The State Duma proposed depriving rights for leaving a child in the car

The State Duma proposed to deprive the rights or fine 100 thousand rubles for leaving children unattended in the car, according to the website of the lower house of parliament. The corresponding draft law was submitted to the State Duma by LDPR deputy Vitaly Zolochevsky.

The document proposes to introduce Article 11.14 “Leaving a child (a minor under the age of 14) in a vehicle” into the administrative code.

The explanatory note to the bill mentions cases when children who were left alone in the car died or other children died because of them. The author of the bill also cites as an example cases when cars were stolen with children left unattended in them.

Now the Code of Administrative Offenses has Article 5.35 of the Code of Administrative Offenses (failure by parents or other legal representatives of minors to fulfill their obligations to support and educate minors). The article provides for a fine of up to five thousand rubles.

Tatyana Popova, a psychologist at the Family and Children Foundation, told . Izvestia that children can be left alone in a car from the age of 7, when they have already gone to school According to the expert, at an earlier age, left alone in the car, the child can get psychologically traumatized.

Family law lawyer Maria Yarmush, in turn, noted that a fine of 100 thousand rubles or deprivation of a driver’s license for leaving a child in a car is too harsh a punishment. The lawyer proposed to establish a fine of 5 thousand rubles for this violation.

At the end of April, Pavel Astakhov, Commissioner for Children's Rights, proposed introducing liability for leaving children in a car. On the official website of the Ombudsman , it is reported that dozens of children who are left alone in the car die in Russia every year.
