
What do employers want and what do young specialists expect?
Tamara Lyalenkova: Today, when a reception campaign in universities is in full swing, and graduates of universities are looking for a suitable job, it's time to discuss their aspirations, the modern labor market and the role of the education obtained. In fact, a study that David Lvovich conducts a long time, on the one hand, was the reason, but it is such a study of aspirations, motivations and educational trajectories of modern youth on modern material. Although you have a study that lasts 50 years, but more on that later. Were there important and unexpected discoveries for you that you saw?
David Konstantinovsky: Yes, there were a lot of unexpected discoveries, especially if you look at the 50-year perspective. When I compared the data of recent years with what was before, I had a feeling that I would express the name of Roman Lema “Return from the Stars”. This is a completely different reality, completely different young people, completely different expectations, other plans, and so on. The similarity of the current young people to those young people is only purely external. That was a strong impression. As for the study, which you are talking about, we have a discussion inside the team. I specifically created the team so that we have sociologists, there are economists, because this problem has two sides. It seems to me that the aspiration of modern youth to education is very good. And economists began to say: we need builders, excavators, drivers, and so on. The fact that young people want to study are a big brake. And so I am ready to speak out about this.
Tamara Lyalenkova: Pavel, as I recall, was a study when employers and graduates did not coincide in expectations ...
Pavel Lebedev: I’ll explain, there were two questions, two target groups - university graduates and employers. We asked some: "What motivates you in search of work?" Accordingly, employers were asked: "What do you think they are guided by, what are the graduates guided by when looking for work?" There was a perfect dissonance, because graduates believe that the employer’s work is most important for the employer, and employers say that they are most important to the adequacy of expectations, the ability to learn, develop. At the same time, the money goes to the second side, if we talk about the relationship of employers with employees. If we talk about motivation, most employers are waiting for the desire for career growth, and graduates say that they want stable, calm earnings, a calm psychological atmosphere. And in this sense, with David Lvovich would argue.
In my opinion, the main problem of higher education is not that we have many good specialists, but that higher education does not realize its most important function in training specialists. It can be socialization, of course, it does not give professional growth. And by and large, we receive a lost generation, which after four to five, or even six years, after the magistracy, is not capable of either movement or labor function. And it is clear why economists are worried. And for these graduates, in my opinion, this is also a problem, because they have passed education, they were told that they were well done for five years, that they have been taught what will be in demand, they come to the labor market, and they are told that in fact everything is wrong, and you will receive not 50, not 100 thousand rubles, but go to the thirteente, while working as an assistant. And this is a problem. Because it is one thing-you get an education, and you have adequate expectations, and another thing when your expectations are overstated, and you have to somehow adjust them. Then, for young people, the problems of collision with reality begin.
Tamara Lyalenkova: Nevertheless, what surprised me that young people began to react faster to a changing situation. About 10 years have already been noted that the civil service is very popular among young people, despite the fact that, as the study of the Superjob portal showed, officials cause emotionally negative emotions. Nevertheless, young people sought to get into officials for many years. And you, Elena Naumovna, said that this is not so?
Elena Kosareva: Now is the hottest time for all universities - a set of students, reception, and I have been doing this for many years. I try to talk with future students, with their parents, in order to understand who came, what are their expectations, on the basis of which they chose one or another direction. And today I have no reason to say unequivocally, in any case, in a large Moscow university, the Russian Academy of National Economy, that our applicants are aimed only at the state and municipal service. Because it seems to me that these flows are distributed evenly, and despite the fact that in our institute we prepare people for real work, real business in several areas, there is a set, and people are no less than they would go to public administration. This faculty is also at the academy, but I can’t say that it is a priority. That is, the guys choose different areas of activity for themselves.
And a little comment on the overstated expectations. Psychologists say it is good when high expectations. This makes you move up, this is a call. And for those who are able to move forward, it is good, and those who are not capable will look for another application.
Pavel Lebedev: Unjustified expectations are a disappointed generation, as many psychologists are talking about. I completely agree with you, but the disappointed generation, which will ultimately be forced to work as the same janitors, sales managers and so on, and having received higher education, he faces lack of demand - and he begins problems. The question is how he will cope with these problems. If you can, excellent. If you can get additional qualifications ... Not everyone is able to understand that higher education is one of the steps for a further career.
