Roskomnadzor is not able to check whether the law on personal data executes resources such as Google or Facebook. This was stated by the representative of the department Vadim Ampelonsky.

“Facebook does not have an office in Russia, and Google’s office performs exclusively marketing functions. That is, we cannot physically conduct ordinary verification measures in relation to companies that are not legally present in Russia, for example, the excavation of documents,” the Ampelonsky “Vedomosti” quote .

The RKN expects that users themselves will report possible violations. "Most likely, we will receive complaints from meticulous users on this score and ask appropriate questions to companies," Ampelonsky said.

Roskomnadzor is primarily interested in how the law will comply with banks, insurance companies, online seller, who store a lot of sensitive information about users - passport data, money transfers. Social networks store relatively slightly personal data, Ampelonsky noted. The risk of leakage of such information is not so dangerous. The representative of the RKN recalled that the agency does not plan to check the mass Internet services before the end of this year.
