Directors of the Federal State Unitary Enterprise "Dzerzhinsky Plant" are suspected of overpaying for energy

The Dzerzhinsky court of Perm authorized the arrest of the executive director of the Federal State Unitary Enterprise "Dzerzhinsky Plant" (ZiD) Yegor Zavorokhin, suspected of abuse of power. The second person involved in this case, General Director of Energoresurs LLC Andrei Masalkin, is under house arrest. According to investigators, Messrs. Zavorokhin and Masalkin overestimated the volume of heat supply to the Dzerzhinsky plant and stole more than 150 million rubles. from the company's funds. ZiD says that there was no need to arrest Mr. Zavorokhin, and his detention disrupted the company’s receipt of a large defense contract.

The Dzerzhinsky court of Perm granted the petition of the investigator of the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs for the Perm Territory and chose the executive director of the Federal State Unitary Enterprise "ZiD" Egor Zavorokhin as a preventive measure in the form of detention for a period of two months. According to Kommersant, information about his possible involvement in the theft of plant funds was obtained by investigators during the investigation of a criminal case initiated in October 2013 against the general director of Perm Energoresurs LLC Andrei Masalkin. Mr. Masalkin is accused of stealing funds belonging to the plant in the amount of at least 154 million rubles, acting on behalf of Energoresurs LLC, through deception and abuse of trust by inflating the volume of heat supply.

On November 6, 2013, Mr. Masalkin was detained, and investigators tried to obtain a court sanction for his arrest, but the court limited himself to house arrest. The investigation period in the case was repeatedly extended.

Between first and second

In July 2015, investigators came to the conclusion that the executive director of the Federal State Unitary Enterprise Yegor Zavorokhin took part in the theft of money from the plant. On July 17, Mr. Zavorokhin was summoned for questioning by the police, where they presented a resolution to initiate a case against him. This document indicated that Mr. Zavorokhin was suspected of abuse of power, which resulted in grave consequences. According to the investigation, the executive director of the Federal State Unitary Enterprise signed acts of acceptance and transfer of thermal energy and coolant containing inaccurate information about the thermal energy supplied to the plant during the period from October 26, 2011 to April 25, 2012. The acts stated that the plant received heat energy in the form of steam and superheated water in the amount of 174,517.324 Gcal, however, according to law enforcement agencies, the heat generating installations of Energoresursa LLC during the specified period could produce no more than 13,732.2053 Gcal of thermal energy. Due to inflated data, the plant overpaid for heat by more than 150 million rubles. Egor Zavorokhin, interrogated as a suspect, did not admit his guilt. While Mr. Zavorokhin was communicating with investigators, searches were carried out at his home and work. After interrogation, the top manager was taken to court, which authorized his arrest until September 17.

The arrest of the top manager caused a stormy reaction at the enterprise. ZiD management called an urgent press conference, and a plant employee held a single picket near the regional government. According to the deputy general director of the Federal State Unitary Enterprise Alexander Sentyabov, the investigation into the criminal case in which Yegor Zavorokhin was arrested has been going on for more than two years, and during this time the plant administration has collected and transferred to law enforcement agencies all the necessary information, therefore “put the executive director in a pre-trial detention center there was no need."

Top management also stated that Mr. Zavorokhin personally negotiated a new defense order for the supply of ammunition components for the Strela 10 M anti-aircraft missile system worth 4 billion rubles. The plant claims that after the arrest, the customer of this project is suspending the procedure for concluding a contract, and the recruitment of almost one thousand workers for this project has also been stopped.

FSUE "Plant named after. F.E. Dzerzhinsky" (produces fuses for grenades, centrifugal separators, oil pressure alarm sensors in engine systems) has been in bankruptcy proceedings since November 31, 2006. The main accounts payable of the FSUE from 2007 to 2009 were controlled by LLC “Assistant”, LLC “Capital-2007”, LLC “Gran”. During bankruptcy, several large assets of the Federal State Unitary Enterprise were sold - medical unit No. 5, Dzerzhinets stadium, industrial sites No. 3 and No. 5, a number of buildings, and plant entrances.

In 2014–2015, the Dzerzhinsky plant began to receive large volumes of state defense orders. In particular, agreements were concluded for the supply of components for new generation missile systems and unguided aircraft missiles. In addition, the company will produce 20% of the ammunition components for the Strela 10 M anti-aircraft missile system. As part of the three-year contract, the plant was supposed to receive about 4 billion rubles.
