
The court in the case of Valery Permyakov did not answer questions about the causes and circumstances of the Avetisyan family murder
The garrison military court of the North Caucasus District Military Court of the Russian Federation at the exit court hearing, held on August 12 in the territory of the 102nd Russian military base in Gyumri, found Private Valery Permyakov guilty of desertion, embezzlement of weapons and ammunition and their illegal wearing and sentenced him to 10 years in a strict colony. But during the trial, the answer was not raised to many questions raised after the murder of the Avetisyan family. Relatives of the dead are perplexed why the Russian side was so in a hurry to pronounce the verdict.
The soldier of the 102nd Russian military base in Gyumri Valery Permyakov on January 12 arbitrarily left the service in the guard, with weapons went to the city, where in one of the houses by shots from the machine gun he killed the Satisfied six members of the Avetisyan family and wounded the child who later died in the hospital. Permyakov was detained on the day of the crime: while trying to switch to Turkey, he was stopped by Russian border guards who guard the border of Armenia. He pleaded guilt and explained that he intended to flee to Russia through Turkey, because he missed his family and did not want to serve at all. It turned out that before, when Permyakov served in Russia, he fled 8 times from his unit.
The sister of the deceased doubts that Permyakov acted alone. She thinks that he alone could not kill a whole family. According to several testimonies, on January 12, he met a man near the store in Gyumri, tried to order a taxi and food. In other indications, however, there was not a word about this meeting and taxi.
On the fact of the murder of the Avetisyan family, Russian law enforcement officers also opened a criminal case, but recently it was transferred to the Armenian side and it will be considered by the Armenian court. Currently, materials transferred by the Russian side are translated into Armenian. The court will presumably take place in September or October. If Permyakov submits for an appeal for the verdict issued now, then the case will be considered by the North Caucasus Military Court in Rostov-on-Don.
Permyakov answered “yes” and “no” to the questions of the judge, and at some point those present noticed that he had fallen asleep. The Gyumrinsky activist Karen Petrosyan called the trial a political farce: "I doubt that we can find out the truth in this process, even in the Armenian court. But, in any case, our lawyers will be able to ask their questions regarding the murder."

Activists hoped to find out why, after the discovery near the Armenian-Turkish border, Permyakov was not transferred to the Armenian law enforcement officers, but was immediately taken to the Russian military base. The Russian court did not say a word about this. Karen Petrosyan is convinced that Permyakov is illegally held on the Russian military base.
"This shows our weakness and permissiveness of the Russian side. And this is what is offensive to our citizens, I do not know how our authorities understand this. I think they feel humiliation of their dignity in any case, but they experience a sense of powerlessness," Petrosyan said.
The Gyumin residents, who for many days with the demanding to give Permyakov the Armenian side, argue that if the Russian soldier had not taken to the Russian military base, the situation would not have worsened.
“The company arose a number of questions that remained unanswered. Firstly, why wasn’t the Armenians detained? Secondly, as the border guards detained him, how did they find out that it was the offender, their soldier, and, therefore, he needs to be delivered to the base, and so on? How did he find himself on the Russian territory and why he was not transferred?” - said another Gyumrin activist Armen Nersisyan.
Now activists are waiting for the trial in the Armenian court, although many people think that as Permyakov was silent in the Russian court, he will not continue to speak.

-I am almost sure that the investigators, the Russian side initially had some kind of scenario, how it all will look, that they will promote the version so that more information does not leak. Let's see how the main thing will turn out, how the hearings will be carried out, what questions will be, it will speak or not. I doubt very much that he will say.
- If you had the opportunity to ask Permyakov questions, what would you ask him what causes you the greatest doubts?
- Your question is very difficult, because we think about this for 7 months and do not find anything reasonable in such acts, unless, of course, he committed them. It is very doubtful that this is only he. After the trial, a very large question mark appeared. This interrogative sign was before, but now we learned a specific time when he allegedly escaped from the military unit - this is 2 hours when the bosses found out about this. We understand that it takes time to verify the military unit, maybe he disappeared there, it was 30 minutes, nothing more, which means that at 2.30 they had to raise an alarm throughout the city and let the authorities of the Republic of Armenia know. But the police chief then still gave an interview and said that the Armenian side of the Russian side announced desertion only at 8 in the morning. So, for five and a half hours this person went with a gun. Ignoring this situation led to the tragedy. This is a very serious problem, and this is a violation of agreements on the placement of the Russian base in Armenia.
- And how many people in Armenia who believe that this base should be closed in general?

- It is difficult to say, because there are no serious research on this matter. According to my observations, over the past two years this number has been growing seriously. This is due to the facts of the sale of a serious amount of weapons to Azerbaijan by the Russian side, and with the tragedy, which happened two and a half years ago at the training ground, when two children were blown up at an unexplored grenade, which the Russian military left, did not remove it. And, of course, this case. For these two and a half years of the mood of people more towards the withdrawal of the Russian base. I think that it is necessary to develop very seriously and very quickly technical guarantees of the safety of placing the base and military units of the Russian Federation in Armenia so that this does not happen again. If someone runs out of the military unit, if there is a loss of some weapon, so that there is immediately anxiety, events in an emergency. But in 7 months we do not see any shifts, no ideas. This is the main problem at this moment. Such a tragedy can be repeated, if at all it is true that he accidentally went somewhere, shot, he needed money or needed water. At any moment, this can be repeated until the technical guarantees of the safety of citizens of the Republic of Armenia from the existence of such a base have been developed and entered into life.
