The CEC equalized the bloggers-"three thousandths" to the media, obliging to comply with the rules of election campaigning

At a meeting on Wednesday, the Central Election Commission of Russia adopted a draft resolution that popular bloggers, who read more than three thousand users per day, must comply with the same rules as the media, in matters of election campaign, TASS reports. Members of the CEC voted for the draft resolution unanimously. The head of the CEC Vladimir Churov noted that until June 22, the document will be sent to regional election commission for revision.

In the document, the “three thousands” bloggers are allowed to disseminate only objective, reliable information that does not violate the equality of candidates and parties. They must also comply with the timing of the campaign period. Bloggers also apply to the ban on publishing data on the results of voting until the end of the election day.

In the case of the distribution of false campaign materials or materials with violations of the law, the election commission is obliged to apply to law enforcement agencies, a court or executive body that controls the media, the draft resolution says. To fix the fact of the violation, it will be necessary to take a screenshot and assure it to the signature of a member of the election commission and seal.

The election commission must "immediately contact the prosecutor for urgent blocking the Internet page of such a blogger, discovering signs of extremism. "Such sites are subject to blocking precisely at the request of the Prosecutor General or his deputy, in connection with which we recommend that the election commissions contact the General Prosecutor's Office of the Russian Federation," said the Member of the Maya Grishin CEC.

Recall that the "anti-terrorist" package of laws introducing the register of bloggers-"three thousandths", which were actually equal to the media, was adopted by the State Duma in April. According to the law, three thousand bloggers were included in the register controlled by Roskomnadzor. Bloggers ordered to place their last name and initials, email address.

If it is impossible to identify the personality of the blogger, Roskomnadzor sends a hosting provider a notification about the need to provide relevant data. It is necessary to answer it within three working days from the date of receipt of the notification. For refusing to provide this information, a fine for citizens from 10 thousand to 30 thousand rubles is provided, for legal entities - from 50 thousand to 300 thousand rubles.

The law states that the authors of popular blogs are also required to check the reliability of information before its placement and immediately delete in case of inaccuracy; prevent the dissemination of information about the private life of a citizen; observe the prohibitions and restrictions provided for by the legislation on elections and referendum.
