The concept of the European residential complex was presented to the town planning council by architect Alexander Zabnin. According to him, construction should take place on the territory of former industrial enterprises with a total area of 4.08 hectares within the boundaries of Krasnoarmeyskaya, Stankevich and Krasnye Partizan streets. It is planned to construct two groups of monolithic buildings with a height of 13 to 25 floors and a total area of 132.5 thousand square meters. m, designed for 1.8 thousand apartments (992 one-room, 540 two-room and 298 three-room). The concept also provides for the construction of a kindergarten with an area of 1.2 thousand square meters. m for 120 places and underground parking - 67.3 thousand sq. m. m for 1.5 thousand parking spaces, other infrastructure facilities. According to Mr. Zabnin, now the territory in question is located in a zone of multifunctional public and business development, and the construction of a residential complex on it, in particular, will make it possible to extend the roadway of Krasnoarmeyskaya Street to Vyborgskaya Street, thus, near one of the central highways of the city - 20-letiya Street October - an understudy will appear. At the same time, as the architect explained, the concept of the buildings themselves is intended to create “a courtyard without cars, a lawn courtyard, for people.” Of the 4.2 hectares of the total area of the site, 2.6 hectares should be occupied by the courtyard area, 0.76 hectares are allocated for municipal needs. “There is plenty of space for landscaping and internal infrastructure; this is the first time I’ve done this,” admitted Alexander Zabnin. He explained the height of the complex by the size of the “background buildings” - 17-25 floors, and described the class of future housing as “social +”. “In general, there is quite a lot of housing in the center; soon there will be satiety,” the architect warned.

The materials of Giprokommundortrans note the historical and cultural value of the territories adjacent to the site being built. So, in Svechny Lane, connecting Krasnoarmeyskaya and Red Partizan streets, in the early 80s of the 19th century, a candle factory of the Voronezh diocese (now a pasta factory) was erected. Currently, what remains of it is the “Residential House of a Candle Factory” from 1881, included in the register of cultural heritage sites of the region, which the investor promised to preserve and highlight in the project by laying out a park next to it. “Now this is a deeply depressed area, but with a rich history,” said Vladimir Artemyev, Deputy General Director of DSK for Capital Construction, during the city council. — The new buildings will have facades finished with porcelain stoneware, panoramic windows with dark glass, and many balconies and terraces. The head of the regional department of architecture and urban planning, Marina Rakova, suggested thinking about the “name” of the quarter: ““Svechnoy” would give the project authors a larger field for searching for an architectural and urban planning image. After the lane disappears from the city map, this is also a way to preserve the memory of the place.” A number of architects-members of the council asked the designers to clarify the specified housing parameters and how they relate to the low-rise buildings that have developed in the microdistrict. In the presented concept, density standards are based on the area of two blocks in which the construction site is located, occupying a total of almost 10 hectares: “In fact, you get 25 thousand square meters. m of housing per hectare, this is out of the ordinary.” Alexander Zabnin responded by making it clear that this is a common problem for new facilities in the city center, and also said that the concept also provides for guest, surface parking for 200 cars. “The comments have the right to life, the concept should be refined, there should be no personal approach,” the chairman of the council, vice-governor Gennady Makin, interrupted the debate. “We shouldn’t ruin the city.”

According to Kommersant, DSK bought 4 hectares in the center of Voronezh this year from structures close to the Megion Group of Companies from Voronezh businessman Boris Nesterov. Neither he nor the plant's representatives would disclose the amount of the transaction. DSK Deputy General Director for Economics Andrey Sobolev explained only that the final project for the development of the site has not yet been approved. Market participants and experts interviewed yesterday by Kommersant were reluctant to evaluate the territories acquired by DSK, pointing out that the cost of land in the center of Voronezh has changed dramatically in recent years. However, they agreed that the minimum price for such a plot is about 300 million rubles, and its cadastral value is about 100 million rubles.

The head of the BiK Group of Companies, which has implemented a number of construction projects in the center of Voronezh, Dmitry Bolshakov, estimated the cost of constructing the declared objects at approximately 3 billion rubles. “The site suggests that housing on it should be in demand. There are practically no such places left in the “quiet center” of Voronezh. But now any housing is sold with great difficulty. Therefore, I assume that the company’s sales will begin only after the construction of 20% of the facility,” explained Mr. Bolshakov. Another market participant, on condition of anonymity, noted that “today DSK is simply obliged to try itself in different market segments.” “Monolithic houses are completely different opportunities for a company known for its panel housing. Let them rehearse,” noted Kommersant’s interlocutor.

DSK is the largest participant in the Voronezh housing construction market. According to the company, in 2014 it commissioned about 213 thousand sq. m. m, or 23% of all housing in the region.