Tamara Lyalenkova: Yes, as a rule, higher education is considered as a very important point, such an initiation. Pavel is right because you had a study on the disappointment of professions. And there, probably, adults were already answering who managed to work.
Pavel Lebedev: Yes. And there it is very interesting that people who deal with other people's money are most disappointed in the profession, these are accountants and economists, financiers, and so on. At the same time, this is one of the most popular professions that people have received the last few years.
Tamara Lyalenkova: And the most happy with the choice of profession are architects.
Elena Kosareva: This is creativity, and this is what remains in time.
Irina Abankina: But now in the Moscow market there is no work for architects, and they are forced, very many, to retrain to designers, which is a completely different profession and other self -esteem. Therefore, today, even in creative professions, the same crisis of expectations, disappointment, and the need to change activities have been outlined. It seems to me that this applies to all creative industries. This is an investment turn in Moscow simply related to the fact that we switched to the construction of infrastructure, design and orders mainly in this. Individual projects were very reduced, the share of the typical increased, where creative work is not required.
Tamara Lyalenkova: And this is not only in Moscow.
Pavel Lebedev: Yes, these are all -Russian research.
David Konstantinovsky: But most disappointed, I think, among those who received not higher education, but diplomas of higher education. We have, in my opinion and based on the materials of our research, universities that serve the segment of the labor market where specialists are needed. These universities are preparing specialists, and experts find work. And we have many universities that are preparing just socialized people. These children sometimes come to their university, they invest $ 100 in the test and receive tests. I have familiar parents who say: "Again a session - again you need money." This exists, alas. And in the end, a person receives a diploma, but this does not mean that he received a higher education. But he received socialization, nevertheless, in these five years or four years he learned to speak, learned to somehow study, realized what it was. And he can go to the service sector. He may be a seller, can be an insurance agent and so on. This is completely different, it is not an education, it is quasi -formation. Therefore, we should not mix them. And those who thought that the diploma would give the same preferences in life that a higher education give a diploma are experiencing great disappointment. No, this does not work.
Irina Abankina: I wanted to cite the results of the survey of the PIAC, this is an examination of the adult population, from 25 to 64 years. Russia participated in it for the first time, last year the results were summed up, and one of the most important results of this study was evaluated by the contribution of several levels of education - basic school, after school education, that is, primary vocational education, and a tertiary education, we have most universities. These are people from 25 to 64 years old, that is, all those who graduated in the 70s, 80s, 90s. We have a comparative with all countries, maybe even slightly higher the contribution of the very stage of the basic, basic education, comparable, slightly lower, but still comparable contribution of a subtitle, but after school, and extremely low, with a difference of about 60 points, the contribution of the very ... We would like to call it higher education. This break that a diploma is not a signal of real higher education, it is reflected in the answers of people.
I must say that the Americans are a very high tertiary contribution, he actually doubles the contribution from education, in many countries, in Shanghai this very high contribution. Moreover, the main education sometimes gives them a lesser contribution than ours. And we have people, from the point of view of education, results, the ability to solve certain problems, seek information and so on, and there these competencies are mainly evaluated, they are based on a primary school, a little growing professional skills. And in this sense, we have not just a disappointed, but losing generation in competition, which also loses in entrepreneurial activity. Finishing the university, everyone believes that someone should take them, that it is not they organize a business, create their own business, begin to produce something, and that they will find a quiet place of work where they do not need to study, but you can sit down, up to 30-40 years. And they get a very serious disappointment.
Our undergraduate organized such a psychological service for students who cannot cope with the program. And there the difference in generations is small, and easier to help. Much fewer people go to them with academic tails, and they come, and even the second and third time, these are people who, in the process of training, realized that they went wrong, that they are not interested in learning, that they can stretch these subjects, but they do not want to do this in life. They have a serious crisis of professional self -determination, life choice, and this is much more serious. We score their time instead of solving vital tasks by coaching for passing exams. And the fact that at this age it is necessary to perform serious work on professional choice, self -determination, understanding of its further life strategy, this is crushed, and then manifests itself in a crisis version.
