Employees of the Kostroma police took the arrested Andrei Pivovarov and Alexei Nikonorov from the IVS a few minutes before the start of the verification of the regional public observation commission (PMC), representatives of the PMC told the Internet magazine.

The reason for the visit of social activists from the Kostroma PMC to the temporary detention center was a complaint about the illegal actions of investigators, within four hours after the detention of the lawyer to the head of the Party of Folk Freedom (Parnas) Andrei Pivovarov.

According to the investigation, on July 27, an employee of the Russian Ministry of Internal Affairs in the Kostroma district Alexei Nikonorov, using his official position contrary to the interests of the service, illegally provided Parnassus activist Andrei Pivovarov access to the integrated Bank of Data Data, containing the passport data of the residents of the Kostroma region, which are intended exclusively for the official use. After the initiation of a criminal case of unlawful access to computer information, the brewers and Nikonorov were arrested . The defense called the matter fabricated for political reasons.

On July 28, the members of the PMC, notifying the IMV with a telephone message about their visit, arrived at the IVS, but the police, under whose security is the insulator, refused to miss the representatives of the PMC to the building.

“After that, we sent a written notice to the Ministry of Internal Affairs that we plan to visit the IVS on July 31 at 17:00, and this time we missed the members of the PMC,” representatives of the PMC told the 7x7 online magazine.

As explained in the regional Ministry of Internal Affairs, the delegation of the commission led by its chairman Dmitry Anikin and two deputies in accordance with Federal Law No. 76-ФЗ “On Public Control of the Rights of Human Rights in Places of Comparative Content and on the assistance of persons in places of compulsory content” tested the conditions for the detention of persons under resources, documents on their medical examination, as well as also talked with the detainees themselves. As a result, the guests did not have any complaints about the work of employees of the city IVS, as well as there were no people under custody.

- None of the five people contained in the IVS had complaints. When we asked why the arrested Nikonorov and Pivovars were missing in the IVS and where they are, they informed us that at exactly 16:10, that is, less than an hour before our visit, they were transferred to pre -trial detention center No. 1, located on Sovetskaya Street in Kostroma. The pre -trial detention center is the jurisdiction of the Federal Penitentiary Service, not the Ministry of Internal Affairs. We intend to apply to the Federal Penitentiary Service and visit the pre -trial detention center, ”said the members of the PMC.

Meanwhile, it became known that in St. Petersburg in the apartment of Andrei Pivovarov’s mother, a disabled person of the second group, searches were underway.

“Two investigators from Kostroma specially came for conducting searches,” 7x7 told the Parnas Party regional branch.

As the Deputy Chairman of the Parnas party Ilya Yashin said on his page on the Facebook social network, Captain Nikonorov said between Nikonorov and Pivovarov, who gave previous confessions under pressure.
