
On July 23, 2015, a 19-year-old student Anastasia Dolgopolova and her niece left her home in the village of Demenino (these are the outskirts of the Kursk region, next to the border with Ukraine) and headed for a nearby field sown with wheat. The niece turned on the video camera, and Dolgopolova, a little worried, but began to say with increasing confidence: "Hello, dear Vladimir Vladimirovich." With these words, the largest scandal in the quiet and peaceful region began the largest in decades.
Demenino is a small village: two streets and about 30 yards. In the courtyard of the Dolgopol house, two dogs are cut, but rather for decency. There are several small rooms in the house itself. After Anastasia Dolgopolova became known far beyond the village, they wrote in the local press that her family spent the money received from the state on European Republic. This is wrong. If only in Europe, dark red wallpaper with patterns, carpets on the floor and tulle curtains did not come into fashion. They also wrote about the fact that for the same money relatives rested in Turkey, but this is also not so: the family has no passports.
Dolgopolova says that she decided to become a farmer before adulthood. She had a year left to unlearn the city of Rylsk, located nearby, then she wants to go to the Kursk agricultural academy. In April 2014, she turned 18, and in October of the same year she registered the enterprise-a farm called the “Peasant Compound”. Dolgopolova acted as his founder, and her father, Sergey, became the general director. By 2013, the parents of Anastasia were engaged in small business, then they decided to switch to the farm. They have more than 60 hectares of land in their use, equipment and a little cattle.
In the spring of 2015, Anastasia Dolgopolova - as a legal entity - concluded an individual entrepreneur, an agreement on material assistance with her mother, an individual entrepreneur. As part of this document, she rented a field for 58 hectares from her. After that, her father in three days of continuous work sowed him with spring wheat. It was not intended for sale, it was planned to use it as a variety of cattle, which Dolgopolova expected to purchase both with the help of loans and with the help of state and regional programs for agricultural assistance. This was the error in the calculations: as it turns out later, neither banks nor the authorities are going to give money to her enterprise.

But in the spring of 2015, hope still existed. At the end of March, Dolgopolova and her father managed to achieve an audience with the governor of the region Alexander Mikhailov. He, in the presence of the head of the Khomutovsky district (in which the village is located) and the head of the regional agro -industrial complex, promised to transfer the ownerless warehouses for the storage of grain in the territory of Demenino, as well as to allocate another 100 hectares of land. Actually, this is the good news for Dolgopolova and ended.
As soon as her claims to the warehouses became known that the Niva car drove up to the farm family’s house, four people came out of it. They went to the house and said that the warehouses are actually belonging to them. And if Dolgopolova wants to get them, then this will cost her one million rubles. Sergei Dolgopolov categorically refused to explain what kind of people they were, although they are clearly known to him. We talked for several hours, and during this conversation, he did not even call the occupation of the activities of these people, limiting himself to the word “urki”. Even in the process of conversation, he applied to the Khomutovsky district, he pronounced the word “Kushchevka” several times.
A couple of days after meeting with the governor, the warehous set fire. According to the official version, the grass caught fire, and the fire spread to the premises, but to believe in it is not very simple: there are five-meter concrete walls-and only the roofs were wooden. Inside, everything that could, only the walls in soot and soot remained.

The warehouses could still be restored. At first, Anastasia Dolgopolova went for a loan to Sberbank; She was advised to come in two years-when her enterprise will accumulate at least some financial story. She applied for a loan at Rosselkhozbank - a refusal came from there a month later. Finally, she applied for a grant from the regional government. Moreover, the business plan helped her make up a scientist from the agricultural Academy (the Dolgopolovs do not want to give his last name so as not to interfere with the scandal). But this application at the competition did not score the right number of points. And all that the beginning farmer remains is 250-300 tons of wheat, which needs to be children at least somewhere.
Then Dolgopolova bought several tons of diesel fuel for the last remaining money. And a few days later she recorded a video message, at the end of which she stated that she would simply burn all this field with wheat. There was about everything: about grocery sanctions against Western countries, and about the support of the agricultural sector declared by the state. Finally, there was just a lot of genuine offense at everything that happened. The video was first simply placed on Yetube; Then it was demonstrated by a small local Internet telekanal "Kursk-TV". Then he was seen in other Kursk media, then he entered the federal level. He has more than 400 thousand views on Yetube.
The Dolgopolovs do not directly talk about this, but the idea of a complaint in the form of a video message was most likely prompted by a friend - deputy of the Kursk Regional Duma Olga Lee. She is one of the main local oppositionists; For example, supports Alexei Navalny. Prophetic media and semi -enony blogs are appropriately treated: they write that she lives with a criminal, and with him is engaged in extortion in exchange for non -disclosure of different negative information about officials and businessmen. And outside Kursk they learned about her in 2013, when in the same, in fact, video, she campaigned by Russian citizens not to pay for housing and communal services because of the mess and theft in this area.
Meanwhile, the press secretary of President Dmitry Peskov was already asked to comment on the Dolgopolova video. The administration of the head of the country was hardly aware of the intricacies of the agricultural business in the Khomutovsky district of the Kursk region, so they demanded explanations from local authorities. And then the real scandal began. Faced with the claims of the federal center, the regional administration began to defend myself and accused the family of the Dolgopolovs in everything that she could.
“I don't think it was a real Dmitry Peskov. Most likely, it was on the Internet that he was thinking of something, ”Sergey Dolgopolov tells me. He respects Vladimir Putin. But, unfortunately for his father, Peskov turned out to be real. “The situation was checked and indeed everything turned out to be not quite so [as Dolgopolova said in a video message to the president]. It turned out that, it turns out, this farmer has already been very much, and it has a fairly large, almost astronomical debt, ”Dmitry Peskov said to information agencies. - Naturally, in all the canons of banking, she was refused in the future lending. It was tested quite quickly. ”
Checking, as the Dolgopolovs say, went as follows. None of the representatives of the district or regional administrations called them. Then, a whole delegation of officials came to the village of Demenino without warning, plus journalists of all local and federal television companies. Nobody tried to go to the Dolgopolovs in the house and try to talk with Anastasia. But the reporters were shown the field, explaining that they did not plant wheat so - it was small and weeds are full (they say that they say that they did not specially fertilize the field with chemicals to get healthy food for no acquired cattle). Journalists were explained that the farms as such are not here; Dolgopolovs also do not have any cattle. And the one that the journalists see does not belong to them, but their neighbors (these neighbors are mythical; the Dolgopolov bought several houses in Demenino and use them as a stable for cattle, but no one found out about these details). Finally, the burned and destroyed warehouses showed journalists: well, what can be the store for wheat, which you are talking about at all.
After that, officials with a retinue rushed off to the clamp for a meeting - to decide what to do with the long -term. Of course, without the participation of the Dolgopolovs themselves. Later, the participants of that meeting, who wished to remain anonymous, said that it was not about how to help a beginner farmer, but about how to cover himself in front of Moscow, whose view for the first time in many years fell to these places. At the meeting, Anastasia Dolgopolov was called “inadequate” several times.
But the main thing: officials found a pain point in the family and began to beat it with all their might. They began to say that the family is a long -standing and inveterate non -payer for already taken loans, and its debt is more than 800 thousand rubles. What new loans are we talking about here?

