12 US citizens were fined in Karachay -Cherkessia for 2500 rubles each on charges of labor activity - teaching English - without appropriate permission. This was reported by Interfax with reference to the regional UFSB, which, together with the Karachay-Cherkess commander of the FMS and followed foreigners.

The Americans arrived in the region on tourist visas, having received invitations of the Gospel Missionary Union in Karachayevsk, explained in the special service. Meanwhile, for teaching English, which guests led in the children's camp of the evangelists in the suburbs of Karachayevsk Teberda, they needed a business visa.

Whether the Americans were ordered to leave Russia, it is not specified.

On May 20 , a friend of Bill Clinton, ex-president of the American Commercial Chamber in the Russian Federation Scott Blacklin, was detained in Nizhny Novgorod . The Sormovsky district court of the city found him guilty of part 4 of Article 18.8 of the Code of Administrative Offenses (repeated during the year a violation of the regime of stay in Russia) and sentenced to a fine of 5 thousand rubles and expulsion from the country with a premises for the duration of the special receiver.

Meanwhile, it is not clear what a repeated violation was. A year earlier, Blacklin, having arrived in Russia on a tourist visa, participated in a round table at the University of Nizhny Novgorod named after Lobachevsky. For this he was fined 2 thousand rubles and was obliged to leave the country on his own. Preparing for a trip in 2015 - also to participate in a conference at the University of Nizhny Novgorod, - the American, having previously consulted with the Russian consulate, received a business visa.

At the same time, for the second time, Blacklin was detained at the Ibis Hotel simultaneously with employees of the Danish Institute against torture - participants in the seminar organized in this hotel by the Committee against torture.

On the night of June 6, after the crescent of the detention, the bailiffs took Blacklin out of the special receiver and put on the plane in Finland .
