The average bribe amount for the past year was 613 thousand rubles

The average bribe in Russia has tripled. Now it is estimated at 613 thousand rubles. Just a year ago the amount was 218 thousand rubles. The indicators were calculated based on citizens’ appeals from September 1 last year to August 31 this year to the All-Russian anti-corruption public reception “Clean Hands”.

Experts from the public reception office “Clean Hands” named the judiciary as the most corrupt area. 61% of those who applied complained about them. The average bribe in criminal cases is 3 million rubles, in civil cases - 650 thousand rubles. The second place is occupied by the internal affairs bodies - 39% of citizens are outraged by police corruption. The police refusal to initiate a criminal case costs at least 500 thousand rubles. The average bribe to a representative of the Ministry of Internal Affairs is 5 thousand rubles. 34% of complaints are against the prosecutor's office. But, as experts note, the vast majority of complaints about corruption are unfounded. Refusals by the prosecutor's office and related claims from citizens are due to the fact that the issues proposed for consideration, as a rule, do not fall within the competence of the prosecutor's office.

In dollars, the average bribe increased by only 40%, to $9.5 thousand. The rapid growth is explained primarily by the devaluation of the ruble, says Alexander Pochuev, a lawyer and member of the expert council of the State Duma Committee on Security and Anti-Corruption.

“It is clear that most bribes are tied not to rubles, but to dollars, which is why such an increase is observed - this is the first point. The second point is, of course, that the segment of crimes solved is already shifting from traffic police officers to medium or one might even say large, so objectively, if you spread it across the total number of detected corruption crimes, it turns out that the size of the bribe is actually growing,” I’m sure "Kommersant FM" Pochuev.

The largest number of complaints about corruption to Clean Hands experts came from Moscow. In second place is the Moscow Region, followed by the Krasnodar Territory. It is almost impossible to calculate the actual volume of bribes, noted Kirill Kabanov, chairman of the National Anti-Corruption Committee.

“This is a latent criminal business. Yes, it has certain trends, it even has certain tariffs. They exist in grassroots corruption, in systemic corruption, but the system of kickbacks, the system of corruption in global projects is very difficult to imagine. I would not draw any strategic assessments from this. Someone asked for a bribe of 60 thousand rubles, and then they asked for a bribe of 1 million rubles. Naturally, there is growth, but this is a story in which there is more talk than truth,” believes Kabanov.

Deputy head of the State Duma Committee on Security and Anti-Corruption Ernest Valeev said that he does not trust the data on a threefold increase in the amount of bribes in Russia. According to him, there is no factual data behind this, and bribes can only be judged in criminal cases.
