The author of the film "Poisonous Export" Olga Skabeeva is the main hunter for foreign agents in Russia and "Russia-1"
In the village of Brekhovskaya near Yaroslavl on June 19, 2015, an engineer killed his friend, taking him for an American spy. According to the Komsomolskaya Pravda newspaper, the engineer made the stories of the murdered man about the service in Morflot and trips abroad, which he shared during the joint drinking of alcohol.
Delirium tremens
Such tragedies are doomed to repeat, taking into account the growing wave of propaganda materials regarding foreign agents and unwanted (in Russia) foreign organizations * * , according to the Law on undesirable organizations, which was signed by the president on May 23, 2015, a non -governmental organization, which poses a threat to state security and the basics of the constitutional system. By agreement with the Ministry of Foreign Affairs of the Russian Federation, the activities of such an organization may be prohibited in Russia. . The impulse of this wave was given by Vladimir Putin, who, in his speech at a meeting of the Council on Science and Education, was indignant at the “so -called foreign funds”, who “rummage through schools of the Russian Federation for many years under the guise of supporting talented youth”, but in fact “sucking as a vacuum cleaner, they simply take from the school of applicants, they are put to grants and take it away”.
The first to react by Dmitry Kiselev, who devoted in his “Vesti of the Week” of June 28, 2015 a large story to the struggle with foreign agents hiding under the NPO mask. In this plot, fragments of the film "Russia-1" Olga Skabeeva "Poisonous export" were used. The entire film and its discussion were completely shown in three days in the program of Evgeny Popov “Special Correspondent”. In her entrance word, before the film, Olga Skabeeva reported that America was sending billions of dollars to Russia, to which Russian NPOs are conducting subversive activities and, in particular, want to dismember Russia. Looking ahead, it should be noted that there were no such ideas in the film from the NPO representatives themselves, they sounded only in the orders of the author of the film Olga Skabeeva.
This film and even more his discussion in the program “Special correspondent” (other participants in the program, like Mr. Kurginyan, no, no, and they made us think that the state of white fever is not necessarily caused by vodka, as in the village of Brekhovskaya, but also the enthusiasm of denunciation) give some idea of the structure and hierarchy of the large-scale campaign for the large-scale campan struggle against foreign agents.
In the film and in its subsequent discussion there were many impressive numerals. State Duma deputy Alexander Sidyakin scared in numbers: according to the Ministry of Justice of the Russian Federation, in 2014, the Americans invested 47 billion rubles in Russian NPOs, in 2015 this figure will increase to 70 billion. The figures caused bewilderment of representatives of the largest Russian NPOs who worked for many years with foreign funds. According to their estimates, these data are "fantastically high." Nevertheless, the numbers sound and amaze the imagination of the audience.
“Three Washington funds increased their anti -Russian budgets at once: the Soros Foundation, the Makanterov Foundation and NED (the National Fund for Support for Democracy),” sounds a sunbathing voice, and numbers and inscription appear on the screen: “The NED is the leader with the budget of $ 9.3 million”. Veronika Krasheninnikova, who knows that the NED Foundation was created in 1983, when Reagan began the Cold War with the USSR, and was intended, according to Mrs. Krasheninnikova, for successful operations in this war. It is not entirely clear how in the USSR, according to Krasheninnikova, today's scheme could work, since in the Soviet Union there were simply no NPOs that also capable of accepting foreign assistance.
The purely commercial goal of the organizers of the fight against foreign agents becomes obvious when MP Sidyakin calls another figure: 8 billion rubles allocate the Russian authorities to support the Russian civil society. And indeed: a “penny” in comparison with those tens of billions, which, according to the Ministry of Justice, ”foreigners allegedly allocate to the Russian NGOs. Further - more. Participants in the program claim: $ 5 billion - so much, according to their information, Soros invested in the NGO of Ukraine. The reliability of these data can be judged at least by the fact that Mr. Soros is estimated at $ 24.2 billion, and from documented statements by Soros it follows that he plans to invest $ 1 billion in the Ukrainian economy, including agriculture.
The purpose of such a presentation of material is to cause a feeling in power and in power, if not panic, then anxiety. "Few! We lose the struggle for minds and hearts! " - This is the message of the target audience of the program. This thesis tried to support almost all the participants in the program. The dean of the Faculty of Television of Moscow State University Vitaly Tretyakov, who explained why Russia lost the West, was especially successful in this. In Ukraine, Tretyakov knows, there are 50 journalists and 20 political scientists who determine public opinion. They are constantly invited to the West and supported. And if Tretyakov was sad, Russia spent “very tiny” money on the support of these journalists, then Ukraine would be ours, and we could have avoided war and sanctions.
