The first three territories of advanced socio-economic development (TOR) have been officially created in the Russian Federation: two in the Khabarovsk Territory and one in the Primorsky Territory. The corresponding government decree was signed by Prime Minister Dmitry Medvedev at the end of last week. The government has approved the first three priority development areas - in the Primorsky (“Nadezhdinskaya”) and Khabarovsk (“Khabarovsk” and “Komsomolsk”) territories. “We have begun preparing sites where modern competitive production will be created, with new housing and social infrastructure,” Dmitry Medvedev announced at a meeting of the commission on the development of the Far East. Six more selected areas are awaiting cabinet approval.

According to the calculations of the Ministry of Eastern Development, the Nadezhdinskaya ASEZ should attract 6.7 billion rubles. private investment; RUB 3.9 billion will be invested by federal and regional budgets. There are promises to create a transport and logistics complex, a confectionery factory, as well as an enterprise for the production of semi-finished products. Investments in Komsomolsk (production of parts for aircraft manufacturing and woodworking) - 11.6 billion rubles. (from budgets - 1.2 billion rubles). The largest should be the Khabarovsk ASEZ (metallurgical plant, agro-industrial greenhouse complex, warehouse transport and logistics complex). Private investments in the amount of 34.5 billion rubles are expected here; RUB 2.4 billion will comprise budget funds.

According to the authorities, it is planned to create ASEZs in all regions of the Far East. Deputy Prime Minister Yuri Trutnev, who oversees this region, said that such territories should be created on the Kuril Islands. “But we need to think thoroughly about what kind of priority development areas these will be, so that it is not just a sign,” he noted. The head of the Ministry of Eastern Development Alexander Galushka added that the creation of priority development areas in this territory will be determined by the Federal Target Program for the development of the Kuril Islands.

Let us note that the “old” development program for the Kuril Islands for 2007-2015 is still in effect. The idea of the ASEZ will appear in the new Federal Target Program for 2016-2025 (its draft was developed by the Ministry of Eastern Development). As the press service of the ministry explained to Kommersant, a total of 68.9 billion rubles are required for the program. To ensure the activities of the created territories, the Ministry of Eastern Development has prepared a bill on the allocation of funds to the management company of the ASEZ (de jure created on April 30 of this year). According to Alexander Galushka, the necessary amendments to the 2015 budget have already been sent to the State Duma. As Kommersant was told by the Ministry of Eastern Development, after the amendments are approved, the management company will receive 169 million rubles for work.
