
The Council of the Federation of the Russian Federation adopted at the plenary session an appeal to the Prosecutor General’s Office, the Russian Foreign Ministry and the Ministry of Justice with a request to consider the patriotic “stoplist” of foreign and international NPOs for the possible inclusion of them in the list of unwanted organizations. The upper house of the Russian parliament believes that the listed list will help protect the constitutional structure of the Russian Federation.
For contacting the department in order to approve the “stoplist”, senators voted unanimously - he was supported by 156 parliamentarians participating in the meeting, TASS reports. In the text of the document, the Council of People's Commissars of the document claims that today the Russian Federation “faced the most powerful in a quarter of a century with an attack on its national interests, values and institutions”, the main goal of which, according to senators, is the impact on the domestic political situation in Russia, “undermining the patriotic unity” of the people, as well as the breakdown of integration processes with Russian participation in the CIS space.
In the appeal, the words of the Chairman of the Council of Council of Valentina Matvienko that the chairman of the Council of Ministers are actually repeated that the pressure on Russia is carried out through foreign NPOs. "The non -governmental organizations, including non -governmental organizations, are also funded from the state budgets of foreign states, gives the right to talk about" soft aggression "against Russia," the appeal says.
For this reason, the Upper Chamber offers the Russian Foreign Ministry, the Prosecutor General and the Ministry of Justice to “consider the patriotic“ stoplist ”, which includes a number of foreign or international non-governmental organizations known to their anti-Russian engagement, in order to extend the existing norms of the Law on undesirable organizations.
The Stop List compiled by the STOP List Council of Commerce of Soros, the Soros Foundation, the National Fund of Democracy, the International Republican Institute, the National Democratic Institute for International Affairs, the Macarter Foundation, Freedom House, Charles Stuarta Foundation, Foundation for Democracy, Eastern European Center, World War I Congress of Ukrainians, Ukrainian World Coordinating Council, Crimean field mission to human rights.
Meanwhile, the head of the International Council of the Federation Council, Konstantin Kosachev, said that some creators of foreign NKOs are interested in how many people can be taken to Russian streets at the right time, RIA Novosti reports. “This question (“ Stoplist’s statements ”. - Note Newsru.com ) is directly related to the protection of the constitutional system. Those who allocate money for such NPOs are not interested in how many trees or animals you have saved. They are interested in how many people can be taken to the streets in the ICS hour appointed from the outside,” the senator said.
The leadership of the KPM is not according to its inclusion in the "stoplist"
The head of the Crimean field mission, a member of the Human Rights Council, Andrei Yurov, said that the Communist Party is not an organization, but only an initiative group of volunteers, and he does not understand how to fall under the law on "undesirable organizations" without a legal entity, the Russian BBC service reports.
Yurov also did not exclude that the recognition of the Crimean field mission "undesirable" could put an end to the work of the KPM. According to the law, participation in the activities of an “unwanted organization” may threaten an administrative fine, and in the case of a second violation - criminal liability up to imprisonment for up to six years. Such organizations cannot be distributed information, including through the media. “We will wait for the decisions and we will either fight legal methods or suspend work, because we cannot contact people if they face criminal prosecution,” the human rights activist explained.
At the same time, Yurov emphasized that the mission of human rights activists, unlike other participants in the “stoplist”, is not an organization: it does not have a legal entity, membership or budget. For this reason, the head of the KPM hopes that the mission will not be recognized as an “unwanted organization”.
According to Yurov, the KPM is a group of volunteer lawyers, including Russian, who "try to monitor" the situation with human rights in the Crimea. The backbone of three to five people discusses the strategy among themselves, and about 20 people from time to time separately go to the peninsula and write reports according to the results.
The Patriotic Stop List is created by the Federation Council together with the Russian Foreign Ministry, the Ministry of Justice and other departments. The possible appearance of the list of unwanted organizations in the Council was reported on June 24, 2015. It was reported that in the framework of relevant committees - on international affairs, under constitutional law and defense and security - a "patriotic stoplist" will be drawn up, which will include "undesirable organizations".
At the same time, about 15 non -governmental organizations, which are planned to be included in the “stoplist”, in the lower ward - 20. However, only 12 organizations were counted in the Council of People's Commissars.
In June, a law entered into force that allows foreign and international non -governmental organizations to assign the status of “undesirable in Russia” and prohibit them in the country if they pose a threat to the basics of the constitutional system, defense capacity or security of the state.
The decision to recognize the organization "undesirable" is made by the Prosecutor General or his deputies in agreement with the Foreign Ministry. The list of "undesirable" organizations will be conducted by the Ministry of Justice.
