On May 30, the third rally was held in the capital of the republic in defense of the Buryat State University (BSU). The participants opposed the raider seizure of the university and for the resignation and. O. Rector of BSU Nikolai Moshkin and his team. The criticism of the head of Buryatia Vyacheslav Nagovitsyn was a significant new moment.

The reason for the protest campaign was a scandalous situation with the appointment at the request of the governor of the former deputy minister of Buryatia Nikolai Moshkin acting as the rector of BSU.

Among the slogans of the rally: “For the interethnic world and consent!”, “For the development of BSU!”, “There is no lawlessness of officials!”, “There is no raider seizure of BSU!”, “There are no high tariffs!”, “There is no incurring ethnic grown by the authorities!”, “Moshkin and Nagovitsyn resignation!”.

Today, the most part of the BSU team considers the appointment of Moshkin to the “raider seizure” of the university, which occurred with the participation of “unscrupulous officials” and “crooks”. The organizers of the rally use all these definitions in contacting the public of Buryatia. By “unscrupulous officials”, most likely, Nikolai Moshkin himself, the head of the administration of the head of Buryatia Pyotr Noskov, as well as the head of the department of personnel policy of the Ministry of Education of Russia Vladimir Golubovsky, is referred to. Back in March 2015, the latter teachers of BSU were accused of “a negligent attitude to the performance of official duties” and of a “intentional offense of corruption” in a letter to the head of Buryatia Vyacheslav Nagovitsyn.

The main arrows of critics are still aimed at the 43-year-old doctor of sciences Nikolai Moshkin and his environment. In addition to the numerous violations of federal legislation in the field of education and the Charter of the BSU, in detail described in the same letter from Nagovitsyn, the current subordinates of Moshkin accuse him of "violation of the Russian law on civil service prohibiting officials to engage in entrepreneurial activity."

BSU teachers revealed that Moshkin in 2010-2011, being the deputy minister of education, was the director and co -founder (together with his former graduate students Andrei Laherev and Bulat Dashiev) of the commercial company Engineer Plus LLC. This company was liquidated only in September 2011, while Moshkin took the post of deputy minister in 2010.

Lagerev and Dashiev are the defendants of another loud scandal associated with the so -called linden dissertations of Moshkin himself and other members of his “raider” team. Apparently, it was this scandal that the organizers of the rally mean, calling Moshkin and his people "crooks."

The fact is that just before the rally, the coordination group for the election of the BSU rector was carried out to verify the presence of plagiarism of doctoral dissertations of Nikolai Moshkin himself and two members of his team - the new and. O. BSU vice -rector for academic work of Alexander Makarov and just (May 20, 2015) appointed director of the Institute of Economics and Department of BSU Elena Vanchikova.

The first object of the audit was Alexander Makarov, who calls himself a doctor of economic sciences. The new colleagues wanted to check Makarov’s doctoral dissertation for originality using the Antiplagiath Internet service, which is recommended by Russian universities in quality in the Federal Service for Supervision of Education and Science (Rosobrnadzor). However, it was not possible to find a dissertation of Makarov.

It turned out that none of the colleagues-economists know the scientific works of Makarov, and there is no doctoral dissertation in any library of the country. Makarov’s colleagues were especially surprised to answer their request to the All -Russian Certification Commission (Higher Attestation Commission). From the Higher Attestation Commission, it was reported that in the past 15 years, not a single Makarov Alexander Nikolaevich has been certified as a doctor of economic sciences, and asked to send the data and details of the doctor’s diploma Makarov to verify! That is, and. O. The vice -rector, it turns out, does not have the degree of Doctor of Economic Sciences assigned to the Higher Attestation Commission.

