The Ministry of Labor submitted a draft of the Ethics Code of officials

The Ministry of Labor of Russia has developed a draft presidential decree on the Ethics Code of officials. The text of the document is available for public discussion on the federal portal of draft regulatory legal acts.

The basic principles of the civil servant in the document are humanism and patriotism, honesty and social responsibility, conscientiousness, impartiality and objectivity.

Country servants should “act honestly, guided by moral purity, simplicity and modesty in social and private life”, as well as show respect for the institution of the family and the customs and traditions of various ethical and social groups.

At the proposal of the authors of the document, officials should, with their behavior, "help strengthen the trust of society to state bodies." The official’s private life is his personal affair, however, civil servants are called to remember that their behavior and occupation in extra -budgetary time “can lead to causing harm to reputation” as the official and the authorities as a whole.

The need to adopt the officials of officials has been discussed in Russia for several years. In 2010, the Council for Combating Corruption under the President of the Russian Federation submitted the Typical Code of Ethics and Office behavior of state and municipal employees, but then the Ministry of Labor said that the Tipo Code would only be declarative in nature and decided to compile the document on their own.
