
The International Monetary Fund (IMF) allocated to Ukraine the second tranche of a loan of $ 1.7 billion. The country's key creditor approved the results of a revision of the economy lending program using the expanded financing mechanism, the Ukrainian publication Today reports with reference to the IMF statement.
Thus, the total amount of funding already provided to Ukraine is $ 6.68 billion. These funds will allow the country to maintain relative calm in the foreign exchange market, experts are sure. However, in the fall, according to Moody's analysts, Ukraine will have a problem payment to creditors.
In March, the IMF Board of Directors approved the allocation of $ 17.5 billion to Ukraine under the Extended Fund Facility (EFF) program for four years. On July 21, Ukraine agreed to comply with the requirements of the IMF after revising the program. So, President Petro Poroshenko, Prime Minister Arseniy Yatsenyuk, Minister of Finance Natalia Yaresko and the head of the NBU Valery Gontareva signed a letter about the intentions of the memorandum of economic and financial policy.
It should be noted that the tranche of the loan was allocated after the Constitutional Court of the country today considered the draft amendments to the Constitution regarding decentralization by the relevant basic law of Ukraine. The decision was read out by the judge of the Constitutional Court Vasily Brintsev, the Ukrainian Pravda reports. According to the Constitution, then the project of changes should be considered at the next session of BP and adopted at least 300 votes.
The draft amendments to the Constitution of the country regarding the decentralization of power Poroshenko introduced in early July. In the middle of the month he was supported by the Verkhovna Rada. The main feature of the document is that the central authority will yield to local authorities "not only the lion's share of powers, but also the management of financial resources." Changes in the Constitution relate to the abolition of the institution of heads of state administrations. The representative of the separatists Alexander Zakharchenko said that the promotion of the Ukrainian authorities of constitutional amendments, not agreed with the DPR and the LPR, means that Kyiv "de facto has left the Minsk peace process." In this regard, Zakharchenko announced the "independent" implementation of the Minsk agreements. He announced the date of local elections (October 18) and announced the introduction of a "special regime of self -government" in the republic. The amendments to the Constitution of Ukraine also criticized the Russian Foreign Ministry proposed. According to the deputy head of the department, Grigory Karasin, Kyiv "absolutely ignores proposals for political reform, which are nominated by representatives of Donetsk and Lugansk."
Since the spring of 2014, in the east of Ukraine, the conflict has been continuing between the separatists who announced the creation of the "people's republics" and the Ukrainian military.
In February 2015, the Ukrainian authorities and separatists with the participation of international observers signed a document that establishes a truce in the east of Ukraine. The document provided for the removal of all heavy weapons by both parties to equal distances and the reform of the Ukrainian Constitution.
