
The Association of Electronic Trade Places found out how many budgetary funds the authorities of the Russian regions spend on coverage of their work in the media. AETP participants compiled a rating by analyzing the purchases of a state order at the relevant electronic sites.
The TOP-10 was headed by the Main Directorate for Information Policy of the Moscow Region, the Vedomosti reports. The department counted 10 government procurement totaling 1.4 billion rubles. In second place was the Pension Fund of the Russian Federation with two purchases for 227.4 million rubles. The third place went to the Presidential Department - 146 million rubles.
At the same time, two bodies of the Rostov region were immediately in the top 10 customers of the PR services: the regional government took 4th place; The administration of Rostov-on-Don-9th. The volume of purchases of the government of the region amounted to 13 tenders in the amount of 129.7 million rubles. The Rostov-on-Don administration announced three tenders for a total of 49.1 million rubles. In 2014, during the same period, the Rostov government held 19 purchases for 232.6 million rubles, taking 3rd place. At the same time, the Rostov-on-Don administration in the top 10 then did not enter.
This year, according to the municipal program "Development of the municipal management system", the Rostov-on Don City Hall will direct 62 million rubles to "increase the awareness of the population". The estimated budget for 2014-2020 is 377.1 million rubles.

"Only purchases of state orders according to N44-FZ were analyzed, which, by law, should be placed on five electronic venues and be sure to duplicate on the official portal Zakupki.gov.ru," said Natalya Nikitina, PR manager of the association. The search for information on bidding was conducted using a configured filter, where the keywords were, for example, “Placement of Materials”, “Media”, “Lighting of Activities”, “Information Services”. In total, 14 key phrases were used with mentioning words similar to those that Nikitin listed.
Judging by the commentary of the representative of one of the contractors of the Rostov Regional State Administration in the coverage of the authorities in the media, the compilers of the rating could lose sight of some purchases. Putin also said that it would be nice to invent a formula, thanks to which in Russia it would have stopped a waste of budget funds on Naked PR. Putin said that he had already asked the government and the presidential administration to think on this subject. “We will limit the costs in every way,” the president assured.
