The investigation has put State Duma deputy Nikolai Parshin on the federal and international wanted list for failing to appear for questioning at the Investigative Committee, the TASS agency reported on Wednesday , citing a source in law enforcement agencies of the Volgograd region.

“This is a forced measure; Parshin has not appeared for questioning at the Investigative Department of the Investigative Committee of Russia for the Volgograd Region for nine months,” the agency quotes him as saying.

On July 4, 2014, the State Duma deprived Parshin of parliamentary immunity at the request of the Investigative Committee. He was charged under the article “Fraud committed by a group of persons by prior conspiracy on an especially large scale.”

On July 1, Prosecutor General Yuri Chaika sent a proposal to the State Duma to deprive Parshin of parliamentary immunity. Chaika also asked for consent to involve the deputy as an accused.

According to investigators , in September 2008, the administration of the Sredneakhtubinsky district of the Volgograd region sold an abandoned former school building along with a land plot to a commercial organization for 250,000 rubles.

Parshin, who was familiar with the director of the company that owned this property, decided to steal budget funds. For this purpose, a purchase and sale agreement was concluded for the building and land, according to which the property returned to the ownership of the municipality, but for an amount one hundred times greater than its value - for 25 million rubles. The funds allocated from the regional and municipal budgets “were transferred to the account of a commercial organization, and subsequently cashed out and distributed among the suspects.”

Parshin himself denies all accusations, calling what is happening “another political case,” which, in his opinion, is connected with his plans to fight for the post of governor of the Volgograd region.