Elena Kosareva: Yes, this is a statement of fact, but I do not quite understand why this is a lost generation. This is a beautiful and long -known concept that had a completely different semantic load. Secondly, if you and I received an education for the rest of their lives and were forced to live with this education regardless of whether we like it or not, so the choice was made, we were doomed to the Research Institute, today there is no this doom. At the age of 18, it is difficult to choose a path for yourself in life for the rest of your life, but this, probably, is not necessary. The market of educational services is quite wide, and the base that gives higher education, we can use in different places. You are not obliged to work as a marketer all your life, for example, you can choose a different area of activity.
Irina Abankina: I agree, but if you look at the involvement of the adult population in the same continuous education, in advanced training, in the restoration, we lose three times to all countries. We have less than 20 percent involved in this, while in other countries there are more than 50 percent, and 60, and 70. Continuous education has not become for us, alas, so far, so far. In this sense, the narrowness, the underdevelopment of educational trajectories and generally understanding that the educational program is a program is really for life, and it is necessary to form it, to have and perform as an internal resource for its development, here the loss is connected with this. Some vital competencies and tasks-we solve them poorly, and our youth too.
Elena Kosareva: But this is not related to education.
David Konstantinovsky: Yes, it's not about education. It seems to me that just every new generation is better in this sense than the previous one. I talked with employees of the employment service, we had focus groups with those who had already completed their education and changed the profession, and the conclusion is: the older generation is difficult to change, people are guided by the fact that I graduated from the university, I came, here is my table for work, and here I will sit to retirement. And each new generation is more socialized, and the youth that we are now studying, those who are now graduating from school, for example, they already clearly understand that there will be no such simple and direct path. And moreover, let's say, people 23-24 years old say this: I graduated from the university in a specialty history or philology, and I am very happy about it, I have expanded the horizons, I am so educated, after that I went to courses and got a specialty, and now I make great money for my family.
Here another thing struck me. We talked with young workers, and now the workers in the workshop say: "I gave their children a higher education not so that they earn money in this way, but so that they are not people who do not know how to speak, do not understand what is happening in the world. And they will earn money with a working profession." The place of education has changed.
Tamara Lyalenkova: Now a difficult time, budget places in universities are gradually reduced, and high -quality education becomes to one degree or another paid. In order to get cultural baggage, you need to spend time and money, spend efforts and some kind of family fund. This all requires quite serious investments so that this cultural baggage arises, and this, it seems to me, is not a story today.
Elena Kosareva: Time is always complex, there are no easy times. When a person at the age of 20 solves the problems of his future, any time is difficult. And the parents, orienting the child that he will receive a higher education, in fact, they prepare themselves for this all their lives, that they will give higher education to their child in the future. Another thing is that we have poorly developed financing and self-financing education, that we need, apparently, some state mechanisms that will stimulate banks in order for them to work with student loans and so on. But maybe when a person independently finance his education, he will approach this more responsibly. We are now talking about how much our higher education is in demand and necessary. In my opinion, it is very necessary!
David Konstantinovsky: It seems to me that it is necessary, and we should not set the desire to learn from young people. A powerful factor in the development of the Soviet Union was the desire of people to get an education. It was such a impulse, and even before 1917, by the way, smart people who wrote to the sovereign reports, that all people need to receive higher education, expand opportunities and so on. After 1917, people went to study, and we received personnel in industry, in science and so on, and it was wonderful! And to restrain this impulse now, when the world has entered at the time, when it is educated people, human capital is the most important thing for the development of the country, this impulse cannot be restrained now, you only need to support this if we want our country to take a worthy place in the world.
Irina Abankina: I completely agree that this is our main resource - motivation for education. And we still have it, although he begins to melt. And this is a pity, because even 15 years ago the motivation was higher. Но и наше образование не отвечает вызовам времени. Ребята часто оказываются в плену устаревших программ, невостребованных навыков, отсутствия нужных компетенций. Здесь, я считаю, вызов даже больше не к ребятам, а к нашим программам. Мы очень медленно меняем систему высшего образованию, всю систему гибкого непрерывного образования, вот она у нас отстает. И некачественность образования сказывается на мотивации. Это очень большая наша потеря, потому что восстановить мотивацию нелегко, на это годы уходят.
