
The deputy head of the Committee on the Constitutional Legislation of the Federation Council Konstantin Dobrynin introduced a bill to the State Duma, tightening the requirements for the President of the President of the Rights of the Child, RIA Novosti reports . The senator, in particular, proposes to limit the term of office of the children's Ombudsman for five years and prohibit working in this position for more than two terms in a row.
According to the bill, the children's ombudsman must regularly report to the head of state, both chambers of the parliament, the government, the Prosecutor General, the Investigative Committee and the Constitutional Court. He will annually publish a report on the results of his work.
In addition, the bill prescribes in detail the competence of the children's ombudsman, the procedure for filing him with complaints regarding the protection of the rights and legitimate interests of children, and their consideration.
"The adoption of the bill will make it possible to make up for a legal gap in the regulation of the activities of the Commissioner, which will increase the efficiency of his work," said Dobrynin. According to him, such legal regulation has already been established for the business ombudsman.
In early August, Dobrynin complained to the Prosecutor General’s Office that Pavel Astakhov, Commissioner for Child Rights, did not personally respond to his requests. In addition, the senator asked to check how the Commissioner works with appeals and requests of citizens and how he reports on his work.
On Thursday, the Prosecutor General’s Office rejected Dobrynin's complaint. The response said that the Prosecutor General should not supervise the activities of the children's Ombudsman, since his position is part of the presidential administration.
In February 2014, the Society of Scientists called on Astakhov to resign and abandon the degree due to the dissertation scandal. Earlier, experts of the Dissernet project and the RSL employees found that the original text "is 0.68 percent in the doctoral dissertation of the Ombudsman, and 99.32 percent are present in more than 40 sources." Astakhov said that he said that opponents of the anti -Sirot law distribute information about plagiarism in his dissertation.
