The party and the government set us many important tasks, which - blood from the nose - need to be solved. To decide in order to bring Russia to advanced positions in the field of science and education, to make the most developed and prosperous power in the world.
One of these important tasks set by Vladimir Vladimirovich Putin in his epoch-making May decrees is to increase the competitiveness of leading Russian universities among leading world scientific and educational centers. Naturally, such a difficult task cannot be solved just like that, the most serious approach is needed: preparing road maps, development programs, conducting many important events ... and, of course, where without it? - Serious money should be allocated to ensure the implementation of the program. This is itself.
And so it was done, a huge work went, 15 universities across the country were selected as part of this program, five of which should be in the best world universities by 2020. In the top 100, speaking in other words.
But so far it is still impossible to say that now everything was on the ointments and the achievement of the goal set by the leadership was guaranteed. Indeed, in order to get into the top, it is necessary to sharply increase the number of publications of the university employees in leading scientific journals, it is necessary that they are quoted, and the faculty should shine with Nobel and other laureates. And with this we have some problems.
No, the leadership of universities makes tremendous efforts, everything that is possible and cannot be done to increase indicators: part -time from scientific institutes are hired, which increase the university rating with their publications, university employees are published in different magazines, where you can publish almost anything. The government, despite the crisis, seems to be even an additional money to allocate a little money for this program. But…
You yourself perfectly understand that our people are lazy and stabbed, and therefore teachers, instead of increasing skill and publication activity, instead of gathering collections of Nobel Prizes and honorary titles, whine and complain. The loads, they say, are exorbitant, the time is catastrophically lacking. They are sighing, in general, in conversations for tea, and not work.
Therefore, I believe, it is necessary to take more radical measures in terms of raising universities. Universities do not need to “buy” individual researchers, but you need to take them free scientific institutions for free. Think for yourself: after the start of the reform of the State Academy of Sciences in Fano, as a warehouse of property, many institutions of three academies were received. No ambitious tasks are set for them, all this team of the hodgepodge is managed do not understand how: where is the role of Fano, where is the role of RAS, where the management of the property complex ends and the scientific leadership begins?
On the other hand, despite the fact that in these institutions for many years the wise state leadership was jammed with the swamp of the Presidium of the Russian Academy of Sciences, despite the lack of development programs, scientists still write and publish articles. They are quoted, of course, not so hot as international standards, but for our country there is very nothing.
Therefore, the decision suggests itself - and not only with me, but also the leadership of universities - you need to use former academic institutions to solve the problem of improving universities, as they say, in full. Let universities receive all the institutions they need!
Critics are frightened by the fact that in the bureaucratic monsters created in this way, the fate of the institutions will be unenviable, approximately like that of Itaph in Kurchatnik. But these are all horror stories, and even if this happens, then not immediately. So - it doesn’t matter, the main thing is that by the due date, our universities will be in the top!
