In the Luhansk region, near the city, happiness took place by the exchange of prisoners according to the formula "10 by 10" between the separatists of the LPR and the Ukrainian government forces. This was reported by the press center of the Security Service of Ukraine. Eight Ukrainian troops and two volunteers were released.

On June 17, the chairman of the Committee on European Integration of the Verkhovna Rada, Irina Gerashchenko, said that according to the latest data, about 270 Ukrainians remain in captivity. “The Ukrainian side does everything to activate the process of liberation of prisoners and considers delaying the delay,” Gerashchenko wrote.

The exchange of prisoners according to the formula "all for all" is provided for by the Minsk agreements. February 21, ten days after their signing, a major exchange of prisoners took place . Then, in exchange for 140 security forces, 52 supporters of the "people's republics" of Donbass were liberated. However, after this, cases of exchange became single.

On April 6, former President of Ukraine Leonid Kuchma said that the process of exchanging prisoners with the DPR and LPR was actually suspended . "There is no desire from the other side. They, first of all, set the condition on the same contact group: until the amnesty law will not adopt (they mean everyone), we will not engage in the exchange of prisoners," Kuchma said. At the same time, according to him, at the state level "there is no single team that would deal with this important problem for people." Only volunteers are currently dealing with these issues.