Behind this idea about the need to support the “correct civil society” is a completely transparent personal interest of almost every transfer participant. Most of them are Veronika Krasheninnikov, and Konstantin Kostin, and Vitaly Tretyakov, and Sergey Kurginyan, and a member of the OP of the Russian Federation, the former commissar of the Movement of Our Julia Zimova are relevant and potential recipients of state grants and therefore are interested in working to increase their volumes. There is a direct analogy with the media that constantly complain that Russia is losing the information war, and therefore just the first channel and RTR have received additional funding in the amount of 7 billion rubles.
Theim is second: electoral
The nervousness of power before the upcoming electoral cycle is felt in everything. What is the only anti -constitutional (but approved by the Constitutional Court of Russia) the transfer of parliamentary elections from December to September 2016 in order to carry out campaigning in late summer, from which opposition candidates suffer, which do not have access to the State Unitary Enterprise.
In the campaign against foreign agents, the goal is clearly visible: firmly tie two concepts - “foreign agent” and “democratic opposition”. The main evidence that the Yekaterinburg Memorial is a foreign agent, in the film “Poisonous Export” is a portrait of Boris Nemtsov on the wall of the office of this organization. One of the main arguments of the authorities in the proof of the “harmfulness” of the Dynasty Foundation is support by the son of Dmitry Zimin FBK Alexei Navalny.
Participants in the program have repeatedly stated that Yabloko and other democratic parties are funded from abroad, as well as the “oligarchs”, and all attempts at the discussion of the Yabloko leader Sergei Mitrokhin and the former State Duma deputy Boris Nadezhdin to refute these statements were unsuccessful, since the opponents suppressed the number and thunderclaim.
“Russia-1” pulled out a forgotten reception from some stuffy pantry, when federal channels before the elections showed them an organized action of gays in support of Yavlinsky. In the film, in order to set the homophobic part of society on the “Apple”, a rather large part of the time is dedicated to Gaia, a member of the Yabloko party, which is ready to organize LGBT shares for grants. "He went to betrayal!" - says the author of the film. What secrets did he give to the enemy? But no: “He organized mass shares of LGBT” (20 people? 100?). And mass actions in the interpretation of Mrs. Skabeeva is a direct path to overthrowing the existing system. It remains only to recall that this reception was once tested by the Presidential Administration of the 1999–2000 model, when on the same channel “Russia” (then it was called RTR) and in the same program “Vesti” (then Kiselev did not conduct it), the staged plot “Blue Hearts in Support of Yavlinsky” was shown, and Putin was then elected for his first term.
In the register of the Ministry of Justice of the Russian Federation, 77 NPOs were registered, "performing the functions of foreign agents." Of these, 2 organizations were closed, 75 are alive. In the areas of activity, the most among the "foreign agents" of human rights activists (almost a third of the total). Among them: “Memorial”, “Agora”, “Public Verdict”, “For Human Rights”, “Soldiers' Mothers of St. Petersburg”. In second place are organizations supporting the media (about a fifth of all “agents”): the Institute of Regional Press (St. Petersburg), the Media Protection Fund (Voronezh), the Fund for support for investigation journalism, the press development Institute-Siberia. In other segments, the same picture: the agents recorded observers for the elections - “Voice”, corruption fighters - “Transparency Internet”, a sponsor of numerous educational projects - the Dynasty Foundation and the organizer of the discussion - the Liberal Mission Foundation.
The “foreign agents” are driven into the ghetto, these organizations are easily strangled, and then the field of civil society will be completely cleaned and released for such dummies as the Civil Society Development Fund Konstantin Kostin, the institution of foreign policy research and initiatives of Veronika Krasheninnikova, for the “Kurginyan Center”, “Night Wolves” and the masses of such organizations that have a very indirect attitude to civilian society.
The campaign to combat foreign agents has, undoubtedly, the goals traditional for any recent propaganda campaign: rallying around the national leader and supporting the necessary degree of hatred of the United States, the West as a whole and to the Fifth Column.
But these are routine goals. The exclusive goals of this campaign are money, the destruction of electoral rivals and the cleansing of the civilian field. Apparently, the campaign is gaining momentum. And the sequel should be.
