The Government Commission for Legislative Activities has approved a draft law by the Ministry of Internal Affairs of the Russian Federation that expands the requirements of the law on rallies. According to the document, the protests will include bike rides and the installation of tents, which means they, like rallies, will require approval. When the bill will go to the State Duma, it is not known.

The actions may turn into spontaneous demonstrations, the Ministry of Internal Affairs fears.

In March 2015, the Ministry of Internal Affairs of the Russian Federation developed a draft law on behalf of Deputy Prime Minister Dmitry Rogozin. It proposes to attribute to mass actions not only foot demonstrations, but also the movement of citizens in vehicles using posters and other paraphernalia. In addition, the Ministry of Internal Affairs proposed to include protest actions during which “prefabricated collapsible structures” (for example, tents) are used as pickets.
The explanatory note to the document states that "the adoption of the bill will eliminate the legal uncertainty that arises when organizing and holding public events in the form of new forms of protest actions." The documents are available on the Unified Information Disclosure Portal.
State Duma deputy from the "Fair Russia" Dmitry Gudkov criticized the bill. In his opinion, legally it will not be possible to distinguish a wedding cortege from a demonstration. United Russia intends to vote in support of the bill.
Under the current legislation, for participation and organization of an uncoordinated protest action for individuals, a fine from 10 to 300 thousand rubles is due.
