They, first of all, set the condition on the same contact group: until the amnesty law will not adopt (they mean everyone), we will not engage in the exchange of prisoners," Kuchma said. At the same time, according to him, at the state level "there is no single team that would deal with this important problem for people." Only volunteers are currently dealing with these issues.
