Dissertation isolationism
The scientific and educational base of most members of the Russian dissertation councils in economics was laid in Soviet times. With the transition to the market in Russia, educational standards and approaches to scientific research have changed. Teachers of political economy, the problems of socialism economy during a year or two had to master new specialties (micro-, macroeconomics, management, marketing, etc.), someone retrained more successfully, someone less. However, this was the starting point for the differentiation of the scientific economic community in the content and quality of scientific research, including in dissertation. Today it becomes obvious that the scientific economic community in Russia is not only very weakly integrated with foreign science, but also divided into the country, the accepted language of communication between different groups of scientists has not developed, and isolationism is often observed in the regions and even in a number of metropolitan universities. This phenomenon was at one time studied by sociologists Mikhail Sokolov and Kirill Titaev [1] .
Such disunity and isolation lead to important consequences, two of which we would like to mention. The first is the emergence of quasi -scientific areas of research, the results of which, as a rule, do not leave the limits of the university. For example, the dissertation work with the conditional names “synergistic approach to study (insert the right word) at the mesoure in the conditions of an innovative economy” or “methodological foundations of the formation of an investment-innovative mechanism (insert the desired word) based on the imperative of harmonization of the interests of subjects”. The list can be continued indefinitely. Another example concerns the emergence of new sciences that only their creators know about, for example, the nomology of Professor Olga Vladimirovna Gubar [2 , 3] . The second consequence is a sharp decrease in the quality of scientific research and as a result of the spread of plagiarism in dissertations. And isolation of dissertation tips, i.e. The lack of transparency in their activities and proper control allows you to massively manufacture a poor -quality product, observing only the formal requirements of the Higher Attestation Commission.
The introduction of a new rule on the publication of dissertations to defense since 2014 increases the level of transparency, on the one hand, and allows you to interact with the dissertation tips on the other. However, as practice shows, any communication with isolated scientific communities about the low quality of work/presence of plagiarism meets a powerful protest and is accompanied by a denial of the qualified opinion that does not coincide with the conclusions of their quasi -scientific school.
With this approach, we encountered when interacting with the dissertation council D212.182.02 in economics at the State University-educational and production and production complex (former Orlov State Technical University). Here is a vivid example.
Case a . WITH . Grisko
The case of Anton Sergeyevich Grisko is very indicative from the point of view of the behavioral reaction of the dissertation council. In June 2014, I sent to the dissertation council D212.182.02 GU-USPK a negative review of the dissertation of A. S. Grisko “Modern methods for the formation and assessment of the consumer value of branded capital in the market of perfume and cosmetic goods”, which indicated the presence of mass non-viable borrowings in the dissertation [4] . This review was directed within the framework of Dissernet and the project of the Society of Scientific Workers “Scientific Pattering” [5] . After the university received a negative review, the defense of A. S. Grisko was hastily postponed from June 28 to September 20, 2014. The review was not placed on the organization’s website, was not completely read out at a meeting of the dissertation council, as required by the provision on the award of scientific degrees; When listing the reviews received, he was not mentioned, as was not noted in the conclusion of the dissertation council.
The obvious arguments about the unoriginal work of A. S. Grisko were not accepted by the dissertation council; In turn, at the meeting, a report on the assessment of the level of originality of work provided by the Siberian Institute of Business and Information Technology, the rector of which is S. V. Grisko, was considered. However, the dissertation council did not take into account that this report was drawn up at a job under another (“assessment of the brand capital” instead of “modern methods for the formation and assessment of the consumer value of branded capital in the market of perfume and cosmetic goods”), with another scientific director (prospect. Ec. Sciences EV Isaeva instead of prospect. Ec. Scientifics of prof. V.A. Kovalev) and another amount pages (110 instead of 145).
The dissertation council unanimously voted for the award of A. S. Grisko to the degree of candidate of economic sciences. And Professor Svyatoslav Arkadievich Nikitin, chairman of the dissertation council, when discussing the dissertation by A. S. Grisko, made an emotional speech (at our disposal there is an audio recording of part of the meeting), mentioned that the VAK “said, we did not pay attention to the disserter”, and advised, apparently, “destroy these enemies,“ destroy these enemies, this western Western. Ukraine, the “right sector”, so that the Russians do not suffer. ” At the meeting, even more sharp statements were also sounded, which clearly did not have the character of a scientific discussion. Ignoring the obvious non -original parts of the work of A. S. Grisko, as well as the statements of the chairman of the dissertation council S. A. Nikitin, the defense indicate the isolation of the dissertation council, the rejection and depreciation of the opinions of scientists who adhere to a different point of view, doubt on the existence of another qualified opinion outside this council. In fact, the Council ignored not only a negative review, but also the formal requirements of the Higher Attestation Commission to defend the dissertation.
Violation of the dissertation protection procedure gave the basis for filing an appeal to the Higher Attestation Commission for the decision of the dissertation council D 212.182.02 [6] . The Higher Attend Expert Council for the industry and regional economy was ready to support the appeal, but A. S. Grisko submitted a written application to the Higher Attestation Commission on the removal of his dissertation. On May 28, 2015, the Ministry of Education and Science of the dissertation A. S. Grysko was issued from consideration [7] . A voluntary rejection of the degree with the inevitability of punishment is also welcome. And it is important to note that voluntary refusals of the degree is the only opportunity to clear Russian science of the dominance of scientific degrees unreasonably obtained until 2011.
Practice of protection in GU - UNPK
The case of incorrect borrowing in the dissertation A. S. Grysko is no exception, but rather confirmation of the prevailing practice. For more than ten years, in two tips on the GU-USPK economy, more than 60 dissertations with unscrupulous borrowing were protected (see card). And the video evolution is clearly evidenced by the video [8] .
Among the most active participants in the network who accompanied the co-resurrect dissertations as a supervisor or opponent, Viktor Georgievich Sadkov: on his account 13 dissertations. The irony lies in the fact that it is V. G. Sadkov that is the co -author of the bill on the management of intellectual property, where the unauthorized use of intellectual property is also mentioned [9] . Professor Lyudmila Vladimirovna Popova accompanied 11 unscrupulous dissertations, at present she is a candidate for the Higher Attestation Council. On the account of Svetlana Aleksandrovna Izmalkova, deputy chairman of the council, 7 dubious dissertations, and she herself was not fully conscientious when writing her doctoral dissertation [10] . The chairman of the Council of Svyatoslav Arkadyevich Nikitin and Adnan Morovich Azhluni also have 7 accompanied dissertations.
In connection with the fact of the unfair work of the D212.182.02 and D212.182.04, a group of scientists turned to the Higher Attestation Commission with a request to check their activities. In August, at the beginning of September 2015, answers came from the Ministry of Education and Science that “on the basis of the order of the Ministry of Education and Science of Russia dated July 14, 2015 No. 802/NK”, the activities of the dissertation councils D212.182.02 and D212.182.04 “discontinued on January 14, 2016 due to the inadequacy of continuation of activity due to low effectiveness”. This decision of the Ministry of Education and Science can only be welcomed. The dissertation council will be dispersed, but all its members will retain their positions in universities. The impossibility for participants in the Lime dissertations factories to occupy positions in universities will be the next stage in the purification of Russian science of dishonesty.
