Officials, whose roles were clearly distributed depending on official functionality, were included in state contracts for the protection, protection and reproduction of forests, the provisions that allow continuing cutting in areas without restoration work. The volume of actually harvested wood significantly exceeded the volume that was supposed to be obtained from sanitary logging and carriage cutters.

As a result, more than 67 million rubles were not received in the budget of the Komi Republic in 2011-2013, and the forest fund for illegal triggers caused damage exceeding 4.6 billion rubles.

Also, Osipov personally and through proxies took part in the Office of the Priluzsky Leskhoz LLC and provided him with various benefits and advantages. Thanks to this, he received another 14 million rubles.