Давид Константиновский: Важно, что мотивы получения образования, как показало наше исследование, самые замечательные. Там, конечно, присутствует такой мотив, как – "престижно", "нужны корочки", "достойная оплата", но они не на главных местах. На главных местах – "найти работу, которая соответствует моим интересам и склонностям", "самореализация" и так далее. This is very good! Кроме того, мы посмотрели предыдущие исследования, и там говорилось, что одиннадцатиклассники более прагматичны, чем девятиклассники, они больше настроены на заработок, надежность и так далее. А у нас этого не получилось, у нас получилось наоборот, что одиннадцатиклассники другие, что называется, непоротое поколение. Если посмотреть мотивы тех, кто идет не в вуз, а на средне-специальное и так далее, у них тоже мотивы замечательные. Они идут туда тоже, чтобы самореализоваться. Это, по-моему, чудесно!
Не чудесно, что учиться они хотят, а профессию выбрали далеко не все. У них нет определенности. Они видят только направление движения дальше, а конкретно – нет. И дело не в том, что молодежь плохая, она не видит дальние горизонты, а я думаю, что у нас слабые связи образования и рынка труда. Если представители рынка труда чаще разговаривали с детьми, я думаю, была бы от этого большая польза. Я слышу много разговоров про профориентацию, но где она? Только в зачаточных формах она существует.
Тамара Ляленкова: Но многие идет в средне-профессиональное образование с тем, чтобы потом получить высшее образование. Это то, с чем предлагает теперь бороться министр образования и убрать льготы при поступлении в вуз.
Ирина Абанкина: Дело не только в льготах, а в том, что после училища можно было поступить на так называемую укороченную программу, то есть на второй-третий курс. И ректоры серьезных технических вузов возражали и говорили: мы хорошо понимаем, чем отличается техникум от университета, потому что в университете высшая математика, а вся программа техникума построена на школьной математике, без высшей математики принципиально. Они пропустят первый курс и основы высшей математики, без которой не бывает современных инженеров. Это и были противники перехода на укороченные программы. Хочешь продолжать образование – пожалуйста, на общих основаниях.
Тамара Ляленкова: То есть число тех, кто после среднего специального пойдет на высшее образование, уменьшится.
Давид Константиновский: Я думаю, скорее всего, уменьшится. Люди шли по такому пути еще и потому, что это избавляет от колоссальной нервной нагрузки с ЕГЭ, не нужен ЕГЭ. Во-вторых, сфера образования сразу пошла навстречу. Я был в огромном, богатом коммерческом вузе, ректор – большой бизнесмен, и он моментально открыл при себе колледж. По статистике, все больше детей шло в вуз через средне-специальное образование. Ну, хорошо, такой путь будет перекрыт, но надо, чтобы наша система образования все равно оставалась открытой, чтобы в ней не было тупиков.
Ирина Абанкина: У нас вообще не хватает разнообразия образовательных траекторий. В этом смысле зачастую среднее профессиональное образование – это не альтернатива высшему, а это просто один из трендов поступления все равно в то же высшее без выхода на рынок труда.
Давид Константиновский: На самом деле, в построении своей образовательной траектории тоже нужна предприимчивость и гибкость. И это, я думаю, нужно воспитывать еще в школе, это само не появится, может быть, даже с младших классов. Я строю свою судьбу, я знаю, какие есть возможности…
Тамара Ляленкова: Но все-таки должна быть некая панорама этих учебных учреждений, куда человек может при выборе гибкой траектории направить свои стопы. Это не всегда возможно. Вот недавно был опубликован рейтинг, как устраиваются выпускники российских вузов…
Елена Косарева: Да, газета "Коммерсант" опубликовала этот рейтинг, он есть и на сайте Министерства образования, он основывается на данных Минобразования. У нас на повестку дня выносится вопрос, который раньше или не стоял так остро, или не являлся настолько обсуждаемым, - это рейтинги вузов – качество образования, качество выпускников, как он готовит специалистов для реального рынка труда. Российская академия народного хозяйства в этом рейтинге заняла и первое, и четвертое, и шестое место по числу и проценту выпускников, которые устраиваются на работу в течение послевыпускных месяцев, по уровню получаемых зарплат. Надо сказать, что наш ректор Владимир Мау предлагает замер для успешности, качественности образования – это количество налогов, которые платит выпускник, устроившись на работу, в течение первых трех лет после окончания вуза. Это очень действенный показатель – насколько он востребован, профессионален, и насколько работодатели готовы оплачивать его профессионализм.