These accusations have reasons. As Sergei Dolgopolov told me, in 2013 his wife, a disabled person of the third group, decided to take advantage of state benefits to switch to agriculture from small businesses. The authorities allegedly promised the family 1.8 million rubles to create a farm and offered, if not their own funds, to take loans. The financial prudence, apparently, was then refused the senior debolov. They took many small banks in different banks, from 30 to 200 thousand rubles, loans - as a rule, not targeted, but ordinary consumer ones. Judging by the wild interest rate, some were taken not even in the bank, but in organizations such as "we will give money in 20 minutes only by passport." Their advertising is hung with the whole clamp and the rest of the small district centers of the region. With this money, the Dolgopolov bought 120 heads of sheep, 18 bulls, took land in long -term rental. And then something went wrong with the promises of the authorities, and the family did not receive any money in 2013.
It's time to give loans. The Dolgopolovs sold most of the cattle, some debts tried to restructure, stopped paying on time and lost several ships. “We were deceived,” Dolgopolov states. He met twice with the deputy governor Alexei Zolotarev, asked at least help in re -wrapping, but to no avail. Now Zolotarev calls the family of the Dolgopolovs "scammers" and promises that "law enforcement agencies will be evaluated by their actions."
Dolgopolovs have two comments about this assessment. Firstly, the “Family of the Scammers” in 2014, after all loans were taken, and some were no longer given, nevertheless received a target grant from the regional administration in the amount of about 500 thousand rubles. And all these funds were spent as intended - a tractor with a trailer was purchased, other equipment (the target grant cannot be spent on the return of debts). "The feeder is worth it!" - Dolgopolov, indignant, shows a finger out the window. And secondly, Anastasia Dolgopolova, although the daughter of her parents, is her own enterprise. She personally does not have a single loan debt. At the time of their capture, she was a minor, and no one would give them to her. And in no Russian law it is written that if parents do not pay on loans, then the children also need to refuse them.
We and Dolgopolova and her father are sitting in their Gazelle and go around the surroundings. Anastasia takes a second video - this time with a refutation of what was said to their family. She plans to publish him the other day. Her phone calls: a journalist from Kursk asks to comment on the information that the regional authorities transferred all the data provided by Dolgopol Grant to the police. The girl protects her parents for a long time. In addition to journalists, farmers from other areas of the region call her: someone is taken away from someone, someone has a pond; They ask how to declare themselves the whole country.

“We will burn this field. Well, or, let's say, they will help us. A lot of things are going on here, ”her father tells me. He adds that he and the bag with things are already composed in case of arrest.
At the same time in Kursk, a special press conference was given by Deputy Governor Alexei Zolotarev. “I am very sorry for her as a child,” he said about Dolgopolova. - In fact, this is the level of my daughters who are of the same age. And that she got into this situation, I am very sorry purely human. ” The official of the official did not apply to parents. Zolotarev promised them forced collection of property for debts. “How could I put pressure on her [Anastasia Dolgopolov] when I have never seen her? Let her come to me and tell me what I did specifically so that I could be charged with such an accusation, ”the deputy governor did not calm down.
In the afternoon of August 3, I walked from Demenino to the highway, when a car bailiff service drove past me. The Dolgopolovs expected their visit. The fact is that a few days earlier the bailiffs arrested tractors and other equipment that the family acquired on the regional grant. According to Grant, the first five years, the equipment is the property of the state, and arresting it is the same as taking away property from itself. The bailiffs were warned about their visit, they said that they would come to take off their arrest. However, on the spot they behaved a little differently: they laid out the arrested on the field sown by Dolgopolova. Now, if you burn it, as she promised, it will pull on a criminal offense.
And the next day, August 4, Anastasia Dolgopolova wrote to me that a combine was driven on her field, which, apparently, would remove the wheat belonging to her. “They drove it when we were not at home, they did not warn about anything. Land is on rent, state. But my wheat! " She said. She seemed to have a desire to become a farmer yet.
