
The offers of the Ministry of Finance on reducing the indexation of social payments are approved at a government meeting, at which the main directions of budget policy for the next three years were discussed. This was stated by the Minister of Finance Anatoly Siluanov, the press service of the government reports .
Siluanov explained the need for this measure by the fact that the growth in the revenues of the Pension Fund this year will be the calculation of 1.7 percent per pensioner. Increasing the level of indexation will lead to the effort of PF. The minister noted that in 2015 the salaries of Russians are declining, and in 2016 they will practically not grow.
"Taking into account this factor, we cannot disperse other payments. Indexing in excess of the target parameters that is proposed can lead to an increase in inflation and, accordingly, to an increase in the inflationary spiral, which we cannot allow," Siluanov said.
In addition, budget expenditures are reduced by 10 percent due to ineffective state programs. Defense costs are also reduced, the minister said, but "slightly less."
"The budget for 2016-2018 adjusts its capabilities gradually under the new macroeconomics, to the new restrictions that we have encountered, including those sanctions that are prolonged for subsequent periods," Siluanov said.
On Tuesday, RBC, citing a source in the Government, said that the Ministry of Finance proposes in the next three years in order to save the indexation of pension and social payments . It is proposed in 2016 to reduce indexation to 5.5 percent against the planned seven, in 2017 - from 6.3 percent to 4.5, in 2018 - from 5.1 percent to four. According to the department, this will save 2.5 trillion rubles.
The financial and economic block of the government believes that only the refusal of indexing part of the expenses and the reduction of conditionally approved expenses will allow you to balance a three-year budget. According to the Ministry of Finance, if you satisfy all the requests of ministries and departments, the budget expenditures in 2016 will amount to 18.3 trillion rubles. In this case, the entire reserve fund will be wasted over the year, while another 836 billion rubles will not be enough.
