
Prisons and colonies of Russia have never been zones of legality and nobility. And the criminal consciousness was always inherent not only to convicts, but also by protecting and raising those whose crimes are recognized and evaluated by court decisions. They do not surprise, they became everyday-and-forming reports of the FSIN employees who became the defendants in high-profile criminal cases and the prison cells who are in charge: even the former Director of the FSIN, Colonel General Alexander Reimer, is suspected of embezzlement of several billion rubles and “lives” in the “sailor silence”.
Another abscess in the performance of the penalty was opened in Kaluga, in the female IK-7. Of course, the scale of the incriminated thefts here is not multi -billion dollar, but the story is interesting in that when the colony came into the view of the operatives of the Kaluga UFSIN Safety Department, the staff of the correctional institution split into two camps, starting to fel up each other and confirming its versions with the testimony of convicts (both those who are still contained in the colony, and in advance on such a day) and in advance on such a day) and in advance on such a day) Speed documents.
IK-7 is the youngest penitentiary institution of the Kaluga Region, created by order of the Government of the Russian Federation No. 323R of 03/01/2011 on the basis of an educational colony for minor convicts. The first stage with convicted women arrived here on July 9, 2011.
Before the colony earned, more than one million rubles were invested in it for the sake of “creating the appropriate conditions for the successful adaptation of convicted women to the conditions of detention in a general regime colony” (quote from the official website of the IK-7). They carried out a major overhaul, redeemed the barracks in spacious bedrooms designed for four people, and repaired the dining room.
But there is no limit to perfection. Already when the colony earned, they made a club repair. And now it turns out that the ennolation of the “focus of culture” was accompanied by trials from the convicts.
Relatives of the Sidelskets purchased building materials, curtains, paintings for the design of the walls. All this was transmitted as donations.
And no one was embarrassed that the colony officers demanded that the cash receipts be transferred along with the goods. As it turned out, in the future, “charitable assistance” was designed as acquired by the colony itself. The fate of the money received at the checkout is now establishing the investigation. We are talking about the amount of relatively small - only a few hundred thousand rubles, but this is only what was confirmed by testimonies and documents.
For example, the mother of Olga Gavrilova convicted, gave official testimonies that in December 2014 she called her daughter and said: she was instructed to issue a scene to open the club, and for this it was necessary to purchase velvet, velur, atlas. The woman brought everything she needed to the colony, handed over all the checks. For forty thousand rubles. Subsequently, these goods were decorated as purchased by the colony, and the money received from the cash register was written off.
Major Daria Antonova, deputy chief of the colony for personnel and educational work, is one of the defendants in the criminal case. But when the prospect of a prison term loomed, I decided not to be silent. “I have nothing to lose,” Antonova says under the video.
The officer claims that she is not to blame for anything, and the real organizer of the wiring from the convicts is the head of the colony Lyudmila Melekesova.
“A criminal case has been falsified against me,” says Antonova. - They intimidate me, claiming that the chiefs of the detachments testified that I would take bribes from the convicts. Breaks my subordinates.
The head of the educational work of the colony, Natalya Kudryashova, confirms the words of Antonova:
- I was interrogated by the deputy chief of the security colony, Lieutenant Colonel Elena Vinogradova, did not let out anywhere. Demanded to write a denunciation on Antonov. She said that I would go to jail as a guide, and my husband would sniff without me ...
Both Antonov and Kudryashov unanimously claim that “safety” does not need truth. They even have an audio recording, on which a voice, similar to the voice of Lieutenant Colonel Vinogradova, says that she does not need testimonies against the head of the colony of Melekesova, but we need evidence against Antonova.
The version of the non-involvement of Melekesova to the theft of budget money by registering as purchases paid from the IK-7 cash desk, goods brought to the colony by the relatives of convicts, today, apparently, is also arranged by the Department of its own security of the Kaluga Directorate of the FSIN.
Olga Talash, whose daughter was serving a sentence in IK-7 and was already freed, says that the operative Sergei Troshin came to her-asked to influence her daughter so that she testified against Antonova:
- He said that it was in her interests, that her future and prospects depend on this. She, they say, must choose, in the quality of whom she will go through the criminal case.
According to Olga Talash, a month ago this operative was already met by her daughter:
- But, apparently, her testimony was not arranged. She refused to slander her daughter.
Such perseverance of "security guards" only enhances suspicions of the possible involvement of the head of the colony in theft. And there are people who do not doubt it at all. The mother of the convicted Lyudmila Zemlyakova says that her daughter has been in IK-7 since November 2011.
