The Kostroma Regional Duma banned public actions in the central squares of the capital of the region. It is reported by "Rossiyskaya Gazeta". 19 deputies voted for the adoption of the relevant regional law, against - 8; 4 more deputies abstained.

The law closes for events Susaninskaya and Sovetskaya Square Kostroma. In addition, it prohibits the shares closer than 100 meters from the buildings of state and municipal authorities. Finally, rallies are prohibited at stadiums, sports and playgrounds, markets, fairs and public transport stops.

The city authorities made the initiative to tighten the rules of the shares. I.O. Oleg Bolokhovets, heads of the Kostroma administration, noted in an explanatory note to the document that during shares in the central squares, "there are obstacles (restrictions) to access citizens to the territory of objects that are monuments of history and culture." In addition, the mayor said, public events "damage the landscaping places (flower beds), other objects of improvement of the area, worsen the sanitary and epidemiological situation."

The deputies of the regional Duma asked what kind of violations the need for such a law caused. Representatives of the city found it difficult to give a specific answer, noting only that "this year there were two cases."

The Communist Party deputy Vasily Lomagin criticized the document as "infringing on the rights of citizens." "Pushing citizens to the outskirts does not correspond to the president’s statement about the creation of bridges between different layers of society," he said.

Nevertheless, most of his colleagues voted in support of the bill.

In December 2012, the regional Duma already banned public events on Susaninskaya Square and the territory directly adjacent to it. The law entered into force on January 1, 2013. It is in this document that amendments are amended by the law adopted on Thursday.
