It seems that Russian special services play a role in this-in any case, the story with Khazema leads to such thoughts.

The Syrians made conclusions - and gathered to Turkey. About 50 people who voluntarily announced in the FMS about the absence of temporary asylum had already left Russia. They bought tickets to Istanbul at their personal funds. And out of 60 families living in Noginsk (in each for 5-6 people), only 4-5 want to stay in Russia.
