
The Dmitry Zimin Foundation "Dynastia", which in May 2015 got into the list of "foreign agents", made a decision on liquidation. The corresponding statement appeared after the request of the Council under the President of the Russian Federation on the development of civil society and human rights to exclude the organization from the register of NKO- "foreign agents".
The decision on liquidation was made at a meeting of the Council of the Dmitry Zimin Foundation "Dynasty", which took place on July 5, 2015. There are no explanations in the press service of the organization.
The Executive Director of the Dynasty Anna Piotrovskaya confirmed RBC information on the decision to close the fund. “Unfortunately, this is true,” said the interlocutor of the publication. The board of directors received the necessary documents, on the basis of which last Sunday, a decision was made to liquidate the organization, Piotrovskaya noted.
According to her, the fund will last a few more months before the liquidation. Piotrovskaya could not name the exact date of closing the "dynasty", since the court will make a decision by law to make the court. The Executive Director of the Fund assured that all obligations to the well -being that the dynasty has at present will be fulfilled.
Meanwhile, the Kremlin expressed regret in connection with the liquidation of the Dynasty Foundation, TASS reports. "The Dynasty Foundation had the opportunity to continue activities, and we regretted that the leadership of the fund decided to eliminate this organization," the press secretary of the Russian President Dmitry Peskov told reporters. He emphasized that "no prohibitive decisions against the Dynasty Foundation were not made absolutely." “The status of a“ foreign agent ”does not imply any ban on activities,” the head of the Kremlin press service recalled.
On the eve of the HRC, he made an official statement in connection with the entry of the Dinastia funds Dmitry Zimin and the Liberal Mission to the list of foreign agents. The Presidential Council, on his own behalf, apologized to Zimin and Yasin for this "offensive label."
The Dmitry Zimin Foundation "Dynasty" was included in the register of "Ino -Agents" on May 25. At the same time, the non -profit organization “The Scientific Fund of Theoretical and Applied Research“ Liberal Mission ”, which is also Zimin, was also included in the register.
The Minister of Justice of the Russian Federation Alexander Konovalov, commenting on this event, said that the Ministry of Justice did not see the threat to the activities of the Fund as a legal entity due to recognition of it by a "foreign agent". Negative consequences occur for non -profit organizations (NPOs) only after recognition by unwanted organizations, the head of the department explained.
The businessman, "offended" by the actions of the Ministry of Justice, decided to close the "dynasty". A day later, Zimin said that he would refuse to financing the fund. Then the philanthropist said that he did not agree with the decision of the Ministry of Justice, since the "dynasty" is financed at the expense of his funds abroad. "My money is stored abroad, I never hid it. But Russia also has its money abroad," the founder of the "dynasty" said.
Then Zimin called the conditions for the return of his personal finances to the "dynasty": for this, the Ministry of Justice should exclude the fund from the register of "foreign agents" and apologize to the businessman.
At the same time, Russian President Vladimir Putin expressed doubt about the correctness of the decision of the Ministry of Justice. The head of state stated that if the fund was engaged in political activities and was financed from abroad, then the “Ministry of Justice” is right, if we are talking about Zimin’s money, then the decision of the department is incorrect.
In addition, in the Council under the President of the Russian Federation on the development of civil society and human rights, it was considered necessary to apologize to Dmitry Zimin and Evgeny Yasin. In the HRC, the Ministry of Justice was called a “demonstration action”, which was arranged by the Deputy Minister of Justice of the Russian Federation.
The introduction of the "Dynasty" in the register of "foreign Agents" causeda protest among writers and publishers, who called this decision "absurd" and "criminal".
As a result, the Ministry of Justice of the Russian Federation, who initiated the introduction of the "dynasty" in the register of "foreign Agents", demanded to finalize the fund. On June 17, the court recognized the “dynasty” by the violator of the Law on NPOs in connection with the refusal to register as a “foreign agent” and fined the fund for 300 thousand rubles . A day later, the "Dynasty" prepared documents for liquidation. The fund stated that they were waiting for Zimin's decision.
On June 5, the press announced the departure of Zimin from Russia. Some media tied this step with a scandal around the fund. In particular, one of the sources of RBC indicated that Zimin abroad "overlay the situation." At the same time, the head of the Presidential Council for Human Rights (HRC) Mikhail Fedotov said that Zimin left the country on business, he has no thoughts about emigration from Russia.
The explanation given by the Ministry of Justice, why, nevertheless, the “dynasty” was introduced into the register of “foreign agents”, became a kind of confirmation of the words of the HRC about the demonstration action of the department in relation to the fund. “This is the problem of Mr. Zimin’s lawyers that his lawyers did not read Russian legislation well and did not think in advance, did not understand that financing from foreign jurisdiction, whatever it may be (account, trust, company, etc.), fully falls under the law (about NPO-“ foreign agents ”),” the head of the ministry said. At the same time, Konovalov noted that the "dynasty" is not an "enemy organization", but the law is still "one for all."
The Dynasty Foundation is a private non -profit fund that supports science and education. It was founded in 2001 and is part of the Council of the European Association of Funds. The budget of the "dynasty" in 2014 amounted to about 350 million rubles. The Managing Council of the Fund includes the deputy chairman of the Board of Trustees of the Skolkovo Business School and the adviser to the head of Sberbank Ruben Vardanyan, the supervisor of the Higher School of Economics Yevgeny Yasin, the President of the Polytechnic Museum Boris Saltykov and the economist Sergey Guriev.
The concept of "foreign agent" was included in the resonant law on NPO, adopted in 2012. He obliges all non-profit organizations receiving funds from abroad and participating in political activities to register as “foreign agents”. The Ministry of Justice has already recognized more than 50 organizations.
Many domestic NPOs have repeatedly disagreed with such a situation and turned in this regard with complaints to various authorities, including the European Court of Human Rights. At the same time, until recently, it was impossible to leave the list of "foreign agents". The law that allowed to do this appeared in February 2015.
