Vladimir Putin: I'm listening, Vladimir Filippovich, how are you doing?

V. Gorodetsky: Thank you for the opportunity to inform you about business, about the situation, about the prospects that we live, work.

Vladimir Putin: How did you finish the half -year?

V. Gorodetsky: The first quarter was anxious from the point of view of the gross product (it was 97.8), then from April began to level out. According to the results of a half -year for gross product - 100.5 percent.

We successfully go to enter housing. Last year, we are generally record, as a whole in the region, 2 million 320 thousand were introduced (0.82 square meters per inhabitant). And this year the trend remains. We have already introduced for six months 1 million 130 thousand square meters.

V. Gorodetsky: Yes. Firstly, scientific communities responded very much, our Siberian branch [of the Academy of Sciences] as a basic, business, industrial sites. They created a powerful advice - 12 working groups in areas that we see, promising.

Today we already have 30 such projects. We introduced them, many of them have already supported, examined the Ministry of Industry and Trade, consider it promising.

What task we set. We finished 2014 with a gross product in the region of 887 billion rubles, stably entered in twenty regions in volume, but we are much lower in terms of gross product for a resident of the region. Therefore, we set the task, and, we think, it is fulfilled as a result of the location of new approaches - to reach the trillion of GDP rubles in four years with an increase of 15 percent.

We see the prerequisites for the growth in the agro -industrial complex. I must say that there is no thin one without good. A difficult situation, the sanctions forced and created opportunities for work for our manufacturers, to be a little more active - with our assistance, of course. In the agro -industrial complex, we increased in six months by 4.5 percent.

Vladimir Putin: This is decent, more than on average in the country over the past year.

V. Gorodetsky: Yes. Mostly in dairy farming, entire industrial farms appeared, where 3.8–4 thousand faraway cows each, with good efficiency, productivity.

We believe that we will find approaches to a narrow place: with a total large production of milk, grain production (2.5–3 million tons in the region is made) deep processing - 50 percent, somewhere less. Therefore, projects related to deep processing on the spot - they today form the basis of our projects.

As for the May decrees, the situation is as follows. In 2014, in 2014, in all directions, they were completed, especially by salary - to lead to the average in the region throughout the budget sphere. We had a lag in preschool institutions, but we then leveled him.

The only difficulty this year is the road map, which was approved on that technological chain, is not growing this year, because the average salary in the region is not growing. Last year, we finished with the average salary in the region 27,800, now it is 27,076, we have no way to index today. Nevertheless, it has not decreased and will not decrease in any category of employees of the budget sphere.

The situation has changed over the years in preschool institutions. This year we will carry out the installation for [providing children in places] up to three years. To do this, we need to introduce 6 thousand new places, we will introduce until December, thereby we will fulfill it.

What is the difficulty that arises further? It is necessary to accept children and two years [in preschool institutions], there is already an increase.

Vladimir Putin: Is there an increase?

V. Gorodetsky: There is. Although, according to the results of the half -year, we have a natural increase today with minus - minus 234, but mortality did not increase, it even decreased by 68 people, but the birth rate of 320 people decreased. However, due to migration growth - we have a natural growth for three years, and now, due to migration growth, it remains.

The federal program for compatriots works well. I must say, in 2.5 years 11,700 people arrived. This is, firstly, a family where the age is up to 39 years, 54 percent with higher education. Families are full -fledged, with children, and children are already born here. People, apparently, understood the price of their homeland.

Therefore, we have considered and increase the indicators on this program at the government. Co -financing from the budget will be required; We think this is correct: personnel potential. The industrialization program requires a new approach to personnel.

I think good changes have occurred in three years in professional collection. We managed to altogether change the system of vocational education in terms of reorganization, targeted nature, reaction to industry request.

There is a question here - probably, not only for us it is specific. In a year, we produce children of working professions about 5 thousand, 5200, spring and autumn production. From the release of 70 children should be called into the army. It turns out like this: we released them in the spring, and they are immediately called into the army in the spring. That is, they lived for three years in professional -tagging, took an internship at a magnificent material base and, without touching the machine, went to the army, the year is lost.

We ask, now we are working with the Ministry of Defense, with a mobilization unit, not to give a delay, and for six months to shift the call for this category so that they stay in production at least six months, then they are drafted into the army. We were [at the enterprise], plunged into the atmosphere where they took place. We think it's right.

Vladimir Putin: We must work with the Ministry of Defense so that there are no problems there.

V. Gorodetsky: Of course.

Vladimir Putin: But in general, of course, you are right, a serious question.

V. Gorodetsky: There are only one problems that I would like to discuss are one. As I said, we solve the children's kindergartens [a question], but the city and the region from the point of view of construction are developing very quickly, new microdistricts appear. Social infrastructure is lagging behind. We understand that our budget care is to create infrastructure. You have identified the task by education - you need to move away from double in schools. I think this is very correct. You set the task - to quickly launch a federal program for support for education.

Vladimir Putin: For schools?

V. Gorodetsky: Yes.

I was a mayor, if then they told me: you yourself will make from your budget, I would say - what are you, never. And when we received support from the federal budget for two and a half years, we were forced to adequately [evaluate] our priorities and to invest even more - and it turned out.
