Dear editors!
Of all the responsible events that are shown on TV and which are written in the newspapers, the most important thing, of course, are events with the participation of our national leader. Self -confidence, mind, determination, exceptional ownership of the material - all this gives us an enduring lesson of an exemplary ruler and citizen. Therefore, I always pay special attention to such events, and if they relate to science and education, I study all materials and transcripts with almost a pencil in my hands. And last week the next meeting of the Presidential Council on Science and Education was held, dedicated to new challenges and priorities of the development of science and technology.
Among the many important and useful thoughts expressed, I especially drew attention to the performance of the rector of the Bratsk St. Petersburg State University Nikolai Mikhailovich Kropachev. He raised the most important question that in addition to the designation of priorities, it is necessary to ensure that they follow them. And he outlined the entire depth of the abyss, which was opened between the word and deed. Having become the rector, he discovered: no one at the university knows that there are some priorities approved a few years ago! Having horrified, Nikolai Mikhailovich immediately took up the restraint and clearing the Augish stables. Big forces had to be thrown to eliminate scientific Makhnovism, when the priorities of the university’s development were determined not by the instructions of the leader of the nation, but by the scientific council. In fact, as Nikolai Mikhailovich correctly noted, everything "determined a small group of people who quietly, calmly solved these issues." A real struggle has unfolded for changing the charter of the university, thanks to which at the conference of the labor collective it was possible to exclude the right of the Scientific Council to determine the priorities: “ Now, the charter of the university is clearly enshrined that all the main scientific areas are determined by the development program, and this program is approved by the government and is fully consistent with the priority areas determined in the presidential decree ... There is nothing left for the employee, how to read this program, to understand and move forward and move forward and move forward. ".
Nikolai Mikhailovich - lawyer, rector of the university who gave Russia two presidents at once; In his estate, he, of course, put things in order. But there is still a sea of poured vanity and tastes around. Kropachev says about this with bitterness: “When most of the universities in Russia, in St. Petersburg, the overwhelming part of universities has no development programs, but has its own view of what priorities in the country are the main ones, when the law on scientific policy allows you to introduce the positions of scientific leaders who, apparently, will determine the scientific directions of the development of specific scientific organizations and educational institutions, then It is difficult to count on the concentration of all the resources that are in the country, in the region, in the educational organization ” [1] .
What can be done when everyone imagines himself a great scientist who can determine the direction of his research? I believe that only the impeccable execution of the instructions of the authorities and the revenue can make our state an ideal machine whose coordinated screws provide accurate implementation of the tasks set on time. And, accordingly, they ensure the prosperity of our country. Moscow has long been called the Third Rome. Let's look at the first Rome. How was the formation of such a great empire as Roman? The answer is simple: discipline, submission and rejection. The examples of this cannot be counted, and the punishment for disobedience could be very harsh. Thus, the Roman consul and the folk hero Titus Manly strictly forbade his warriors to enter into skirmishes with enemy soldiers before the battle. His son violated the order, succumbing to the provocations of the dashing enemy warrior, and, clasping with him, killed the enemy. However, he did not rejoice in victory for long: the Consul father executed him for violating the order.
We, of course, have times for such harsh, but the punishment for a retreat from the general line should become inevitable. Only this will come to a situation where not only decrees, but also the president’s instructions will become the highest priority for each citizen of Russia, including, of course, for the scientist!
