On an increase in liability of management companies

Last winter, several tragic cases occurred in the Kirov region, the cause of which was poorly work of a number of management companies: several people were seriously injured due to snow from the roofs of the roofs, children were killed. Then I wrote that all the perpetrators would suffer a well -deserved punishment. So it happened. There were resignations, real sentences, real terms.

At the same time, it has been noted more than once that in order to prevent such tragedies in the future, it is necessary to reconsider the system of operation of management companies (UK). Today, the authorities have only one effective mechanism of influence on the Criminal Code, namely, the licensing procedure . However, in our opinion, this is not enough.

Understanding this, we have prepared a number of amendments to federal legislation, which are already considered in the Council of Legislators of the State Duma.

We propose several times to increase administrative fines that authorities can apply to management companies. Today, the amounts of such fines are very small , and therefore the leadership of many Criminal Code simply does not take them into account. The situation needs to be changed.

We also propose to expand the list of grounds for recalling licenses by managers of the company. And this requires amendments to the Housing Code of the Russian Federation.

In addition, now, on the consideration of legislators, there are amendments to the regional law on administrative responsibility, which involve the tightening of liability of management companies for violation of the improvement rules, including for the roofs uncleaned from snow and ice.
