40 political parties out of 74 that have the right to participate in the elections declared their desire to participate in regional elections on a single voting day on September 13, the press service of the Central Election Commission told RBC.

The majority—33 parties—nominated candidates for deputies in 11 regional legislative assemblies up for re-election this year. 29 political forces nominated candidates for parliament in 23 regional capitals. The smallest number of parties - 27 - are vying for participation in the gubernatorial elections in 21 regions. In a number of regions, nominations for participation in the elections are still ongoing. For comparison: last year, 63 parties declared their desire to be elected at elections of various levels on a single voting day, but only 56 of them were able to go through the procedures for registering candidates with election commissions .

On July 15, Russian President Vladimir Putin signed a decree postponing the parliamentary elections. The elections will take place on the third Sunday of September 2016.

The bill was submitted to the State Duma on June 15 on behalf of the speaker of the lower house of parliament Sergei Naryshkin and the leaders of three parliamentary factions - Vladimir Solovyov (United Russia), Vladimir Zhirinovsky (LDPR) and Sergei Mironov (A Just Russia). The document was sharply criticized by the Communist Party of the Russian Federation.

In July, the Constitutional Court concluded that holding early elections would not constitute a violation. At the same time, the court emphasized that reducing the term of office of the State Duma is an extraordinary measure that should not be applied regularly.