Тамара Ляленкова: Но с другой стороны, здесь есть и лукавство, потому что некоторые вузы теперь не могут иметь магистратуры, а в магистратуру часто идут люди, которые уже поработали имеют возможность устроиться с большим успехом и приростом в зарплате.
Ирина Абанкина: Ну, казалось бы, это простая идея, тем более у нас основной налог – НДФЛ, и есть в этом простой экономизм, как посчитать, однако, мы здесь сталкиваемся с большим количеством технических сложностей. Потому что, даже если это буде считать Федеральная налоговая служба, а не Пенсионный фонд, она считает по кругу только средних и крупных предприятий, никакой предпринимательский сегмент туда вообще не входит, а если еще учесть, что индивидуалы и малые предприятия сидят на упрощенной системе налогообложения, и там вообще это не вычленить, на самом деле, точного отражения все-таки это не будет иметь. И предпринимательскую активность мы точно через это упустим. Второй момент, там абсолютно непонятно, к какому уровню региональных зарплат это привязано, в каких регионах работают эти люди. 30 тысяч в Ивановской области, на Камчатке или на Северном Кавказе – это абсолютно разные 30 тысяч. Здесь есть серьезное лукавство и даже в каком-то смысле опасные сигналы для абитуриентов и семей, а потом и для рынка труда.
Конечно, нужно проводить мониторинг этой ситуации, но взвешенно относиться к результатам и их интерпретации. И уж точно я бы опасалась выстраивать по этому показателю вузы в рейтинг.
Тамара Ляленкова: Но работодатели смотрят на диплом…
Павел Лебедев: На диплом смотрят, безусловно, но не на рейтинги. Не соглашусь, что связь между рынком труда и образованием отсутствует. Есть крупные промышленные предприятия, которые берут специалистов из техникумов, из вузов, и это нормальная практика. Очень многие технические специальности таким образом получают возможность набирать новые кадры. И давайте различать высшую школу и образование как расширение кругозора. Вузы – это немножко про другое. Надо подумать, как расширить кругозор, не загоняя рамки на 6 лет. Стажировки, видеокурсы – к этому надо приходить, чтобы человек понимал, что он будет делать в своей профессии. Пусть люди пробуют, смотрят. И задача, в том числе, и вузов – дать возможности ввода в профессию. Тем более для молодых людей очень многое в карьерной траектории решает маячащая на горизонте армия. А по поводу рейтингов, важна все-таки возможность работать по специальности. Если мы говорим про фундаментальное образование – это одна история, а если мы говорим про образование, которое должно помочь при трудоустройстве, это навыки какие-то, прикладные вещи.
Тамара Ляленкова: Кстати, в исследовании отмечалось, что угроза армии перестала быть такой важной.
Давид Константиновский: Да. Мы видим, что у молодых людей это редко упоминаемая причина получения высшего образования. Кроме того, если взять статистику, вы увидите, что мальчики и девочки ведут себя одинаково, там нет особых отличий. А после вуза пока выбирает, конечно, работодатель. Когда приходишь в отдел кадров преуспевающего предприятия, то вот тогда мне говорят: "Мы берем выпускников этого университета, а из этого университета они к нам приходят, а мы их не берем, потому что мы знаем, что с ними ничего не сделаешь. А этих мы немножко доучиваем и получаем то, что нам надо". Министерство выдает все одинаковые дипломы, но эти дипломы говорят о разном, когда мы имеем дело с разными вузами. Для одного вуза это свидетельство о получении высшего образования, а для другого – простого сигнал, что человек провел там несколько человек, получив социализацию.
Могу сказать на основании своего жизненного опыта, что на самом деле такие вещи были всегда. Когда я заканчивал вуз, мы все разлетелись по разным НИИ, нам всем прежде всего устраивали экзамен: реши эту задачку, а что бы ты сделал здесь… И надо сказать, что многие были отправлены обратно. Такой отбор был всегда. Там, где нужна настоящая работа, там есть всегда отбор на месте. Я думаю, он есть и сейчас.