This was followed by an even more exciting intrigue. Makarov himself told reporters that he defended himself in 2009 at the University of Boston in the United States on the topic "Socio-cultural complex of the region. The development of human capital. The story of Alexander Makarov on the textbook [2] , freshly executed by the new director of the Institute of Economics and Department of BSU Elena Vankikova, became no less exciting: the allowance for 95% consists of borrowings! The doctoral dissertation of the Vanchikova colleagues checked with the help of the Antiplagiath Internet service and found that more than 60 pages were borrowed from other authors, mainly from the candidate dissertation of Tuyana Tanganova, protected in Irkutsk in 2000 [3] .

But the main sensation of the last days before the rally was reports that the doctoral dissertation of Nikolai Moshkin himself was the same linden! The organizers of the rally reported that the work to verify the work of Moshkin for the availability of direct borrowing of the text of the work of other authors without links to them for two months.

“BSU employees are now doing a more thorough check of Moshkin’s dissertation than just checking the anti -plagiarism software,” says Arkady Zarubin, member of the BSU rector of the rector of the rector of the rector. - “This work will continue after the rally. We expect reviews about the novelty of this work from serious scientists from Moscow, Novosibirsk, and foreign scientists. A letter is being prepared in the Higher Attestation Commission that the work of Moshkin is a linden and it must be deprived of a doctoral degree. ”

What did Moshkin’s colleagues find and how was it done technically?

The doctoral dissertation of Nikolai Moshkina “Development of automated technology and technical diagnostics of components and assemblies of agricultural vehicles”, protected by him in 2007, was checked by the forces of BSU teachers using the Anti -Plagiat Service community.

The volume of borrowings is surprising. Still, Moshkin is not a deputy or a large businessman, many of whom did not see their own dissertations, do not remember their names. I. about. The rector, although he worked both by both an official and an entrepreneur, and at the same time, refers to himself precisely as a scientific and previous environment. All his activities are connected with the RIGHT, where he went from the assistant of the department and graduate student to the professor. That is, this is a professional pedagogical and scientific worker who should have the skills of writing scientific works and the ethics of a scientist who does not allow frank borrowing.

Nevertheless, it turned out that, according to the results of the test on Anti-Plagiat, almost half of the text (about 45%) of the doctor’s doctoral dissertation was written off from the work of his former graduate student and co-founder of the commercial company “Engineer Plus” Bulat Dashieva is a candidate dissertation that was defended in 2004 [4] .

The rest of the borrowings were taken from two doctoral and two other candidate dissertations-Alexander Fedotov, Alexander Bykov, Alexei Pelikhov, Sergey Ozornin, and about 18%in the alternating amount. Thus, according to the results of the audit by the forces of the BSU employees using the Anti-Plagiat system, the total volume of someone else's text in the work of Moshkin amounted to more than 63%!

Secrets of skill

By the way, another former graduate student of Moshkina, senior teacher of Rizhem Andrei Laerev (the third co -founder of engineer Plus LLC) also appears in the materials of the Dissernet community with an almost completely written off candidate dissertation [5] .

And finally, the doctoral dissertation of Moshkin himself served as a material for the candidate dissertation of a certain Dorzhi Bazarov, protected two years later [6] . The scientific leadership of these works was carried out by one person - a doct. tech. Sciences Vasily Drinch. It seems that he is the head of the factory of written off dissertations.

Nikolai Moshkin successfully passes the secrets of skill to the next generation. The list of Dissernet has another student, 28-year-old Lecturer Rivy Aleksey Alekseev, who took second place in the republican contest “Best Young Scientist” in technical sciences in 2012 [7] , with a borrowing volume of about 80%. There is no list of the jury on the Internet, but it can be assumed that N. I. Moshkin also included in his post (deputy minister responsible for the ongoing direction).

The topic of borrowings sounded at the rally for the resignation of Moshkin and his team.

“We cannot allow the university to manage a person with a written -off doctoral dissertation,” said the rally participants. - We cannot agree so that we are led by a person who publicly declared that he has a doctoral dissertation in the United States, and it was not found where it is supposedly available - in the library of the US Congress and the library of Bostonian University! ”
