In Novosibirsk, "something went wrong." The local election man nevertheless rejected the signature collected by the Parnassus party to put forward a list in the elections in the regional parliament-the FMS database was the basis, the relevance of which, to put it mildly, is in doubt.

For the opposition, such a decision of the Oblazbirkom, of course, was a surprise. Parnassus is a party that signed a coalition agreement with Alexei Navalny, who was not registered by the Party of Progress. Passive suffrage of the politician itself is limited in connection with the incomprehensible criminal record, but he has repeatedly stated that he would pay for a certain representation of his allies in the regional and federal parliament.

Now, according to the current law “On the Basic Guarantees of Electoral Rights ...”, Parnassus has “benefits” in the elections to the State Duma: the party may not collect signatures to nominate its list in the federal elections. The Pinatas party received almost 6% in the elections in the Yaroslavl region in 2013 and held one deputy to the regional assembly (this place was taken by Boris Nemtsov).

But the rules of elections to the State Duma can be changed until the announcement of the elections that will be held in the summer of 2016, and now there are two offers to increase the barrier. To increase the necessary norm of representative office to 10% of 85 legislatures was proposed by Fair Russia, the Prochrevsky ISEPI Foundation proposed increasing the barrier to 2-3 regional parliaments.

Thus, for Parnas, it is now necessary to hold their deputies in several more legislative assemblies in order to not provide themselves with the right to participate in the 2016 elections - the prohibitive barrier can establish parliamentarians even in May next year - at least feel more confident.

On the basis of Parnassus and several other organizations, including the “Party of Progress”, the so-called “Democratic Coalition” was created, which attracts various resources for the campaign, although legislation legislation is not legislative, due to Russian legislation.

In September 2015, elections in 11 regional parliaments are held in Russia, so the choice is small: regions with a fairly active political life and an opposition population are needed. The Novosibirsk region is ideal for these criteria - the weakness of the local cell of United Russia was proved in 2014, when the communist Anatoly Lokot was able to be elected by the mayor of Novosibirsk. Parnassus does not have to count on such success, but it is quite possible to overcome the five percent barrier and hold his deputy to the regional legislative assembly. This is really a lot, to collect and filter them, the Navalny team had to create a huge mechanism that includes not only the assembly of signatures by volunteers, each of which had its own individual task, but also checking the signatures with graphologists and other specialists, which made it possible to weed out not only repetitions, but also deliberate scraping of linden signatures.

Parnassus assured that the collected signatures were ideal: indeed, given the openness of the work of the party’s headquarters, it was practically pointless to “draw” the signature.

The regional election commission, of course, had its own view of everything that was happening. For the first time, they suspected something bad about something when the election commission decided to conduct a total, rather than selective signature verification. In principle, nothing terrible should have happened, because the signatures, according to Alexei Navalny himself, were perfect, but members of the election commission usually take such a decision for a reason.

It should be understood that Parnas’s headquarters were worried, rather, not for the quality of the signatures, but for the impeccability of their design-domestic election commissions are known for being married because they seem to be the wrong signature of the collector, due to improper reduction in the address (pr. For the first time, the working group of the election commission announced the permissible threshold of marriage in the signatures of voters on Friday. According to verification 1487 out of 11682, the signatures handed over to the Parnassus headquarters turned out to be inaccurate, and the vast majority were rejected due to the discrepancy between data with the FMS database. Thus, 462 signatures were not enough for registration.

Over the weekend, he carried out a titanic work: once again, all “rejected signatures” were disposed of, those who gave them were called, etc. It turned out that the mistakes were not in signature sheets, but in the base of the regional department of the FMS-it, firstly, is outdated, and secondly, it itself contains inaccuracies. The head of the headquarters Leonid Volkov cited several comic examples: the woman in the UFMS base stands the middle name of Timurovich, in the subscription sheet - Timurovna, on this basis her signature was invalid. The UFMS database does not have enough numbers in the numbers of the passport, the old data is indicated, some adult citizens are held according to birth certificates, etc.

The fact that all the signatures of Parnas were real indicated by the fact that there is not a single dead person in them-if they were made according to any bases, albeit at least a year ago, then there would be at least several dozen.

In general, the FMS base is lively confirmation that the state is not able to fulfill the function of a “big brother”, if only because it cannot normally organize the most important databases. And yet, at first, the working group decided that “there are no grounds not to trust the FMS,” and then, on Tuesday night, the regional election commission approved her opinion - even notarized copies of the current passports of citizens did not help.

The decision of the Oblazbarkom, to put it mildly, did not like the representatives of Parnassus. After that, representatives of the opposition said they refused to leave the office of the chairman of the commission and announce a hunger strike. At the same time, the preparation of a complaint in the Central Election Commission began, but Leonid Volkov admitted that there was little hope for the department of Vladimir Churov.

I must say that during the work of the commission, the authorized persons of the election association and candidates at the head of the list have the right to attend its premises, so it was not so easy to find grounds for expelling employees of the Parnas headquarters and candidates from the party.

Despite everything, as a result, protesters from the premises of the commission, which is located in the building of the regional government, was taken to riot police and delivered to the nearest police department, where they drawn up protocols on disobedience to police officers.

In the morning, the justice of the peace began to consider the cases of "offenders." Candidate Kirill Levchenko received a fine of 1000 rubles, another candidate Sergey Boyko and lawyer of the headquarters Vladlen Los were fined 500 rubles. Leonid Volkov tried to prove to the judge that he did not violate the “temporary regulation of the building of the administration of the Novosibirsk Region”, but was in the election commission - but his arguments were not heard and he will have to pay a fine of 1000 rubles.

Few people will be surprised if the next attempt to participate in the “non-systemic opposition” in legal politics ends approximately this: pursuing the most difficult, possibly the best in the country, a campaign to collect signatures, attracting the work of dozens of volunteers, including professional lawyers, graphologists, coaches, etc. And as a result, the lifting of the list due to the outdated base of the regional migration service.
