The criminal case was opened under Part 3 of Article 272 of the Criminal Code (“Unlawful access to computer information”) and part 1 of Article 286 (“Exceeding official powers”). Nevertheless, the court arrested Pivovarov and Nikonorov for a period of two months.

The associates of Pivovarov stated that the case against him was fabricated in order to disrupt the election campaign in Kostroma. Earlier, the Democialization, formed on the basis of the Parnassus list, collected more than four thousand voters' signatures necessary for registration in the regional Duma elections, which will be held on September 13, and on July 30, the party activists passed 3 009 selected from the total number of signatures.
