The authorities of Sevastopol renewed the agreement on the lease of 267 hectares of land near Gasfort Mountain with a 99.9% discount with the Night Wolves, TASS reports .
Thus, the local government canceled its own order dated May 23, which suspended the lease agreement for a land plot owned by the Balaklava Mine Administration (BRU).
“Although the decision on it was suspended before the session of the Legislative Assembly, the contractual relations were fulfilled, the rent was paid. In order not to create a legal precedent and avoid litigation, we made such a decision, ”explained the Governor of Sevastopol Sergey Menyailo.
The governor explained that the Night Wolves were ready to provide the authorities with a more detailed design of the sports and patriotic center, which will be built on the leased territory. The final construction plan will be presented at a public hearing. Previously, the lack of documentation was one of the reasons for the refusal of the preferential lease agreement.
The decision of the governor surprised the chairman of the Legislative Assembly of Sevastopol, Alexei Chaly, one of the critics of the idea to transfer the land of Sevastopol on preferential terms to bikers.
"I am surprised. Considered, based on the Governor's previous assurances, that this issue was frozen, at least until adequate documentation from the applicant appeared. I personally cannot agree with this approach for the reasons I have already stated. After receiving official information from the government, we will study the issue and think about what to do next,” commented Alexei Chaly, Chairman of the Legislative Assembly of Sevastopol.
The fact that the Legislative Assembly of Sevastopol suspended the process of transferring land to the Night Wolves biker club became known at the end of May this year. The deputies of the city parliament pointed out to the bikers that during the preparation of the lease agreement, an analysis of the impact of the future project on the natural landscape and historical and archaeological monument - Mount Gasfort was not carried out.
Then it was Aleksey Chaly who criticized the bikers' project and proposed to completely annul the land lease agreements. In response to this, the leader of the Night Wolves, Alexander Zaldostanov, suggested that the speaker "duel on any information platform" so that Chaly would answer for his "lies and incompetence."
Earlier, the allocation of land to the Night Wolves was protested by representatives of the Balaklava Mining Administration (BRU), which has had the right to permanent use of this site since 1977. At the same time, the BRU emphasized that they did not object to the placement of the patriotic center of the "Night Wolves" on these lands - but only on part of the territory, and not on the entire site.
A plot of almost 267 hectares (2,670,000 sq. m.) on which the Night Wolves promise to build a "multifunctional sports and patriotic center for extreme sports" is leased to them on preferential terms. The cost of 1 square meter for "Night Wolves" for 10 years is set at 536 rubles, taking into account a discount of 99.9%.
