, according to Poroshenko, a bribe, then billions that the heads of Ukraine with the IMF are agreeing on is the organization of large -scale theft,” Russian Prime Minister Dmitry Medvedev wrote on Facebook.