“After one of the dates, Melekesova came up to me, who at that time was the deputy head of the colony, and proposed to improve the“ conditions for serving the sentence ”of the daughter, requesting one hundred thousand rubles for this,” says Zemlyakova. - Then we were able to collect only 50 thousand. And the husband handed this money to Melekesova. The daughter was immediately transferred to work in the club - this is much better than working in the industrial zone.
According to the woman, they constantly purchased something and transferred something to the colony for the club:
- The daughter called and said: it is necessary, this. Where to go, I had to buy and take it to the colony. And be sure to apply checks.
Irina Nikifirova, who has been serving a sentence in IK-7 since 2012 and has already freed, also claims that she personally had a “charitable aid” of the colony demanded Melekesov:
-When I wrote a petition for parole, I was offered to purchase building materials and make repairs at the headquarters. I said that my mother is a pensioner and we have no money.
According to Nikiforova, she immediately fell under pressure, she began to force her to work "both day and night." She fell off her feet from fatigue. The penalties followed.
“I realized that I had to pay,” says Nikiforova. - Relatives collected money, purchased everything necessary for repairs ... I was allowed to call by phone, I called, clarified that I needed to purchase. Together with building materials, my relatives transferred to the colony and the originals of commodity checks about fifty thousand rubles.
I remembered Nikiforova about how in December 2013 the dates of rooms were repaired. According to the already released convicted person, the rooms were “distributed” by the detachments. Melekesova allegedly suggested that one of the relatives open an account with the bank and on this score everyone “threw away”.
“For the repair of a giving room inherited by our detachment, my sister Enin Lukyanova opened the score,” says Nikiforova. - Relatives of other convicts dropped at this score, two thousand rubles. And with this money - about thirty thousand rubles - and repairs were made.
The head of the Kaluga colony IK-7 Lyudmila Melekesova does not recognize the claims to her and claims that she is stipulated:
“I saw a statement by Nikiforova,” said Melekesova “New”. - We will figure out everything.
But then she recovered:
- The competent authorities are dealing with these issues, and I think that the final conclusion will be made by them.
On this our conversation ended. Lyudmila Melekesova said so:
-I am not inclined to give any interviews and comment on any questions. If there are any facts to initiate a criminal case, then they already have ... the Investigative Committee will figure it out and make a decision.
Of course, he will. It is already obvious that the theft from the budget in the Kaluga colony IK-7 is a confirmed fact. The investigation can only establish who specifically “incited” the convicts in the need for “donations for the needs of the colony”, and then cashed commodity checks at the IK-7 box office.
By the way, a piquant detail: according to the results of 2014, IK-7 is recognized as the best colony of the penal system of the Kaluga region.
The coordinator of the public project Gulagu.net Vladimir Osechkin claims that the theft of budget funds through “charitable assistance” took the scale of the natural disaster.
“In almost all colonies of Russia there are convicts whose relatives want to somehow facilitate the fate of their children, brothers, husbands or wives,” he says. - And for the sake of concessions, they are ready to spend money, buying at the request of relatives building materials, televisions, refrigerators ... And this is that private donations in the correctional system are prohibited.
Osechkin is convinced: the scheme of “cashing out” of the material donations of relatives of the colonies convicted through the cash register and prisons is characteristic of many institutions of the correctional system.
“But these stories are rarely opened and publicized,” Osechkin claims and offers a specific solution to the problem: “It is necessary to hang out huge banners in all colonies at the entrance: donations from private individuals are prohibited, the colony receives enough funds from the budget for repair and improvement.
And this is true. The correctional system of Russia really does not experience a deficiency of budget financing. Back in August 2006, Yuri Kalinin, at that time, the director of the FSIN, said that the Russian government allocated 54 billion rubles for the reform of the penal system. And that this money for ten years, until 2016, will be spent "on improving the content of persons in places of imprisonment; to complete the construction and reconstruction of buildings of investigative insulators and colonies. ”
In April 2014, State Duma deputies supported the state program “Justice”, designed for 2014–2020 and involving the allocation of a much larger amount of money for a large -scale reform of penitentiary institutions. It was about 2.3 trillion rubles, of which 1.9 trillion rubles. It was planned to spend precisely on the reconstruction of pre -trial detention centers, prisons and colonies, in which international standards of handling convicts should be “provided”.
Even if not all these astronomical amounts reached the colonies and prisons, money is more than enough for repairing clubs and giving rooms. And the advice of colonies employees should be regarded as extorting bribes, because with a greater share of probability, these donations will be cashed out according to the scheme that has opened in the Kaluga female colony IK-7.