Ирина Абанкина: Несомненно, по бумаге никого не берут. И есть современные системы тестирования на профпригодность.
Давид Константиновский: И обнаружилась еще такая штука, что отметки не играют решающей роли и цвет диплома тоже. Из нашего выпуска, например, было несколько отличников с красными дипломами, которые были отправлены домой, и был троечник, один из моих друзей, который сделал блестящую карьеру. Все очень трудно замерить на выходе из вуза, многие вещи проявляются потом.
Тамара Ляленкова: Но есть еще количество доступной работы, о чем вы тоже пишете. Если ее в таком количестве, сколько вышло выпускников, нет, то и говорить не о чем. Елена Наумовна, к вам когда приходят ребята, они знают, где они дальше будут работать?
Елена Косарева: Конкретную компанию, конечно, не знают, но даже во время приема мы стараемся заниматься определенной профориентацией. В институте представлена достаточно широкая линейка подготовки, мы называемся институтом отраслевого менеджмента именно поэтому, и я, конечно, рассказываю, что такое рынок недвижимости, потому что мы давно присутствуем на этом рынке, у нас программа, по которой отучился по сути весь топ-менеджмент наших компаний недвижимости, и я понимаю, что я предлагаю абитуриенту и каким образом дальше он будет трудоустроен. И родители тоже слушают внимательно. Они пришли в вуз прежде всего, потому что это престижно, известно, это дает определенный бонус на входе на рынок труда, а дальше они стараются разбираться и понимать, о чем будет идти речь дальше.
Мы в этом году столкнулись с такой ситуацией: четвертый курс, преддипломная практика, мы готовим определенный пул. И сталкиваемся с тем, что 60-70 процентов наших студентов работают, хотят проходить практику в "Колерсе" или в "Группе компаний ПИК", писать диплом об этом, и по сути дела они уже абсолютно точно понимают, что их профессия, устраивает она их или нет. Этот год показывает, что приток в магистратуру огромен, и бакалавры реально идут, и не только мальчики. Возможность получить базовое бакалаврское образование и выбрать для себя магистратуру более осмысленно, это может быть магистратура не по прямой специальности, по сути дела дает возможность стоять на двух ногах, и он конкурентно более правомочен, у него есть больше возможностей. Главное, чтобы было из чего выбирать – и работодателям, и выпускникам.
Тамара Ляленкова: Порядка 70 процентов студентов начинают работать во время учебы, на третьем-четвертом курсе.
Ирина Абанкина: У нас – 86 процентов.
Павел Лебедев: Зависит от вуза.
Тамара Ляленкова: Да. Но это сложно, и качество образования, наверное, ухудшается.
Павел Лебедев: Давайте различать, где он работает. Безусловно, в кафе официантами все подрабатывают.
Елена Косарева: По специальности работает очень небольшой процент.
Павел Лебедев: По поводу конкуренции еще хочу сказать. У выпускников довольно высокий уровень конкуренции, особенно если говорить про экономические, финансовые, менеджерские специальности и так далее. Меньше всего конкуренция в сфере IT, информационных технологий, инженеры, рабочие специальности, там действительно нехватка. В юридической сфере огромная конкуренция, но при этом все равно нехватка квалифицированных кадров. Важно, что, если выпускник выходит из вуза с опытом работы по специальности, он получает сразу уровень зарплаты на 10-15 процентов больше, и этот уровень зарплаты уже конкурентен с такими распространенными специальностями широкого профиля, типа продавец или менеджер по продажам недвижимости, которые не требуют высокого уровня квалификации, образования. Высокие стартовые зарплаты в сфере, например, продаж уводят специалистов молодых. А отсутствие возможности практиковать и получить опыт, который позволит тебе после вуза сразу получить хорошую зарплату, это большой риск. А стажировки и работа во время учебы способствуют тому, чтобы человек пошел работать по специальности, просто потому что ему предлагают более достойный уровень зарплаты.
Давид Константиновский: И вот интересная штука! Мы изучали работающих студентов, и получается так. Человек учится хорошо – и работает в это время по специальности. Человек учится плохо – и работает в кафе, подрабатывает. Вот это совершенно замечательная зависимость!
