Putin will hand over Sheremetyevo to Rotenberg
Vladimir Putin could agree on the transfer of Moscow Sheremetyevo Airport to the control of entrepreneurs Alexander Ponomarenko and Arkady Rotenberg.
As Forbes writes, citing three sources close to the preparation of the relevant decree, the document is in the presidential office. According to one of these sources, the decree has already been signed by Vladimir Putin, but has not yet been published.
As Forbes explains, the decree refers to the consolidation of state assets of Sheremetyevo and private companies included in the TPS Avia group of Ponomarenko and Rotenberg. After consolidation, the state will lose control over the merged company, but must retain at least 30 percent of Sheremetyevo International Airport OJSC.
Vladimir Putin’s decree authorizing the transfer of the country’s largest airport, Sheremetyevo, to the control of private investors—the TPS Avia group of Alexander Ponomarenko and Arkady Rotenberg—is in the presidential office, three sources close to the preparation of the document told Forbes.
- Sheremetyevo Airport belongs to the state. The main shareholder is the Federal Property Management Agency (it owns 83.04 percent of the shares), the rest are controlled by state banks VEB and VTB (4.2 and 4.7 percent, respectively), as well as Aeroflot (8.9 percent).
- At the same time, private investors participate in the management of the airport. TPS Avia of Ponomarenko and Rotenberg became an investor in the northern zone of Sheremetyevo in 2013. Alexander Ponomarenko is a member of the board of directors of Sheremetyevo International Airport OJSC.
- According to Forbes, in 2014, TPS Avia invested 8.8 and 9.86 billion rubles of its own funds in the construction of terminal B and the Sheremetyevo inter-terminal passage, respectively.
