
The former head of Russian Railways Vladimir Yakunin decided to abandon the post of senator of the Kaliningrad region.
“I consulted with my friends, colleagues, with the leadership, I was supported in this decision, and today I want to turn to the newly elected governor of the Kaliningrad region (Nikolai Tsukanov) with a request not to appoint me a representative of the Kaliningrad region in the Federation Council,” said the ex -head of the Russian Railways, whose words are quoted by RIA Novosti .
Yakunin recalled that for more than 20 years he worked in such public organizations as the Andrei Fund of the First -Called, the Center for National Glory, and participated in the forum "Dialogue of Civilizations", and believes that "a person can only benefit society, and to himself."
According to Yakunin, he intends to concentrate on expert-scientific and social activities, "primarily in the field of international relations, international relations and inter-cyvision dialogue between societies."
Nikolai Tsukanov, who won the election of the Governor of the Kaliningrad Region, said that Yakunin had already called him and asked him not to appoint him to the Federation Council. “He explained that he faces many tasks and he cannot now represent the region in the Federation Council,” said Tsukanov RBC , noting that he had not yet decided which of the two remaining candidates - the mayor of Kaliningrad Alexander Yaroshuk or the current senator Oleg Tkach, will be represented by the regional government in the Federation Council.
Later, the head of the press service of the regional government Larisa Polyakova, in a conversation with RIA Novosti , said that the law does not allow at this stage to make additional candidates for the list of applicants for the post of senator from the Kaliningrad region.
“In any case, within the framework of the legislation, two candidates remain in the list of applicants for the senator post from the region, it does not allow other law at this stage, therefore, the head of the region will choose a representative of the region from two candidates proposed,” Polyakova explained.
At the same time, the chairman of the Federation Council Committee on Regulations Vadim Tulpanov added that the current mayor of Kaliningrad Alexander Yaroshuk or the current senator from the region Oleg Tkach, will be a senator from the Governor of the Kaliningrad region.
"According to the law on the procedure for the formation of the Federation Council, if the first candidate from the list of applicants does not become a senator, this mandate receives one of the other two candidates," he explained.
According to Tulipov, he does not remember the precedents with the refusal of the senators themselves from the mandate before taking office. “But the law provides for such a situation, so everything is within the framework of the law,” he said.
The State Duma deputy Valery Rashkin, in turn, expressed surprise by a sharp change in the decision of the ex-head of the Russian Railways regarding the post in the Federation Council: according to the deputy, it is impossible to change such decisions at the last moment, RIA Novosti reports.
“For two months of this level, the leader, in my opinion, has no right to change such decisions. He gave a word, took the word. At least this is dishonest,” said Rashkin.
Earlier, the deputy sent a request to the head of the Presidential Administration of the Russian Federation Sergey Ivanov, in which he asked to publish the presidential decree on the assignment of ex-head of Russian Railways Vladimir Yakunin the rank of diplomatic ambassador. As the deputy explained, the Russians are extremely negatively and irritably perceived by any attempts to arrange a “synecur” to some next citizen, the effectiveness of the previous activity of which causes only the need for the requirement to conduct an audit in society.
Later, the presidential spokesman Dmitry Peskov could not answer reporters to the question of whether the head of state knew about the unwillingness of Yakunin to become a senator, RIA Novosti reports.
“I’m not ready to answer the question now, because I just don’t know. I didn’t ask the president, he knew or did not know,” Peskov admitted. At the same time, he specified that the president and Yakunin talked over the past few weeks. “I can’t say how - by phone or personally, but they talked, yes,” the spokesman added and noted that the conversation was brief.
Tsukanov was re -elected Governor on September 13. On September 21, his inauguration will be held, after which he will have to delegate his candidate for the Council of People's Commissars within a day.
Earlier, the sources of Kommersant in the Council reported that the ex-President of Russian Railways would not apply for a leading post in the upper house of parliament, but will become an ordinary senator. According to one of them, Yakunin is preparing an office in the building on New Arbat and the official Ford car, while the leadership of the chamber is located in the building on Bolshaya Dmitrovka and uses Mercedes, BMW or Audi.
Yakunin resigned from the post of head of the Russian Railways in August 2015. Even before the resignation, he was invited to continue working in the Federation Council from the Kaliningrad region. On August 18, Yakunin was registered as a candidate for senators in the regional election commission.
