
President of Ukraine Petro Poroshenko denied plans to consolidate in the body of the Constitution a provision on the special status of the districts of Donetsk and Lugansk regions. The appeal of the head of state was published on Sunday on his official website.
The provision mentioning the law on a special order of local self -government in the Donbass is contained in the text of the transition provisions of the Constitution, and not in the body of the Basic Law, as some deputies of the Verkhovna Rada stated, Poroshenko emphasized. This law was added by the head of state, twice was approved by parliament. The previous convocation of the Rada adopted the original text of the document, the current one - clarifications in it.
At the same time, the president noted, the law comes into force only after the fulfillment of a number of conditions, including the disarmament of militants, the withdrawal of Russian troops and the restoration of control of legal authorities over the border with Russia throughout its entire length.
“Neither in the law nor the draft changes to the Constitution has and there can be no special status for these areas,” Poroshenko said. “And in a word it is not said about the special status for the Donbass. Instead, both in the Donbass and in all regions of Ukraine, local communities receive significantly more powers and opportunities.”
The adoption of such changes in the Constitution, continued the head of state, gave the USA, Canada and the European Union countries a significant confirmation that Ukraine fulfills its obligations within the framework of peaceful agreements, and Western partners have already expressed their readiness to strengthen pressure on Moscow, including the sanctions, if it would continue to kindle the conflict.
“What would the failure of this (constitutional. - Ed.) Reforms?” Poroshenko emphasized. “The first is the end of the international coalition in the support of Ukraine. After that, the obvious escalation of violence in the Donbass, in which the aggressor and I would have left one -on -one. Only for a moment imagine how the events in Ukraine develop, if not for our support, if not for the isolation of Russia and effective Russia's isolation and effective sanctions against her. "
“Holding the weapon in our hands, we feel the support of the wide international pro -Ukrainian coalition,” the president continued. “And I will not allow anyone to destroy this union and deprive us of such an advantage! In this regard, the head of state expressed the hope that by the fall he would be able to convince the deputies who have now opposed the adoption of amendments to support them.
Poroshenko also assured that the planned decentralization would not affect the field of defense, foreign policy and national security, as well as human rights. "The president, the Constitutional Court and the Verkhovna Rada will receive the general right to suspend the powers of those are glad that, God forbid, will begin to approve the separatist decisions," he said. Poroshenko’s plans to fix the special status of the captured areas of Donbass in the Constitution’s body on Thursday night was reported by Ukrainian Pravda with reference to an unnamed source. It was argued that the president made adjustments to the draft change in the Constitution after meetings with assistant US Secretary of State on Europe and Eurasia Victoria Nuland.
The Vice-Speaker of the Rada, a deputy from the "Samopoych" party, which was part of the ruling coalition of the Samopoych party, Oksana Syroid claimed that the deputies were "crazy pressure" in order to maintain the bill. She announced "state treason and betrayal of the Ukrainian people."
Nevertheless, on Thursday, the draft amendment was accepted for consideration by 288 votes of deputies against 58. The document was included in the agenda and sent to the Constitutional Court. It was claimed that this topic was actively discussed during his visit to Kyiv by the European Commissioner for the expansion and policy of the neighborhood of Johannes Khan. It was noted that the deputies of the Verkhovna Rada took the proposal of the khan almost as a betrayal. The European Commissioner discussed this issue with Poroshenko.
It was also reported about a closed discussion in the European Union, during which one of the most senior EU officials who are engaged in Ukraine also called on Kyiv to “show goodwill”, endowing the Donbass with a constant special status.
