
The Ministry of Culture of the Russian Federation published a tender on the public procurement website for a large -scale reform of the Culture.rf website for 77 million rubles. About a third of the entire budget should go to promote the site in the media and social networks. The All -Russian Popular Front decided to contact the Accounts Chamber about this purchase, Znak.com reports.
At the moment, the site has several sections - “Museums”, “Cinema”, “Theaters”, “Traditions”, “Lectures”, where thematic news and collections are published. The section "Traditions" is dedicated mainly to the Orthodox faith and folk art. According to the tender factor, it is planned to create a number of new sections - "poster", "institutions", "performances", "books" and so on. It is assumed that they will contain digitized works of art - Soviet films, cartoons, performances, classical literature, and cultural events in the regions are displayed in the "Poster".
The terms of reference describes a number of services for the content filling of the portal. In addition, the contractor will need to conduct a study among the potential target audience of the portal, which includes a hundredth of "at least 40, but also no more than 80 respondents."
Another large -scale task of the contractor, according to the terms of reference, is the promotion of the updated portal, including on the guestelekanals. It is planned to hold competitions with the participation of site visitors in order for its audience to eventually be at least 1 million people.
The contract is planned to be concluded in August, and it must end in December 2015. This state procurement has already aroused interest from the "All -Russian Popular Front", which considers such a waste of budget funds unreasonable and wants to attract the Accounts Chamber.
The head of the ONF project “For Honest Purchases” Anton Getta noted in an interview with the publication that, according to the tender, the Ministry of Culture “is going to spend more than 600 thousand rubles a day on support and advertising his portal. And this is despite the fact that for the most part we are talking about the existing portal, while last year 86 million rubles had already spent on similar goals of the Ministry of Culture.”
Getta called the declared tender "absolutely wild from the point of view of non -compliance with the norms of procurement legislation and budget ethics."
Site development specialists also believe that the cost of work has been overestimated, and note that the website of the President of the Russian Federation cost the budget of 20 million.
"Any adequate web studio will do the same with great pleasure for 5-8 million rubles. The terms of reference spells out works in areas not related to programming: creating a long-term development concept, work with content (not only its transfer, but also its creation), solving legal nuances with copyrights. But this cannot objectively raise the estimate of the project ten times," said Marka to publish Mark Maksimov, head of the group of Internet solutions "Mars7".
Experts also note that the customer combined diverse work and services into one lot, which sharply limited the circle of potential performers. At the same time, in fact, the technical support and modernization of the Internet portal is less than half the cost of all the work and services laid down in the purchase of work and services.
In the Ministry of Culture, criticism was answered by the fact that most of the funds would not go to marketing and not for technical work with the site, but for the purchase of copyright, on content and digitization, and even budget institutions or guestelekanals will have to be paid - this is how the system of work of state authorities is arranged. Meanwhile, the competition documentation says that 16% of the budget will take the purchase of licenses and digitization.
The Moscow Posta believes that the implementation of the project can be given to the company "Corporation I", which was the general director of the Minister of Culture Vladimir Medinsky until 1998. Now the company is headed by his classmate Egor Moskvin. Also, according to RBC , one of the owners of this company is the father of the minister - Rostislav Medinsky.
It should be noted that in 2011 it was planned for the two -year development of the portal to popularize the cultural heritage and traditions of Russia to spend about 248 million rubles.
Then the initial tender cost almost the same amount as now - 76 million rubles, the terms of execution were indicated from five to 180 days, RIA Novosti reports.
The amount caused a discussion in the media and the blogosphere, which it seemed that it was overpriced to create a simple website.
After that, the figure and terms of execution of the order changed: it was about 248 million rubles for three years.
