A police inspection conducted at the request of the head of the Central Election Commission Vladimir Churov confirmed the fact that the ballots were filled in the municipal elections in Balashikha Moscow Region on April 26. This is stated in the official letter of the first deputy head of the Ministry of Internal Affairs Alexander Gorovoy, sent to Churov on June 19. Facsimile of the document on Tuesday is published on the CEC website.

The verification materials, the Gorovoy letter says, are directed "for making the final procedural decision" in case of investigation - in the TFR.

The deputy minister also said that cases opened by the police "on the facts of causing bodily harm, damage and open theft of property at the polling station No. 576" are combined into one production. The guilty are sought, assured Gorovoy.

In addition, the deputy head of the Ministry of Internal Affairs admitted that the police in the 576th section and the surrounding territory "improperly carried out the protection of public order and security of citizens." According to the results of the official audit, these police officers were brought to disciplinary liability, approved in a letter.

On April 26, at the 576th polling station in the former city of Zheleznodorozhny (united with Balashikha), observers from the "solidarity" Stanislav Pozdnyakov and from the Progress Party Dmitry Nesterov prevented the stuffing of the ballots , recorded an attempt to throw in the photo and video and called the police. However, before the arrival of law enforcement officers, bandits came to the site, who brutally beat both observers. A few days later, due to the beating, Pozdnyakov had a gap of the spleen , and it had to be removed.

The stuffing was also marked in the 588th section in Balashikha.

On April 27, the head of the Moscow Region Irek Vildanov said that "well -prepared Nazi forces well prepared in Balashikha acted in Balashikha." According to him, observers were prepared "in Polish camps."

On May 7, Churov said that the scandal surrounding the tugs in the elections in Balashikha was to opposition a rehearsal of the breakdown of elections to the State Duma , which should be held in 2016. The official emphasized that the 8th district of Balashikha, on the territory of which there are 576 and 588 plots, became the only one in the suburbs where the scandal arose during the election on April 26, although about 100 observers arrived at the sites.

On May 13, Russian human rights activists demanded the immediate resignation of Churov . The signatures were put by Lyudmila Alekseev, Valery Borschev, Yuri Vdovin, Svetlana Gannushkina, Sergey Kovalev, Grigory Melkonets, Oleg Orlov, Lev Ponomarev, Alexander Cherkasov, Lilia Shibanova.

The next day , Churov turned to the Ministry of Internal Affairs, the TFR and the Prosecutor General to verify possible violations in the elections in Balashikha.
